The Zambia Employment Permit, explained for Americans
What you need to know with a Zambian job offer in hand: the fees, the paperwork, the wait, and the new law on the way.
The Employment Permit covers a job with a Zambian employer that lasts more than six months. Fees and timelines on this page are as of October 2026.

Employment Permit
For foreigners taking a job in Zambia for more than six months. The employer must advertise the role locally and provide a plan to train a Zambian successor. It can be extended up to a total of 10 years, after which you can apply for a Residence Permit.
- Government cost
- $1,223
- Timeline
- Issued for set periods, extendable up to 10 years; eligible for Residence Permit after 10 continuous years
- Difficulty
- Hard
Key requirements
- Employment contract or offer letter from a Zambian employer
- Proof the job was advertised in two newspapers, with the outcome
- Succession or understudy training plan for a Zambian worker
- Police clearance from your country of residence
- CV, certified qualifications and professional registration where applicable
- Employer covering letter to the Director General of Immigration
Before you say yes
The company has to show no Zambian could do the job
Your employer runs this application. It advertises the role in two leading Zambian newspapers, files online through the Department of Immigration's e-services portal, and attaches its own company papers. A practicing lawyer or immigration consultant can file instead, but you can't file for yourself.
Here's the catch: since 2017 the file also needs a succession plan naming a Zambian who's being trained to take over your role. The permit is built to be temporary.

The process
From newspaper ad to permit booklet
- The ads run. Your employer places the job in two major papers, A5 size or larger. One relocation firm budgets about a week.
- The file comes together. Contract or offer letter, a police clearance from where you live, certified degrees, your CV and passport, the original ads, and the succession plan.
- It's filed online by the employer, a lawyer or a consultant.
- You wait at home. The department says applicants stay outside Zambia until approval.
- Approval. No official timeline is published. One firm reports three to four weeks; an employer-of-record provider says one to three months.
- You fly in with the approval letter, get your passport stamped at the border, and can start work.
- You collect the booklet in person at the regional immigration office. There are no appointments.
Zambia's immigration law is about to change
Parliament passed the Immigration Control Act in March 2026, but it starts only when the minister signs a commencement order, and as of October 2026 it isn't in force. Permits issued under the old law stay valid until they expire. Once it starts, immigration must decide employment permit applications within 30 days, and employers must report a foreign worker's exit within 30 days and pay to send them home. Fees and forms may change with it.
Once you're working
Family, renewals and the 10-year line
Bringing family
Your spouse and children are added to your permit through a variation, with marriage or birth certificates and certified passport copies. Don't assume your spouse can take a job: under the new law, a spouse who wants to work needs an employment permit of their own.
Renewals and the clock
Renewals can carry you to a 10-year total. A permit also can't run past your passport's expiry date, so renew your passport first.
Changing jobs, or losing one
A new employer means a permit variation. If your contract ends, one employer-of-record firm says the employer must surrender your permit within a month.
The long game
More than 10 continuous years on employment permits makes you eligible for a Residence Permit. Citizenship needs at least 10 continuous years of ordinary residence, and Zambia has allowed dual citizenship since 2016, so you could keep your U.S. passport.
Healthcare
Private clinics in the big cities handle everyday care, but the State Department says serious emergencies usually mean evacuation to South Africa, Europe or the U.S. Ask whether your employer's health plan covers evacuation.
Payday in Zambia, tax day in the U.S.
Zambian tax residence
You're a Zambian tax resident once you spend 183 days or more there in a tax year.
Payroll tax up to 37%
The first K5,100 a month (about $260) is tax-free, then 20% and 30%, and 37% above K9,200 a month (about $465). 2026 bands.
NAPSA and NHIMA
Employees pay 5% of gross pay to NAPSA, the national pension, and 1% of basic pay to NHIMA, the national health insurance.
A U.S. return every year
The U.S. taxes citizens living abroad on their worldwide income, so you keep filing.
Foreign earned income exclusion
You can qualify by being abroad at least 330 full days in any 12 consecutive months.
No tax treaty
Zambia isn't on the IRS list of countries with a U.S. income tax treaty.
Not your situation?
Shorter jobs, remote work and other routes
This permit is for a Zambian job lasting more than six months. A shorter assignment runs on a Temporary Employment Permit, good for up to six months in any 12. If you'd be working remotely for a U.S. company, Zambia has no permit built for that. Investors and retirees apply for different permits.

Zambia Employment Permit questions
Will I pay taxes in both Zambia and the U.S.?
You may. You become a Zambian tax resident once you spend 183 days or more there in a tax year, and Zambian payroll tax runs up to 37 percent. The U.S. taxes citizens on worldwide income, so you still file a U.S. return. There's no U.S.-Zambia tax treaty. The foreign earned income exclusion can help if you're abroad 330 full days in 12 months.
Does a Zambia employment permit lead to permanent residence?
Yes, slowly. After more than 10 continuous years on an Employment Permit, you can apply for a Residence Permit, which costs ZMW 20,000 (about $1,010 in October 2026). Citizenship requires at least 10 continuous years of ordinary residence, and Zambia allows dual citizenship.
Can I wait in Zambia while my work permit is processed?
No. The Department of Immigration says applicants should stay outside Zambia until the permit is approved. Once it is, you fly in with the approval letter, get your passport stamped at the border and can start work. U.S. citizens can visit Zambia visa-free, but a visit isn't permission to take a job.
How much does a Zambia employment permit cost?
Zambia's Department of Immigration lists the private-sector Employment Permit at ZMW 24,000 to issue, about $1,220 at October 2026 rates, plus administrative fees that vary with how you pay. Each renewal is ZMW 28,000, about $1,420. Ask whether your employer covers these fees before you accept the offer.
How long does a Zambia employment permit take?
Zambia doesn't publish a processing time. One relocation firm reports three to four weeks for approval once the file is in, after about a week of newspaper ads. An employer-of-record provider says one to three months. Zambia's new Immigration Control Act sets a 30-day decision deadline, but it wasn't in force as of October 2026.
Can my spouse work in Zambia on my employment permit?
Don't count on it. Your spouse and children can be added to your Employment Permit for ZMW 4,000 (about $200 in October 2026), but that doesn't clearly give your spouse the right to work. Under Zambia's new Immigration Control Act, a spouse who wants a job needs a separate employment permit, so plan on that.
What happens to my Zambian permit if I lose my job?
Your employer has to hand the permit back, within one month according to one employer-of-record provider. Moving to a new employer takes a permit variation, which costs ZMW 12,000 (about $610 in October 2026). Under Zambia's new immigration law, the employer must also report the end of your contract within 30 days and pay for your return home.
Can I apply for a Zambian work permit myself?
No. Only the employer, a practicing lawyer or an immigration consultant can file an Employment Permit application. It's submitted online through the Department of Immigration's e-services portal, with the employer's company papers, newspaper ads for the job and a succession plan for a Zambian understudy.
