Move to Malta: an EU island of half a million people, about $2,050 a month
English is an official language and three residency routes are open to Americans. The rights record is the part that needs reading twice.
This is a working guide, not a brochure. It covers what a month costs, the three residency routes an American can file, how healthcare entitlement works, what the tax treaty does and doesn't do, and where people end up signing a lease. It also covers the part the tourism board leaves out, which is that Malta's record on rights depends entirely on which right you mean.

01 · The case for Malta
Small enough to know, European enough to matter
Malta is 122 square miles of limestone sitting between Sicily and North Africa, which is not quite twice the area of Washington, DC. It's also a full member of the European Union and of the Schengen area, and English is one of its two official languages alongside Maltese. Your lease, bank forms, hospital notes and residence permit all arrive in a language you already read.
That combination is unusual. Elsewhere in southern Europe the paperwork stops being frightening once you learn the language. Malta skips that step. Three hundred days of sun a year and a homicide rate of 0.6 per 100,000 do the rest of the selling.
The people it suits are specific: remote workers who want a legal EU base and can prove real income. Retirees with passive income who want fast private medicine in English. Investors who want permanent EU residency without a language exam. Couples who want their marriage recognized without argument.
Here's the catch
Nowhere else in the European Union is this crowded. Roughly 3,400 people share every square mile, and it shows. Traffic is the national complaint. The islands have no rivers or lakes, so about half the tap water is desalinated seawater. Construction is relentless: building permits jumped 110 percent in a single quarter of 2025. And Malta is small in a way that's hard to picture from a photograph. There's no second city to escape to and no countryside worth the name. Getting home is a connection, too: Delta runs a seasonal nonstop from New York in the summer months; for the rest of the year, you change in Rome, London, Frankfurt or Istanbul. People who need variety leave in year two.

Malta sets it at 42,000 euros a year
One line in the budget decides the rest
Rent is the one number that moves everything else. A one-bedroom in a town center averages about $1,150 a month and about $950 outside it, but those averages hide a wide spread. The Sliema and St Julian's strip sits well above them. Ten minutes inland around Birkirkara or Mosta, the same apartment drops by hundreds. On Gozo, it roughly halves.
The rest is smaller and more predictable. Lunch out is about $18. Home internet runs about $36 a month and it's fast. Local produce and fish are cheap. Imported food is not, and on an island a lot of what's on the shelf is imported.
Transport is the line you can zero out. Buses across Malta and Gozo have been free to residents since October 2022; you pay a one-time 25 euro fee for a personalized Tallinja card and nothing after that. It hasn't fixed the roads. The subsidy passed 100 million euros in 2025 and congestion kept getting worse, which is why so many people here still run a car.
The hard part is the market, not the price. More than 70,000 rental contracts are registered with the Housing Authority, over nine in ten of them signed by foreign workers, and good apartments go in a day or two. Come with your documents ready and expect to decide fast. The good news is that rent growth has cooled from the double digits of 2021 to 2024 down to low single digits, so the market is no longer running away from you.
Two budgets, not one
Living here and qualifying to live here are priced on completely different scales. One person gets by on the budget in that grid. The permanent residency route asks for 99,000 euros of government fees before you've paid a cent of rent, plus proof of half a million euros in assets. The nomad permit asks for 42,000 euros of income per year and a 300 euro fee. Work out which test you clear before you fall in love with an apartment.
03 · The routes
What Malta asks of you, route by route
Three residency products are open to an American, and they're aimed at three very different people. None of them needs a job offer.
The Nomad Residence Permit, if you work remotely
This is the cheap door. You need a gross income of at least 42,000 euros a year, about $48,700, from an employer, company or clients outside Malta. The income has to be active work, so dividends and savings don't count. The fee is 300 euros a head, Residency Malta aims to decide applications in 30 days, and you need health insurance with at least 100,000 euros of cover. The permit is issued for a year and renewable to a ceiling of four, with each renewal requiring five cumulative months on the island. Under Legal Notice 277 of 2023, the first 12 months of authorized remote-work income are exempt from Maltese tax and a flat 10 percent applies after that. Read the dated note below before you plan around that rate.
The Global Residence Programme, if you live on foreign income
The GRP is really a tax status with a residence permit attached. Foreign income you bring into Malta is taxed at a flat 15 percent, with a minimum of 15,000 euros a year for the whole household, and foreign capital gains are not taxed at all even when remitted. Anything earned in Malta is taxed at 35 percent. You buy property at 275,000 euros, or 220,000 euros in Gozo and the south, or rent at 9,600 euros a year, or 8,750 euros in those cheaper zones. The admin fee is 6,000 euros. You must not spend 183 days or more in any other single country, and the status never becomes permanent.
The Malta Permanent Residence Programme, if you're buying in
The MPRP hands you permanent residency on approval rather than after five years of renewals, which is unusual. The price is the point. Government money is 99,000 euros: a 60,000 euro administration fee paid in two stages, a 37,000 euro contribution, and a 2,000 euro donation to a Maltese charity. On top of that, you buy property from 375,000 euros or rent from 14,000 euros a year, held for five years. You must show 500,000 euros in assets with 150,000 liquid, or 650,000 with 75,000 liquid. Since a 2025 amendment, a spouse and minor children cost nothing extra and adult dependents are 7,500 euros each. There's no minimum stay, and no automatic right to work.
The routes Malta doesn't advertise
Two more exist, though neither has a page of its own here. The Malta Retirement Programme taxes a foreign pension remitted to Malta at 15 percent on similar property conditions. The Key Employee Initiative and the ordinary Single Permit cover people hired by a Maltese employer, which is a different kind of move. One route is gone for good. In April 2025, the Court of Justice of the European Union ruled Malta's investor-citizenship scheme illegal, and Malta repealed it that July. No EU country sells citizenship outright any more.

Near the top of Europe on one count, last in the EU on another
Malta is two countries on paper, and an American planning a family needs to know which one they are moving into.
A decade at the top of the Rainbow Map
ILGA-Europe scores 49 European countries on LGBTQ law and policy every May. Malta held first place for ten years running, from 2016 to 2025, and sits second in the 2026 edition on 88 percent, behind Spain. Marriage equality, joint adoption, legal gender recognition by self-determination, a ban on conversion practices, hate-crime and hate-speech protection, and a ban on non-consensual surgery on intersex children are all in force. ILGA-Europe's own 2026 note is less flattering than the ranking: it says the slip reflects Malta's stagnation, points at an Equality Bill tabled in 2019 and stalled ever since, and records the prime minister saying in May 2026 that Malta had already done all that needed doing. The map measures law, not daily life.
The strictest abortion law in the European Union
Abortion is a crime in the Maltese criminal code, carrying up to three years for the woman and up to four for anyone who helps her. Until 2023, there were no exceptions at all. A June 2023 amendment allows a termination only where a medical complication puts the woman's life at immediate risk. Where her health is in grave jeopardy in a way that may lead to death, three specialists have to agree first. There's no exception for rape or for incest. The coalition of 14 pro-choice groups that had backed the original bill withdrew support and called the final version a betrayal. Women who need care still travel for it; Spain has now overtaken the United Kingdom as the destination.
Why this one lands on Americans
The case that forced the 2023 amendment involved an American. Andrea Prudente was on holiday in Malta in June 2022 when she had an incomplete miscarriage with a non-viable fetus. Doctors couldn't intervene, and she was medically evacuated to Spain. Malta's Health Ministry has confirmed five terminations under the amended law. If you're of childbearing age, or your daughter is, that's the fact to weigh. For obvious reasons, it isn't one the residency brochures will raise.
This guide is dated on purpose
Three Maltese numbers move on their own schedule: the nomad income floor, which rose from 32,400 to 42,000 euros in April 2024; the MPRP fee stack, restructured by a 2025 legal notice; and the exchange rate, which we ran at one euro to $1.16 while writing this in September 2026. One more warning about the table above: its Application cost column is drawn from our database. For the two investment routes, it prints the minimum property purchase price in euros rather than a fee you pay to apply. 05 · The practical file
Three things that take longer than you think
The residence card is the quick part. These three take longer than people expect.
How you get inside the health system
Malta's public system is good but not free to everyone who lives here. Entitlement follows social security contributions, not residency, so you get in by working for a Maltese employer and paying Class 1 contributions, or under a reciprocal agreement. The United States doesn't have one with Malta. That means an American on any of the three routes above is a private patient, and private cover is a condition of every one of those permits anyway. Private care here is cheap and quick by American standards. An MRI runs 150 to 200 euros, and you'll usually have it inside a week. A specialist appointment costs a fraction of the American equivalent. Mater Dei in Msida is the main island's only acute general hospital. Gozo has its own, Gozo General, plus an air ambulance for anything it can't handle. All of it happens in English.
Tax, and a Maltese trap the IRS is watching
A US-Malta income tax treaty has been in force since 2011, and you'll still file a 1040 every year plus FBAR. Malta taxes residents progressively from zero to 35 percent, and non-domiciled residents on the remittance basis, meaning foreign income is only taxed when you bring it in. Here is the part worth knowing before an adviser pitches it to you. Maltese personal retirement schemes were sold to Americans as a treaty-blessed way to shelter appreciated assets. That pitch is dead. The IRS put them on its Dirty Dozen list in 2021 and again in 2022; the two governments signed an arrangement in December 2021 agreeing these schemes are not pension funds under the treaty. Treasury proposed labeling them listed transactions in June 2023. Don't touch one without a cross-border specialist.
Citizenship isn't a purchase any more
Naturalization is now the ordinary route: roughly five years of genuine residence, discretionary and slow. Malta grants it rather than owing it to you. The merit-based route the government introduced after the court ruling rewards exceptional contribution in science, culture or innovation. It's not an investment product.
Pick your postcode before you pick your visa
Where you sign a lease changes your tax status, not just your commute. The Global Residence Programme sets lower property thresholds for Gozo and the south of Malta, so the cheaper postcode is also the cheaper qualification.
Sliema, Gżira and Tigné Point
The default landing zone: walkable, dense, full of cafes and offices, and priced accordingly. Gżira sits a seven-minute walk from the Sliema promenade for a fifth to a third less. Look there first.
Valletta and the Three Cities
Beautiful, tiny, loud in season. Valletta is a working capital of about 6,000 residents. Across the Grand Harbour, Birgu, Senglea and Cospicua are quieter, cheaper and increasingly where people who already know Malta end up.
St Paul's Bay and Mellieħa
The north coast. Seasonal, resort-shaped, and cheap for coastal rent by main-island standards, with a 45 to 60 minute bus ride to the office corridor.
The south
Marsaskala, Marsaxlokk, Żejtun, Paola. Local prices, working harbors, a Sunday fish market, and the lower GRP property thresholds. Not pretty in the postcard sense, which is why it's affordable.
Gozo
A 25 minute ferry and a different pace entirely. Rents run around half of Sliema. You'll need a car, and you'll make the crossing more often than you think.
Malta runs on licensed agents
In Malta, the law decides that for you. An MPRP file has to be lodged by an agent licensed by Residency Malta, and GRP tax status has to go through an Authorized Registered Mandatory. The nomad permit is the one you can file alone. So the question isn't whether to hire someone. It's which of your problems the law forces you to outsource, and which ones you're choosing to.

Is abortion legal in Malta?
Only in one narrow situation. Abortion sits in the criminal code with penalties of up to three years for the woman and four for anyone assisting. A 2023 amendment created one narrow exception, where a medical complication puts the woman's life at immediate risk, and a second requiring three specialists to agree where her health is in grave jeopardy that may lead to death. There is no exception for rape or incest. It is the strictest law in the EU.
How much money do you need to move to Malta?
Two different numbers. To live here, budget about $2,050 a month for one person, rent included, and $3,250 for two. To qualify for residency, the nomad permit wants 42,000 euros of annual income, the Global Residence Programme wants a 15,000 euro minimum tax bill plus property, and permanent residency wants 99,000 euros in government fees plus property and proof of 500,000 euros in assets.
How long does it take to get Maltese citizenship?
About five years of genuine residence, and it is discretionary rather than automatic. Malta stopped selling citizenship after the Court of Justice of the European Union ruled the scheme illegal in April 2025 and parliament repealed it that July. Permanent residency through the MPRP is immediate on approval but is a residence card, never a passport.
Do they speak English in Malta?
Yes, and it is official, not just widely spoken. Maltese and English are both official languages. Government forms, court judgments, hospital records and contracts are all in English, and so is the working language of the office. Maltese is the language of home and the street. Learning some of it will change how people treat you, but you'll never be stuck without it.
Is Malta a good place for Americans to retire?
For many people, yes. Private medicine is quick and inexpensive, everything runs in English, the crime rate is among the lowest in Europe, and the Malta Retirement Programme taxes a foreign pension remitted here at 15 percent. The catches are rent in the walkable zones, summer heat, traffic, and the fact that you pay privately for healthcare unless you work here.
Is Malta safe?
Statistically, very. The State Department rates Malta Level 1 on a four-step scale, and the homicide rate is 0.6 per 100,000. The advisory's fine print is worth reading, though: it warns that criminal trials run five to seven years, that foreign nationals can expect bail to be refused while a case is open, and that the Paceville nightlife strip has a bouncer problem.
Can an American just move to Malta?
No. Americans get 90 days in any 180 inside the Schengen area as visitors, and living here needs a permit first. Three are realistically open: the Nomad Residence Permit for remote workers, the Global Residence Programme for people living on foreign income, and the Malta Permanent Residence Programme for investors. A job with a Maltese employer opens a fourth, the Single Permit.
Is Malta LGBTQ friendly?
On the law, about as good as Europe gets. Malta topped ILGA-Europe's Rainbow Map for ten consecutive years through 2025 and ranks second in 2026 at 88 percent. Marriage equality, joint adoption, gender recognition by self-determination and a conversion-practices ban are all in force. ILGA-Europe also notes that reform has stalled and that a 2019 Equality Bill is still sitting in parliament.
