Singapore's Employment Pass: the two tests your job offer has to pass
Your employer files it. Your age sets the salary floor, and a 40-point scorecard decides the rest.

A pass for people Singapore companies want to hire
The Employment Pass (EP) is Singapore's main work pass for professionals, managers, executives and technicians. A Singapore-registered employer applies for you; you can't file for yourself.
That makes it the route for Americans with a job offer or an internal transfer. It isn't built for retirees or remote workers whose money comes from home.

How MOM decides
Clear the salary floor, then score 40 points
Test 1: the salary floor
MOM sets a minimum fixed monthly salary by age, pegged to the top third of local professional pay. In 2026 it runs from about $4,380 (S$5,600) at 23 or younger to about $8,380 (S$10,700) at 45 and up. Financial services jobs need about $4,850 to $9,240 (S$6,200 to S$11,800).
Test 2: COMPASS
COMPASS scores your salary, your qualifications, your employer's nationality mix and its local hiring, and you need 40 points. Pay at the 90th percentile of local salaries in your sector earns 20, and so does a degree from a school on MOM's top-tier list. Jobs on the Shortage Occupation List get bonus points. Here's the catch: if your employer already has lots of Americans on staff, you score lower on diversity. At about $17,600 a month (S$22,500) or more, COMPASS doesn't apply.
January 2027
New applications from January 1, 2027 need about $4,700 to $9,000 (S$6,000 to S$11,500) by age, or about $5,170 to $9,940 (S$6,600 to S$12,700) in finance. Renewals switch for passes expiring from January 1, 2028.

Step by step
From job offer to pass in hand
- The job ad. Your employer posts the role on MyCareersFuture, the government job board, for at least 14 consecutive days.
- The filing. The employer or its agent applies online and pays S$105. A company without a Singapore entity needs a local sponsor to file.
- Your degree check. Proof comes from an approved screening company, your school's official verification portal or OpenCerts. A notarized copy isn't accepted.
- The decision. MOM answers most applications within 10 business days, or 6 weeks for overseas companies. One Singapore advisory firm says three to eight weeks is typical in practice.
- Arrive and collect. The approval letter gives you 6 months to enter Singapore and get the pass issued. Some people need a medical exam, and fingerprints and a photo are due within 2 weeks of issue.
Life on the pass
Your family
Earn about $4,700 a month (S$6,000) to bring a legally married spouse and unmarried children under 21 on Dependant's Passes. Parents need about $9,400 (S$12,000).
A working spouse
A spouse on a Dependant's Pass needs an employer to get them their own work pass, or a Letter of Consent to run their own business.
If the job ends
Your employer cancels the pass, and your family's passes end with it. They can request up to 90 days for you to stay, but you can't work in that time.
Taxes on both sides
Singapore residents pay 0% on the first S$20,000 and 24% at most. Foreigners don't pay into CPF. The IRS still taxes you, with a $132,900 exclusion for 2026.
Health coverage
Employers don't have to insure Employment Pass holders, MOM confirmed in May 2026. Price your own plan before you accept the offer.
Permanent residence
Pass holders can apply for PR for S$100. It's discretionary, and ICA aims to decide within 6 months. Citizenship would mean giving up your U.S. passport.

How much does a Singapore Employment Pass cost?
The government fees are S$105 to apply and S$225 when the pass is issued, about $260 in total. A Multiple Journey Visa, if you need one, adds S$30. Renewals cost S$225 per pass.
How long does a Singapore Employment Pass take?
MOM says it processes or updates most applications within 10 business days when the employer is registered in Singapore, and within 6 weeks for most overseas companies. Before filing, the employer must advertise the job on MyCareersFuture for at least 14 consecutive days. If the pass is refused, only the employer can appeal, within 3 months, and MOM says about 85% of appeals are resolved within six weeks.
What happens to my Employment Pass if I lose my job in Singapore?
Your employer cancels the pass, and any passes for your family are cancelled with it. The employer can request a Short-Term Visit Pass that lets you stay up to 90 days, but you can't work while you wait to leave. The employer also has to seek tax clearance and, unless you agree otherwise in writing, pay for your flight home.
Do Americans on a Singapore Employment Pass still pay U.S. taxes?
Yes. The U.S. taxes citizens wherever they live, and Singapore isn't on the IRS list of countries with a U.S. income tax treaty. For 2026 you can exclude up to $132,900 of foreign earned income if you meet the bona fide residence test or spend at least 330 full days abroad in 12 months. In Singapore, a work pass valid for at least a year generally makes you a tax resident, taxed from 0% on the first S$20,000 up to 24%.
What is the minimum salary for a Singapore Employment Pass in 2026?
It depends on your age and sector. In 2026 the floor is S$5,600 a month (about $4,380) at 23 or younger, rising to S$10,700 (about $8,380) at 45 and up, and S$6,200 to S$11,800 in financial services. From January 1, 2027, new applications need S$6,000 to S$11,500, or S$6,600 to S$12,700 in finance. Meeting the floor isn't enough on its own: you also need 40 points on MOM's COMPASS scorecard unless you earn at least S$22,500 a month.
Can I apply for a Singapore Employment Pass myself?
No. The employer or an employment agent it appoints files the application with Singapore's Ministry of Manpower. If the company has no Singapore entity, it needs a local sponsor to file for you. Your part is supplying your passport details and proof of your qualifications.
Can I get permanent residence in Singapore on an Employment Pass?
Yes, Employment Pass holders can apply. The fee is S$100, with more fees if you're approved, and ICA says applications are processed within 6 months when the documents are in order. Approval is discretionary and weighs your economic contribution, qualifications, age, family and length of residence. After 2 years as a PR you can apply for citizenship, but Singapore doesn't allow adult citizens to hold dual citizenship.
Can my spouse work in Singapore on a Dependant's Pass?
Yes, but not on the Dependant's Pass alone. An employer has to apply for a work pass for them: an Employment Pass or S Pass (which replaces the Dependant's Pass) or a DP-Work Permit, which has no minimum salary. A spouse who wants to run their own business applies for a Letter of Consent instead. To bring a spouse at all, the Employment Pass holder must earn at least S$6,000 a month.
