Transport in Jolly Harbour
Inside the development, a lot of daily life sits close together. The Epicurean supermarket (with a pharmacy inside), a bank, car rental and the marina restaurants are all on site, so many residents run small errands on foot or by golf cart.
For anything beyond that, most people drive. Antigua drives on the left, and you'll need a temporary local driving permit. The State Department rates the major roads average to poor and notes little enforcement of traffic rules, so leave extra room and go slowly on unlit stretches at night.
Buses are the low-cost option. Lines 20 and 22 run from the West Bus Station in St. John's to Jolly Harbour for about $1 (EC$2.75), and line 20 takes 30 to 40 minutes, according to one expat transport guide. There's no posted timetable: buses leave when they fill, and service mostly stops by 7 p.m. A taxi from St. John's runs about $20. Taxis aren't metered, so agree on the fare before you get in.

Who lives here
Jolly Harbour is one of the places foreigners buy on Antigua, thanks in part to its gated community. At the 2011 census, fewer than half of its residents were born in Antigua and Barbuda. Expect neighbors who are retirees, snowbirds and boat owners, plus vacation renters in high season. If you buy, ask how shared facilities are run and what they cost: the company that managed them for most of the community's history was acquired by Sabana Holdings in 2024.
Healthcare
There's a private clinic, Adelin Medical Centre, in Jolly Harbour. The main hospitals are in St. John's, about 20 minutes away by car. The State Department says medical facilities don't meet U.S. standards, care isn't free, and Medicare generally won't pay for it, and it strongly recommends coverage for medical evacuation. Internet and storm season

Antigua's High Court struck down the laws against same-sex relations in July 2022. Same-sex marriages from abroad don't bring spousal rights here, so plan residence, inheritance and medical decisions separately. Attitudes across the Caribbean lean conservative, and public affection may draw attention, though a resort community with many foreign residents tends to be easier going than the rest of the island.
Black Americans
Antigua and Barbuda is a majority-Black country: 87% of residents identified as African at the 2011 census. Jolly Harbour itself has a larger share of foreign-born residents than the island overall. Step outside the gates and you're in a country where Black people are the majority in government, business and daily life.
Limited mobility
The State Department calls getting around with mobility issues extremely difficult in Antigua: sidewalks are uneven where they exist, ramps are scarce, and buses and taxis have no special accommodations.
