One person can live in Port Louis on about $1,100 a month, with most budgets landing between $800 and $1,400 depending on rent. A couple should plan on about $1,800, and a family of four about $3,000. A one-bedroom in the center runs around $500 a month, and closer to $350 once you move out of the core.
Port Louis is the capital and the island's main port. Ministries, banks, the Central Market and Le Caudan Waterfront all sit near the harbor, with Chinatown a few blocks inland. Weekdays are crowded with commuters, and the center goes quiet once offices close.
It suits people whose week runs through government offices, banks or a job in town, and anyone who'd rather live next to the light rail and the main bus stations than depend on a car. If you're picturing a beach out the front door, look at the coast instead: Port Louis faces a working harbor, not a lagoon.

Getting around
Transport in Port Louis
Port Louis is the one place in Mauritius where living without a car is easy. The old center is compact: the Central Market, Chinatown, Place d'Armes and the waterfront are close enough to walk between, as long as you don't mind weekday crowds.
The Metro Express light rail starts here, with stations at Victoria and Place d'Armes, and runs inland through the plateau towns to Curepipe. Victoria doubles as the main rail and bus interchange. There are no weekly or monthly passes, and you pay again if you switch to a bus. Eligible seniors and disabled riders travel free, but check whether you qualify as a foreign resident before you count on it.
Buses cover the rest of the island from the city's terminals. The U.S. State Department says buses between main towns run from 5 a.m. to 9 p.m., and it recommends booking taxis ahead if you're out at night.
If you do drive, it's on the left, and you'll be part of the weekday traffic squeezing into the capital. Many residents who own cars keep them for weekend trips to the beaches and the north coast rather than daily errands.

Community and practical notes
Who you'll meet
Port Louis is a working city first. Your neighbors are more likely to be civil servants, traders and families who've been here for generations than other Americans. That's the appeal for some people and the drawback for others: you'll get a more local Mauritius, but you'll build your social life through work, language classes or weekend trips to the coast rather than an expat bar down the street.
Healthcare
Dr A.G. Jeetoo Hospital is the public hospital in the city. For private care, most people drive inland to C-Care Wellkin in Moka, Clinique du Bon Pasteur in Rose Hill or C-Care Darné in Floreal. The State Department rates care at major hospitals and private clinics as adequate, and says most providers, ambulances included, want payment in rupees before they treat you. Medicare won't cover you here, so arrive with international health insurance. In an emergency, dial 999 for police and 999 or 114 for an ambulance.
Working remotely
Home internet runs about $30 a month. The bigger adjustment is the clock: Mauritius doesn't use daylight saving time, so it's eight to nine hours ahead of Eastern, by season. A 9 a.m. New York call lands in your early evening.
LGBTQ expats
In October 2023 the Supreme Court of Mauritius struck down Section 250 of the Criminal Code, ruling that the constitution's ban on discrimination by sex covers sexual orientation. Same-sex relations are now legal. Social attitudes can lag behind the courts, so if you're moving with a same-sex partner, ask the Economic Development Board how your relationship will be treated for a dependent permit before you apply.
Black Americans
Port Louis wears the island's mixed history in plain sight. Aapravasi Ghat, a UNESCO World Heritage Site by the harbor, marks where indentured laborers from India arrived, and Chinatown and the Jummah Mosque are a short walk away. We couldn't find reporting on how Black American expats experience daily life here, so talk to a few people who've made the move before you commit.
Limited mobility
The light rail is your best friend if walking is hard, and eligible disabled riders travel free. Beyond that, we couldn't find a current official source on accessibility in Mauritius. Check entrances, elevators and bathroom layouts in person before you sign a lease, and expect crowded, uneven sidewalks downtown on weekdays.
Retiring here
Port Louis works for retirees who care more about hospitals, transit and errands than an ocean view. A single budget of about $1,100 a month sits under the $2,000 a month the retirement permit asks people 50 and over to bring in (as of 2026), so the permit money can cover daily life.
