Kuwait's work visa costs $175, and your employer signs off on every trip home

A Kuwaiti employer files the permit. You bring an authenticated FBI check, an HIV test and a passport with two years left. Here's the 2026 process, what it costs, and the rules that follow you after you land.

How you get one

The employer files first, then the embassy wants two stamps on your FBI check

You can't apply for this visa on your own. A Kuwait-based employer applies for your work permit with the Public Authority for Manpower (PAM), and since April 2025 PAM checks your degree's level, field and recognition before it approves one.

Your part happens in the U.S. The Kuwait embassy in Washington asks for a passport valid at least two more years, an application form and photo, an HIV test, and a health certificate with lab tests for hepatitis B and C, malaria, filariasis and syphilis, plus a chest X-ray. Your FBI record check has to be certified by the State Department, then legalized by the embassy.

The fee for U.S. citizens is $175, plus $25 to legalize the FBI check, paid in cash, money order or company check. The Washington embassy only takes applicants from DC, Maryland, Virginia and West Virginia, so ask your employer which Kuwaiti office handles your state.

  • Order the FBI check first. It's useless until both stamps are on it.
  • Renew your passport now if it expires within two years.
  • Ask which degree your employer is filing under. Since May 2025, you can't change the qualification on file once you're in Kuwait.

After you land

The residence stamp, the exit permit and the six-month rule

Medical, stamp, Civil ID

Soon after you arrive, you take a medical test at an approved center, get the residence stamped in your passport, then give fingerprints and a photo to the Public Authority for Civil Information (PACI) for your Civil ID. You can legally start work once the residence is stamped. By Kuwaiti law the employer pays recruiting, visa and first Civil ID costs, so don't hand over money for them.

Leaving takes a yes

Since July 2025, private-sector expats need an exit permit before every trip out. You request it through the Sahel app or PAM's website, your employer approves it, and it's good for seven days. Separately, stay outside Kuwait more than six months and a standard residence lapses.

Changing jobs

You can't start a new job until PAM transfers your residence. If your employer won't agree, PAM can approve the move anyway once you've worked a year, or if the employer broke the contract. Each transfer carries another KD 150 permit fee.

Your family

To sponsor a spouse and children under 18, you need a salary of at least KD 800 a month, and each pays KD 20 a year plus health insurance. Sources disagree on whether your degree still has to match your job for this, so ask HR. Since January 2024 a wife's family residence can't be converted to a work residence, so if your partner wants a job, raise it with your employer before you move.

Six ways a Kuwait job goes wrong

An exit ban

Courts, prosecutors and the Interior Ministry can stop you leaving over debts, lease disputes or overstays. The State Department says bans can take months or years to clear.

Working on a visit visa

The State Department warns of heavy fines, detention, deportation and a ban on coming back.

Letting the residence lapse

Since January 2025, KD 2 a day for the first month and KD 4 a day after that, capped at KD 1,200 (about $4,000).

A positive HIV test

Kuwait requires the test for residency and can refuse the permit on a positive result.

A fight with your employer

The U.S. embassy can't step into a labor dispute, so read the contract before you sign.

The wrong degree on file

Once you're in Kuwait, you can't change the qualification your permit was issued under.

Kuwait doesn't tax personal income, and non-GCC expats don't pay into its social security. The IRS still wants a return: for 2026 the foreign earned income exclusion covers up to $132,900 of pay, and qualifying housing costs up to $39,870 can be excluded on top.

Instead of a pension, Kuwaiti labor law pays an end-of-service indemnity: 15 days' pay for each of your first five years, then a month's pay a year, capped at 18 months' salary. Resign before three years and you get none of it.

Then the risk. On August 28, 2026 the State Department kept Kuwait at Level 3, citing the threat of Iranian drone and missile attacks, and said it can offer only limited help to Americans there.

This visa fits someone holding a real offer with housing and flights built in, the way one Kuwaiti school gives teachers a furnished apartment and annual flights home. It doesn't fit retirees or remote workers. It also isn't a road to a second passport: since April 2026, new Kuwaiti citizens must give up every other nationality within three months.

Do I need an HIV test for a Kuwait work visa?

Can a Kuwait work visa lead to citizenship?

Not in a way that lets you stay American. Under a decree that took effect in April 2026, newly naturalized Kuwaitis must renounce every other nationality within three months or lose the Kuwaiti citizenship. A standard residence runs up to five years at a time and has to be renewed through your employer.

Can my spouse come with me to Kuwait, and can they work?

A spouse and children under 18 can join you if you earn at least KD 800 a month, about $2,600, and each pays KD 20 a year in residence fees plus health insurance. Working is harder: since January 2024 Kuwait has barred converting a wife's family residence into a work residence.
