The Prime Minister's Office handles three permits for foreigners who stay: temporary residence, work permits and permanent residence. Permanent residence is the one that leads to citizenship by registration.
It suits people living on a pension, savings or investments who plan to stay for years, and buyers who are getting a home here anyway. It's a poor fit if you need to earn locally right away, since local work runs through a work permit.

Route one
Seven straight years of temporary residence
Anyone who wants to live here for an extended period can apply for temporary residence. Hold it for seven or more consecutive years and you can apply for permanent residence.
Getting the first permit
You can file after arriving on a visitor stamp, or mail the application from home. The 2005 checklist asks for the form in duplicate, two certified photos, a police certificate, a medical certificate and a recent bank statement. No minimum income is published.
What seven years costs
The newest fee schedule we could read dates from May 2005. It puts temporary residence for Americans at about $667 a year (EC$1,800), plus a $46 (EC$125) application fee. Seven years at that rate comes to about $4,670 per person.
Ask for today's fees in writing
The Prime Minister's Office posts a 2016 fee sheet only as a scanned image, so the residence fees here come from the May 2005 schedule and may have changed. The published rules also don't say how much time abroad breaks the seven-year count. Confirm both with the office before you plan around them.
Route two
Buy land, then apply with your license

Holding an Alien's Land-Holding Licence makes you eligible for permanent residence without the seven-year wait. Foreigners need the license to own land at all, and land held without one is forfeited to the Crown. Buying alone doesn't make you a resident; you still file for permanent residence.
How the license works
A local lawyer prepares the file and sends it to the Prime Minister's Office, and Cabinet approves it. Expect a banker's reference, a police record, a valuation and four copies of the survey plans. One St. Vincent law firm quotes about two to three months.
What it costs
The application fee is EC$2,500 (about $926), non-refundable. The license fee is based on market value: one law firm puts it at 10% of the property's value, a local agency at 4% to 10%. On a $300,000 house, that's $12,000 to $30,000. Buyers also pay 5% stamp duty and 1% to 5% in legal fees.

The road to a passport
Permanent residence is one route to citizenship by registration. The office lists a $150 application fee and a $1,500 or $2,200 registration fee without naming the currency, and processing runs six months to a year or more. Dual nationality has been allowed since independence, so you keep your U.S. passport. Wikipedia's summary of the 1984 Citizenship Act notes that acquired citizenship can be withdrawn after five continuous years living abroad.
A citizenship by investment program was promised for mid-2026 but hadn't launched as of September 2026.
Taxes
Spend 183 days here in a calendar year and you're tax resident. Foreign income is taxed only when you bring it into the country; there's no capital gains tax. Under the 2024 Inland Revenue tables, the first EC$25,000 (about $9,260) is deducted and the top rate is 28%.
Healthcare
The State Department says medical facilities don't meet U.S. standards and serious injuries often mean evacuation. Medicare doesn't apply overseas, so budget for international coverage that includes evacuation.

How long can Americans stay in Saint Vincent without a permit?
