Singapore Student's Pass: an $83 permit and a much bigger tuition decision
Your school starts the pass and the fees come to S$105. The real call is Singapore's Tuition Grant, which roughly halves NUS computing and engineering fees but commits you to three years of work in Singapore.

The government fees are S$45 to apply plus S$60 at issuance (about $83 as of September 2026), and ICA says university applications are processed within one week.

Any full-time course, from university to an EduTrust private school
You need a Student's Pass for full-time study at a Singapore university, polytechnic, government school or private school. Private schools must be EduTrust-certified, or ICA won't issue the pass.
Exchange students get a pass too, but they can't hold a job while they're here.

The process
From offer letter to digital pass
- Accept your place. Your school registers you with ICA and issues the Registration Acknowledgement Letter you'll upload.
- Apply two to three months out. ICA wants the online application at least two months and no more than three months before classes start. Pay the S$45 fee.
- Wait about a week. That's ICA's processing time for universities. Private schools can take up to a month.
- Do the medical if your course runs six months or longer. It includes a chest X-ray and HIV test, and a first-time applicant can do it at home. Some schools, like SMU, add their own exam in Singapore.
- Fly in visa-free. Americans can enter for up to 90 days without a visa.
- Finish formalities at ICA by appointment. Pay S$60 and the pass is issued digitally.
The Tuition Grant is a job contract
Opt in on your admission form and 2025-26 NUS computing tuition drops from S$39,200 to S$20,000 a year. Here's the catch: you sign an agreement to work for a Singapore entity for three years after graduating, and if you stay unemployed too long, you and your sureties may owe liquidated damages. If you plan to head home after the degree, budget for full fees.

Paying from the U.S.
Federal loans only work at schools on the Education Department's list
Pell Grants can't be used at any foreign school. Direct Loans and PLUS loans can, but only if your school participates, so check the FAFSA school search by country before you count on them. We couldn't confirm a Singapore university currently on that list.
The 2026 changes matter, too. Grad PLUS closed to new borrowers on July 1, 2026. Graduate students now top out at $20,500 a year in Direct Loans ($100,000 total), and Parent PLUS is capped at $20,000 per student per year. For most families that means savings, private loans, or scholarships like Fulbright and Gilman.
Work and daily rules on a Student's Pass
16 hours a week in term
Full-time students at Ministry of Manpower-approved schools, including NUS, NTU, SMU and INSEAD, can work up to 16 hours a week without a work pass.
Vacations and internships
You can work during school vacations without a work pass, and internships your school runs for your degree are allowed.
Exchange students can't work
If you're in Singapore on exchange, jobs are off the table for the whole stay.
Strict drug laws
The State Department warns that drug offenses in Singapore can bring caning or the death penalty.

After graduation
Up to a year to find a job, then an Employment Pass
When you finish, cancel the pass at least three working days before it expires. ICA may then give you up to 89 days on a visit pass. University graduates can instead apply for a one-year Long-Term Visit Pass to job-hunt (S$45 plus S$60). It can't be renewed, and you can't work on it.
To take a job, your employer applies for a work pass. A new Employment Pass needs at least S$5,600 a month (about $4,400) at age 23, rising to S$6,000 for applications from January 2027, plus 40 COMPASS points. ICA's student route to permanent residence requires a Singapore national exam such as the GCE A-levels, so most American university students won't qualify through it.

How much does a Singapore Student's Pass cost?
The government fees total S$105 as of September 2026: a non-refundable S$45 processing fee when you apply and S$60 when the pass is issued, about $83 altogether. A Multiple Journey Visa adds S$30, but U.S. citizens don't need one. If your course runs six months or longer, budget separately for the required medical exam.
How long does a Singapore Student's Pass take to process?
ICA processes applications from universities and other institutes of higher learning within one week, or two weeks when a visa is required. Private schools can take up to one month, or two weeks for an EduTrust-accredited school. After approval you complete formalities at ICA by appointment.
Can I work on a Singapore Student's Pass?
Yes, if you're a full-time student at a school on the Ministry of Manpower's approved list, which includes NUS, NTU, SMU and INSEAD Singapore. You can work up to 16 hours a week during term and during school vacations without a work pass. Exchange students can't work at all.
Do Americans need a visa to study in Singapore?
No. U.S. citizens can enter Singapore visa-free for up to 90 days. What full-time students do need is a Student's Pass, which you apply for online two to three months before your course starts and collect after completing formalities with ICA in Singapore.
Can international students get Singapore's MOE Tuition Grant?
Yes. International students opt in on their university admission form. For non-ASEAN students entering NUS in 2025-26, the grant cut computing and engineering tuition from S$39,200 to S$20,000 a year. In return you must work for a Singapore entity for three years after graduating, and you may owe liquidated damages if you don't.
Can I stay in Singapore after I graduate?
Yes, for a limited time. Graduates of Singapore universities can apply for a one-year, non-renewable Long-Term Visit Pass to look for work, though it doesn't let you work. Otherwise ICA may grant up to 89 days on a visit pass. To take a job, your employer must get you a work pass such as an Employment Pass.
Does a Singapore Student's Pass lead to permanent residence?
Not directly for most American university students. ICA's student category for permanent residence covers students who have passed a Singapore national exam such as the PSLE or GCE levels, or who are in the Integrated Programme. Employment Pass and S Pass holders apply under a separate category.
Can I use U.S. federal student loans to study in Singapore?
Only at a school that participates in the U.S. Direct Loan program, which you can check in the Education Department's FAFSA school search by country. Pell Grants can't be used at any foreign school. Since July 1, 2026, Grad PLUS is closed to new borrowers and Parent PLUS is capped at $20,000 per student per year.
