A passport, not a residence permit
This program grants citizenship outright. There's no card to renew and, as of September 2026, no rule that you ever stay on the island, though new citizens can live and work there whenever they like.
It suits Americans with savings or investment income who want a second passport for the family. If you mainly want affordable island living, it's an expensive way in.
Citizenship by Investment Program (CIP)
Saint Lucia grants full citizenship and a passport to people who make an approved investment, most commonly a $240,000 contribution to the National Economic Fund. There is currently no requirement to live in Saint Lucia, though a regional rule requiring 30 days' presence in the first 5 years is pending and may apply to new applications once enacted. Citizenship includes the right to live and work there. Applicants go through due diligence checks and a mandatory interview.

What one person, a couple and a family pay the government
Most Americans take the donation route. On top of the $240,000, processing costs $2,000 for the main applicant and $1,000 per dependent, and due diligence costs $8,000 for the main applicant and $5,000 for each dependent 16 or older. Agent and legal fees come on top and aren't published.
The unit quotes about 90 days from acceptance to approval. One licensed firm put the real average near 18 months in late 2025.

What changed for this passport in 2026
UK visa since March 5
Saint Lucians now need a visa to visit the UK. London cited a rise in visitors claiming asylum.
Ireland since June 15
Ireland added a visa requirement to line up with UK and European rules.
EU deadline: June 1, 2028
A June 25 letter asked Saint Lucia and four neighbors to close their programs or risk losing Schengen visa-free travel. Citizenship already granted stays valid.
U.S. scrutiny next door
Antigua and Barbuda and Dominica face partial U.S. visa limits from January 2026 over their programs. Saint Lucia wasn't included.

Do I have to live in Saint Lucia to get citizenship by investment?
No. As of September 2026, Saint Lucia has no residence requirement, and there's no rule that you ever visit. A regional rule requiring 30 days of presence in the first five years after citizenship has been discussed but isn't in force. New citizens can live and work on the island if they choose.

No. Every application must be filed through a licensed Authorised Agent. The main applicant and every dependent 16 or older also go through an interview, held in person or virtually.
Who can I include in a Saint Lucia citizenship by investment application?
The $240,000 donation covers the main applicant and up to three dependents, such as a spouse, children 21 or younger (older if you fully support them), and parents over 55 whom you fully support. Each additional dependent adds $10,000 if under 18 or $20,000 if 18 or older.
Does Saint Lucian citizenship change my taxes?
Not your U.S. taxes: Americans file with the IRS wherever they live and may need to report foreign accounts on FinCEN Form 114. Saint Lucia taxes worldwide income only for residents, generally people who keep a permanent home there or spend 183 days or more a year.
Can Americans keep U.S. citizenship after becoming Saint Lucian?
Yes. Saint Lucia doesn't require investment citizens to renounce their original nationality, and U.S. law doesn't make you choose one. You must still use your U.S. passport to enter and leave the United States.
Can Saint Lucian passport holders visit Europe and the UK without a visa?
Not the UK or Ireland: the UK has required visas since March 5, 2026 and Ireland since June 15, 2026. Schengen countries were still visa-free as of September 2026, but the European Commission has asked Saint Lucia to end its program by June 1, 2028 or risk losing that access.
Will the EU's 2028 deadline affect people who already hold Saint Lucian citizenship?
Their citizenship isn't affected. Their travel could be: losing Schengen visa-free access would apply to the passport, and the EU can phase a suspension in, starting with diplomatic passports. Saint Lucia and four neighbors said in July 2026 they're seeking a negotiated solution.
