Zambia's Investor's Permit: put $150,000 into a business and live there

Join an existing Zambian company with US$150,000, or start your own with US$250,000. After more than three years, you can apply for permanent residence.

You register a Zambian company, move the money in, and apply online with the Department of Immigration. Every renewal asks for an audit and an immigration inspection, so this is a permit for people running a real business.

What counts as the investment

Immigration wants proof the money is yours and that it reached Zambia. Bank statements and transfer records work, and so does ZRA Form CE20, which lists imported goods or equipment and their value. Machinery you ship in for the business can count toward the total.

  • Certificate of incorporation and share capital
  • Proof you own or lease the business premises
  • A Zambia Development Agency investment license, if you have one
  • Certified passport copy and two passport photos

A new immigration law is signed but not running yet

Zambia's Immigration Control Act, 2026 was signed March 31, 2026, and it keeps an investor's permit. As of September 2026, it still needed a commencement order, so the 2010 Act and the fees on this page apply. Its detailed rules haven't been published, so check again before you file.

From company to permit, step by step

  1. Register a Zambian company with PACRA. You don't need a Zambian partner, director or shareholder. Consultants say setup, including tax registration and a bank account, typically takes two to three weeks.

  2. Open the business bank account early. It's often the hardest step for foreign investors.

  3. Move the money and keep every record. Each transfer becomes part of your proof.

  4. Apply on the eServices portal at eservices.zambiaimmigration.gov.zm and pay K16,000 (about $815). Paying by card adds 1 percent; mobile money adds half that.

Zambia doesn't publish processing times for this permit. Americans can visit visa-free for up to 90 days, or 30 days a year on a business visit, which is enough to scout and set up the company.

What the permit lets you do, and what it asks back

Work in your company

The permit lets you run and supervise work in your own business.

Hire foreign staff

Allowed in numbers the Director-General approves, as long as you also employ a set minimum of Zambians.

Bring your family

Adding a spouse or child costs K8,000. A spouse or child over 18 can get an employment permit, but only to work in the family business.

Prove it at renewal

Renewal costs K20,000 (about $1,015) and needs a ZICA-registered audit, tax clearance, bank statements and an immigration inspection.

Some sectors are closed

Non-citizens can't hold artisanal mining or timber concessions.

Profits can leave

The State Department's 2026 report finds no limits on sending earnings, capital or loan repayments out.

Three years in: residence, and later a passport

Once you've held the investor's permit for more than three years, you can apply for a residence permit, Zambia's permanent residence. It costs K20,000 (about $1,015). Someone on an employment permit waits ten continuous years for the same step.

Here's the catch: residence lapses if you're away more than six months without telling the Director-General, or more than twelve months no matter what. Citizenship opens after at least ten continuous years living in Zambia, and Zambia lets you keep your U.S. passport.

Not investing? Look at these instead

Retiring on a pension: the residence permit takes proof of a permanent pension, such as an irrevocable annuity, or a retirement account, though no minimum income is published. Moving for a job: your employer, a lawyer or a registered consultant files an employment permit for you.

Zambia Investor's Permit: common questions

Can I become a Zambian citizen and keep my U.S. citizenship?

Yes. Zambia's constitution says citizens don't lose Zambian citizenship by holding another one. Citizenship by registration requires at least ten continuous years of ordinary residence in Zambia.

How much does Zambia's investor's permit cost?

As of September 2026, the Department of Immigration charges K16,000 (about $815) to issue the permit and K20,000 (about $1,015) to renew it. Paying by card adds 1 percent. Adding a spouse or child to the permit costs K8,000.

How long does it take to get a Zambian investor's permit?

Zambia doesn't publish processing times for the investor's permit. Before you can apply you'll need a registered Zambian company, which consultants say typically takes two to three weeks including tax registration and a bank account.

Do Americans need a visa to visit Zambia to set up a business?

No. U.S. citizens are visa-exempt for up to 30 days on a business visit and 90 days on an ordinary visit. Your passport needs six months of validity and three blank pages each time you enter.

Can a Zambia investor's permit lead to permanent residence?

Yes. After holding the investor's permit for more than three years, you can apply for a residence permit, which is Zambia's permanent residence. It costs K20,000 (about $1,015) as of September 2026, and it lapses if you're away from Zambia for more than twelve months.

How much do you need to invest for a Zambia investor's permit?

You need a personal investment of at least US$250,000 to start a new business, or US$150,000 to join an existing company. You prove it with bank statements, transfer records, or ZRA Form CE20, which lists the value of goods or equipment brought in for the business.

Can my spouse work in Zambia if I hold an investor's permit?

Only in the family business. Zambia's immigration law lets the spouse and children over 18 of an investor's permit holder get employment permits if they'll be employed in the family business. Other jobs need their own permit.

Does Zambia have a tax treaty with the United States?

No. Zambia isn't on the IRS list of countries with a U.S. income tax treaty. As a U.S. citizen, you still file a U.S. tax return every year while living in Zambia.
