Serbia's student residence permit: about $230, filed after you land
Americans enter on a U.S. passport, register an address within 24 hours, and apply for a permit that runs as long as their program. Here's the paperwork, the fees, and why federal aid won't come with you.
Serbia has more than 170 English-taught programs, and the EU's Study in Europe profile puts international tuition at €750 to €20,000 a year (about $850 to $22,700). The permit is the easy part. Paying for school takes more planning.

The process
Enter on your passport, then trade it for residence
Serbia lets U.S. citizens in visa-free for 90 days in any 180. To stay for a degree or a language program, you apply for temporary residence on education grounds, online or at the police directorate that covers your address.
- Get your enrollment confirmation. It must come from an accredited institution and state how long the program runs.
- Request a police report from your U.S. state. The U.S. Embassy says it can't be more than 90 days old when you apply.
- Register your address within 24 hours of moving in. Your landlord and you are both responsible, so confirm it's done and keep every white card.
- File with your passport, two 35x45 mm color photos, a lease or landlord statement, proof of funds, health insurance and fee receipts. Your passport needs three months of validity beyond the permit.
- Pay 430 RSD to submit and 23,450 RSD on approval. The law gives the police 30 days to decide, and you can leave Serbia while you wait.
- Renew before it expires, with an attendance certificate from your school.

About the $60 cost on that card
That $60 reflects a D visa, which costs €50 (about $57) at a Serbian consulate. U.S. citizens don't need one to enter. What you'll actually pay is the residence fee: 430 RSD to submit plus 23,450 RSD on approval, 23,880 RSD in all (about $230, September 2026). One more wrinkle: the U.S. Embassy says residence can't be requested from outside Serbia, while the Interior Ministry now takes online applications. Ask your school which route it expects.

Tuition, living costs and the aid gap
Federal aid mostly stays behind
Pell Grants never work at foreign schools, and federal loans only work at schools in the Department of Education's foreign-school program. Its list had no Serbian school when we checked in September 2026. Grad PLUS also closed to new borrowers on July 1, 2026, and 529 withdrawals are tax-free abroad only at schools that qualify for that federal aid. Plan on savings or private loans.
What tuition looks like
Each faculty sets its own foreign-student fees. Belgrade's six-year medicine program in English charged €8,000 a year (about $9,100) in 2023/24, the latest figure it posts. A full-time semester at the University of Belgrade's Center for Serbian as a Foreign Language is €600 (about $680).

The EU's Study in Europe profile estimates €750 to €2,000 a month (about $850 to $2,270) for rent, food, transport and personal costs.

What a student permit covers, and where it stops
Jobs need their own permit
Students can work, but only with a work permit from the National Employment Service. That goes for part-time jobs too.
Half credit toward permanent residence
Permanent residence takes three years of continuous temporary residence. Study time counts at half, and you'd need to switch to another residence ground before applying.
Room to travel
You can leave Serbia while your application is pending. For the permanent residence clock, absences can total up to ten months, or one trip of up to six.
Tied to your program
Permits run for the length of your studies, and residence permits can last up to three years. Language school counts as education, too.
Before you commit
Here's the catch: the paperwork is light, but the money has to come from savings or private loans. If you need a job to cover rent, the work-permit step makes Serbia a harder fit. Missing address registration can cost a foreigner RSD 5,000 to 150,000 (about $48 to $1,445). We couldn't confirm the rules for bringing a spouse or children on a student permit, so ask your school's international office early.

Does studying in Serbia lead to permanent residence?
