For short errands in the center, walking works, and the Costanera along the river is the most pleasant stretch of sidewalk in town. In summer, save the walking for mornings and evenings.

Uber runs here, with car rides (UberX) and, since January 2024, motorcycle rides (Uber Moto). City buses exist, but the State Department bars its own staff from municipal buses anywhere in Paraguay because of robbery and assault risk, and says buses may not meet U.S. safety standards.

Argentina is part of the daily map. The San Roque González de Santa Cruz Bridge links Encarnación to Posadas, and an international passenger train crosses it in about eight minutes. As of November 2024 there were 23 departures a day from the Argentine side, starting at 7:15 a.m. Carry your passport.

A car pays off if you'll explore the region, including the Jesús and Trinidad Jesuit ruins, UNESCO World Heritage Sites since 1993. The State Department calls the road to Asunción generally in good condition but advises against driving at night outside the capital. Paraguay doesn't require vehicle insurance and many drivers carry none, so buy full coverage for yourself.

Who you'll live among: Encarnación has the largest Ukrainian settlement in Paraguay, plus German and Polish minorities. You'll see that history in churches and family names. Summer revolves around the river beaches (San José is the busiest) and Carnival, which fills the city every January and February. Don't count on a large English-speaking crowd. Spanish runs daily life, so budget for lessons before you arrive.

Healthcare: The big change is the Gran Hospital del Sur, a public hospital inaugurated in July 2025. Officials said that for a long time, people in the region crossed to Argentine hospitals for care. The State Department says most providers expect cash and that Medicare doesn't apply abroad, and dengue circulates in Paraguay. A sensible setup is cash or a local plan for routine visits plus an international policy with evacuation coverage, since complex cases may mean Asunción or abroad.

Getting online: Home internet runs about $20 a month. If your income depends on video calls, test the connection in the specific building before you sign a lease.

LGBTQ expats: Same-sex relationships are legal, and the State Department notes no legal restrictions on LGBTQ events. Paraguay doesn't recognize same-sex marriage or civil unions and has no employment or housing protections, and it's a socially conservative country. Couples should plan their residency paperwork as individuals.

Limited mobility: This is a hard city for wheelchair users.
