Budget about $1,200 a month in U.S. dollars for one person in Šiauliai, with our 2026 range running from $900 to $1,600. A couple needs around $2,000, and a family of four about $2,900. A one-bedroom near the center rents for roughly $450, or $350 farther out, so housing leaves room in the budget for winter heating and the odd flight south.
Šiauliai is a northern city of about 104,300 people (2023), roughly two and a half hours from Vilnius. It suits people with Lithuanian family ties, students at Vilnius University's campus here, and anyone who wants a slow, affordable base inside the EU and the euro, where daily life happens in Lithuanian more than English.
The bigger hurdle is the visa. Lithuania has no residence permit for retirees or remote workers, so staying past 90 days in any 180 takes a job, a business, a family tie or Lithuanian roots. Winters are long and dim, too: January highs average near 31°F.

Transport in Šiauliai
City buses do the work here. The ŠiauliaiBUS app, built with the city and the bus operator Busturas, sells tickets and validates them when you scan the QR code on board. Trafi covers Šiauliai too, with live arrivals and route planning. You can still buy from the driver, but it costs more than the app or the e-ticket card. A monthly pass runs about $40 in our data.
For a taxi, NEOtaxi takes bookings by app or phone, and Euro Taxi by phone. Bike, e-bike and scooter rentals work through apps, the same way they do in Vilnius and Kaunas.
Trains reach Vilnius in about two and a half hours, and the once-daily direct train from Vilnius to Riga stops here on its way north. Other trains head west to Klaipėda on the coast, and FlixBus runs coaches to Riga, Vilnius and Warsaw. For flights, the closest airports are in Palanga, Riga, Kaunas and Vilnius.
Most people living near the center manage without a car. If you do drive long term, plan on swapping to a Lithuanian driver's license, which the State Department says long-term residents must get.

Community & practical notes
Who's here: Vilnius University's Šiauliai Academy is the biggest university in northern Lithuania, and its 2024 report counted 189 international degree students. It runs welcome events for them and has an Erasmus Student Network chapter. Off campus, we couldn't find any count of Americans in the city. Plan on making friends through work, Lithuanian classes and neighbors, and on needing some Lithuanian for errands outside the center.
Healthcare: The Republican Šiauliai Hospital describes itself as the largest healthcare institution in northern Lithuania, with emergency care, surgery, oncology and a women's and children's clinic. Whether you can use the public system depends on your permit, so have private coverage in place before you arrive. The State Department notes that private hospitals expect payment on admission, most won't take U.S. insurance, and Medicare doesn't apply abroad. In an emergency, dial 112; English-speaking operators are available.
LGBTQ expats: Lithuania puts no legal limits on same-sex relationships or LGBTQ events, though the State Department reports verbal harassment and physical assaults. Since an April 2025 Constitutional Court ruling, same-sex couples can ask a court to register their partnership, because the Seimas still hasn't passed a partnership law. As of September 2026, the Justice Ministry had appealed about 20 of those court decisions, and it lost at least one of those appeals that month. Marriage is still limited to a man and a woman.
Black Americans: We didn't find published accounts of daily life for Black residents of Šiauliai. The State Department's Lithuania page says foreigners and ethnic minorities have faced harassment, mostly late at night near bars and nightclubs. In a city with a small international community, a scouting trip and conversations with international students at the Academy are the best way to judge how it feels before you commit.
Limited mobility: Lithuania's Law on Equal Treatment bans disability discrimination, and the State Department says cities run low-floor buses marked with special signs. We couldn't find a city or tourism-board account of Šiauliai's sidewalks and buildings, so check entrances, elevators and curbs in person before signing a lease, especially in older apartment blocks.
Working online: Home internet runs about $15 a month in our data. That won't solve the visa question, though. Lithuania has no digital nomad permit, so remote work for a U.S. employer doesn't qualify you for residency by itself.
Retiring here: The low costs and the region's main hospital make Šiauliai worth a look for retirees with Lithuanian roots or a spouse here. Without a tie like that, there's no pension-based permit. Our Lithuania guide walks through each route, or compare countries with retirement visas.

Without one, Americans can stay 90 days in any 180-day period across the Schengen area.
