In Kuwait your salary is tax-free, but the job has to come first
A couple budgets about $2,650 a month, family residency needs a KD 800 salary, and there's no nomad visa. Here's how the move works in 2026, and what the Iran strikes changed.

01 · Kuwait in one read
A tax-free salary in a country built on imported talent

Kuwait is a small, oil-rich state at the top of the Gulf, wedged between Iraq and Saudi Arabia, with about 5.1 million people. Most of them aren't Kuwaiti: our data puts foreign residents at about 70% of the population. The country runs on imported professionals, and that's the opening for an American.
The draw is the paycheck. Kuwait doesn't tax personal income at all: not your salary, not your investment income, not a pension. Expats don't pay into Kuwaiti social security, either. Put a Gulf salary next to a couple's budget of about $2,650 a month, and you can see why the savings math is the whole pitch.
Daily life is modern and car-based. Arabic is the official language, but our data scores English at 60 out of 100; with most residents foreign-born, you won't be the only newcomer in the room. Kuwait City sits seven to eight hours ahead of Eastern, by season, which makes calls home a morning-or-evening job.
The weather decides your calendar. Average July highs run about 116°F, and Mitribah set a record of 129°F in July 2016. Dust storms blow year-round but peak from March to August. Winter is the reward: January days average about 67°F with nights near 47°F.
Here's the catch
Four things, and the first one outranks the rest.
The Iran war hit Kuwait hard. Since U.S.-Iran hostilities began on February 28, 2026, Iranian drones and missiles have struck Kuwait's airport, power and desalination plants, U.S. bases and the U.S. embassy. The State Department rates Kuwait Level 3, Reconsider travel. Chapter 04 covers what that means day to day.
Your employer holds the keys. For an American, the realistic route is a work residency sponsored by an employer. Since July 2025, private-sector expat workers even need the employer's approval to leave the country. There's no digital nomad visa, and we found no residency category built for retirees.
There's no second passport at the end. A 2026 decree requires newly naturalized Kuwaitis to give up every other nationality within three months, so citizenship would cost you your U.S. passport.
The law is conservative, and enforced. Alcohol is illegal, drug sentences can run to death, and sex between men carries up to seven years in prison. Our data scores Kuwait low on LGBTQ acceptance and press freedom.

Our numbers put a comfortable life at about $1,600 a month for one person and $2,650 for a couple, all in. A family lands near $4,700 before school fees, and those fees can move the total more than rent does.
Housing sets the rest of the budget. A one-bedroom apartment in the center averages about $850 a month, and about $600 further out. Ask whether your offer includes housing or a housing allowance before you price apartments.
Day to day, Kuwait is moderate. A simple meal out averages about $8, home internet about $34 a month at around 120 Mbps, and our transport figure is about $49 a month. Our data scores public transit low, so plan on a car or taxis. Getting a driving license isn't automatic: expats generally need a university degree, a salary of at least KD 600 a month (about $1,960) and two years in the country.
One currency note. The Kuwaiti dinar isn't pegged to the dollar alone. Since May 2007 it has tracked an undisclosed basket of currencies. In 2025 it averaged 306.4 fils per dollar, so a dinar costs about $3.26. That's steady, but it can drift a little against your U.S. savings.
Then add the government's own line items. Every expat pays a mandatory health insurance fee of KD 100 a year (about $326) since December 2025, plus a residency fee: KD 20 a year (about $65) for a worker and for each spouse or child. A parent you sponsor costs KD 300 a year (about $980). None of it is large next to rent, but it arrives every renewal.
The family salary floor is lower than family life
A family budgets about $4,700 a month in Kuwait. To bring a spouse and children at all, the working parent needs a salary of at least KD 800 a month, about $2,610, plus a university degree that matches the job. The legal floor sits well below what family life costs, so negotiate the package, housing and school allowances included, before you sign.
03 · Your way in
A job, a resident's family, or millions in capital

For Americans, the workable routes in 2026 run through a job, family already living here, or very large capital. Two newer categories may widen that, but their terms aren't clear yet. Residency is handled by the Ministry of Interior and work permits by the Public Authority for Manpower (PAM). Here's how each path works in 2026.
A job offer
Your employer does the filing. Only a Kuwait-registered company with a valid commercial registration and an open quota can apply for your work permit through PAM's online portal. You'll supply attested degree certificates and a police clearance from home, so start the FBI check early. After you land, you do fingerprints and a health screening at the Ministry of Health, then apply for your Civil ID, the card you'll use for everyday paperwork. Guides put the whole process at four to eight weeks.
The residency itself costs KD 20 a year plus the KD 100 health fee, and standard residency is capped at five years at a time. Two rules shape life after you arrive. Since July 1, 2025, private-sector expats request an exit permit through the Sahel app or PAM's website, and the employer approves it before each trip out. And disputes can trigger a travel ban that keeps you in the country until they're settled. Read your contract with both in mind. Age is less of a barrier than it was: since December 2024, workers 60 and over without a degree no longer pay the KWD 250 renewal fee Kuwait used to charge them.
Bringing your spouse and children
Kuwait reopened family visas on January 28, 2024, after suspending them in August 2022, and that history is worth remembering. The sponsor needs a salary of at least KD 800 a month (about $2,610) and a university degree that matches the job, and the threshold survived the December 2025 overhaul. Each dependent pays KD 20 a year in residency fees plus health insurance. Family residence doesn't include work rights, so a spouse who wants a job needs a separate employer-sponsored permit. Register a newborn's residency within four months of birth, or daily fines start.
Investor residency: for companies, not individuals
The Kuwait Direct Investment Promotion Authority (KDIPA) announced a residency of up to 15 years in June 2026 for owners, partners and approved senior executives of licensed investment entities, with immediate family included. The entity's investment value has to be at least KWD 5 million, about $16.3 million. The yearly residency fee is KD 50. This is a corporate route, not a buy-in.
Property owners and self-sponsored residents
A November 2025 framework allows residency of up to 10 years for property-owning expatriates, and the December 2025 regulations added a self-sponsored category for people with independent income. We couldn't confirm the property value, income level or fees for either from a primary source, and published fee figures conflict. Don't plan around them until a Kuwaiti lawyer confirms the terms in writing.
Visiting first
Americans can get a visa on arrival for tourist stays under 90 days for KD 10 (about $33). Visit visas generally run three months with one renewal, and they don't let you work. Overstaying costs KD 10 a day, up to KD 2,000 (about $6,530). Switching from a visit visa to residency inside Kuwait is limited to listed cases, such as family joining a resident or a worker who briefly left mid-processing, and costs KD 150 (about $490) since August 2026.
What isn't on the menu
Kuwait has no digital nomad visa, and none of the residency categories we found is designed for retirees. If you want to live off a pension or a remote paycheck, Kuwait isn't set up for you. Our Bahrain guide covers a nearby Gulf residency built around buying property.

04 · Living there
Strike risk, health coverage, the IRS and the rules

The security picture, September 2026
This comes first because it may decide everything else. Hostilities between the United States and Iran began on February 28, 2026, and Kuwait, which hosts U.S. forces, was hit repeatedly. Between February 28 and June 3, strikes killed seven civilians and four military personnel in Kuwait, while also injuring 104 civilians and 78 service members. Drones damaged the airport's fuel tanks, radar and Terminal 1, and struck power and desalination plants through March and April. On March 2, drones hit the U.S. embassy.
Kuwait's airspace closed for about two months and reopened on April 24, with Kuwait Airways and Jazeera Airways flying again from April 26. A June 16 interim agreement didn't hold: on July 19, Iran struck a Kuwaiti power and desalination plant for the second time in two days. As of a September 23 update, the airport runs reduced schedules through Terminals 4 and 5.
On August 28, 2026, the State Department kept Kuwait at Level 3, Reconsider travel, citing the ongoing threat of Iranian drone and missile attacks and disrupted commercial flights. It also says the U.S. government has limited ability to help citizens in Kuwait right now. If you go anyway, enroll in the State Department's STEP program, keep savings to leave on short notice, and buy health coverage that includes evacuation. The same advisory warns about leftover 1990 Gulf War ordnance in desert and beach areas.
Healthcare
Health insurance is now a condition of living here: Kuwait won't issue or renew residency without it, and your residency can't run longer than your coverage. The mandatory fee rose from KD 50 to KD 100 a year in December 2025. On top of it, government facilities charge for care, paid in advance, and the State Department notes some services fall below U.S. standards. Ask whether your employer adds private international coverage; if not, budget for it. Medicare won't pay for anything here. Taxes
Kuwait won't tax your income. The IRS still will, so you keep filing every year. For 2026, the Foreign Earned Income Exclusion shelters up to $132,900 of earned income per person. It doesn't cover pensions, Social Security or investment income, and with no Kuwaiti tax paid, there's no foreign tax credit to offset them. Your employer owes you an end-of-service payment under Kuwaiti labor law that grows with your years of service, so keep your contract and pay records. Moving money
Because the dinar can drift a little against the dollar, the rate and the fees on each transfer home both matter. Moneycorp can handle transfers between dollars and dinars.
Schools
International school fees are a major variable for families. At the American School of Kuwait, tuition for 2025/2026 ran KD 3,314 (about $10,800) a year from kindergarten through grade 5 and KD 5,191 (about $16,900) for high school. Ask for a school allowance in your offer.
Pets
Dogs and cats need a rabies vaccine given between 30 days and a year before arrival and a health certificate dated within 30 days; USDA APHIS endorsement isn't required for Kuwait. Our data doesn't rate Kuwait as pet-friendly, so check your building's rules before you sign a lease.
The rules you'll live by
Alcohol is illegal to possess or bring in. Drug convictions carry heavy fines, long prison terms, or the death penalty. Same-sex relations between men are a crime. Kuwait can also bar you from leaving over business disputes, court-ordered settlements, immigration violations or investigations; you can check your own status with the Ministry of Interior using your Civil ID number.

05 · Where people live
Kuwait City and the coastal suburbs
Expat life in Kuwait centers on Kuwait City and the suburbs along the coast, and the choice usually comes down to your commute, your kids' school and your budget.
Salmiya, on the coast southeast of the center, is the classic expat base, with shopping, restaurants and the seafront walk. Hawalli, next door, is busier and more mixed, with schools and retail close at hand. Families looking for newer housing often head south to Mahboula along the coast, while Al Farwaniya, near the airport, draws many working expats. The State Department flags elevated crime in Jleeb Al-Shuyoukh, so leave that one off your list.
Given the 2026 strikes on U.S. bases and infrastructure, also think about how close you want to live to military sites and plants. If your employer provides housing or a set allowance, that narrows the choice quickly.

What Americans ask about moving to Kuwait
Is alcohol legal in Kuwait?
No. Possessing or importing alcohol is illegal in Kuwait, and so are narcotics and marijuana. Drug convictions can bring heavy fines, long prison sentences or the death penalty. Leave all of it out of your shipment.

Can I become a Kuwaiti citizen and keep my U.S. passport?
No. Under a decree issued in April 2026, newly naturalized Kuwaiti citizens must renounce any other nationality within three months, or the naturalization is void. Becoming Kuwaiti would mean giving up U.S. citizenship, which rules it out for most Americans.
Can Americans move to Kuwait without a job offer?
Rarely.
