Rwanda's U1 student permit for Americans: file in Kigali, renew every year
You land on a visitor visa, apply online once you're in the country, and pay 20,000 francs (about $14). The harder part is paying tuition, since Pell Grants don't follow you abroad and Grad PLUS is closed to new borrowers.

A permit for enrolled students, not for independent research
The U1 is for foreigners who are in Rwanda to study at a school or university, using the same meaning of "student" as the rest of the East African Community. You need a school behind you: its recommendation letter is part of every application and every renewal.
It's the wrong permit if you're doing research with no school affiliation (Rwanda has a separate researcher permit that needs a Rwandan research permit first) or a training placement (class U2).

Step by step
From the plane to your permit card
Before you fly
Get your school's recommendation letter and a sponsorship letter, and order an FBI background check if you're 18 or older. ALU tells students the clearance must come from the country they lived in for the past 6 months, be in English or French, and still be valid 3 months after arrival. Bring the originals.
When you land
Buy the visa on arrival: $50 for a single 30-day entry or $70 for multiple entries. Carry U.S. bills printed after 2009, and leave plastic shopping bags at home, since they're banned and can be taken at the airport.
Filing on Irembo
Apply on irembo.gov.rw once you're in Rwanda; you don't need an account. Pay the 20,000 francs with the billing number it gives you (it starts with 88). Irembo puts processing at 7 days.
Pickup and renewal
Collect the permit in person at the immigration office you picked. It lasts a year. Renew before it runs out with a new school letter and sponsorship letter.
Three things that trip students up
Passport validity. Rwanda's immigration department asks for 6 months; ALU tells its students 1 year from entry. If your school sets the higher bar, meet it.
A stale police clearance. Order the FBI check late enough that it's still valid 3 months after you land.
Filing late. Fines for a late visa or permit application start at 50,000 francs (about $34) for 6 to 15 days and reach 1,000,000 francs (about $677) past nine months.
The money
Paying for school in Rwanda from the U.S.
Tuition swings widely. ALU lists $3,000 a year for its BEL and BSE degrees and $4,000 for IBT. CMU-Africa charges African students $16,000 for 2026-27, and its tuition page lists $61,510 for international students. CMU-Africa puts a month in Kigali at $345 to $580.
What federal aid covers
Here's the catch: Pell Grants and other federal grants don't pay at foreign schools. Grad PLUS closed to new borrowers on July 1, 2026, so for most graduate programs federal borrowing now tops out at $20,500 a year in Direct Unsubsidized loans, with a $100,000 lifetime cap.
CMU-Africa is a Carnegie Mellon campus, and its U.S. students file the FAFSA under CMU's federal code, 003242 (see CMU's aid page for CMU-Africa). At any other school, ask the aid office whether it's on the Department of Education's foreign-school list before you count on federal loans.
Showing you can pay
Rwanda's immigration law lets officers ask for proof you can support yourself. ALU asks for at least $2,500 ($1,500 with an ALU grant), in bank statements from the past 6 months; parents' accounts count. Details are on ALU's proof-of-funds page.
What the U1 does and doesn't let you do
Work
Not on the U1 itself. Rwanda has a separate permit for students who want to work during holidays.
After graduation
That same separate permit covers students who've just finished, a bridge to a job-based permit.
Family
Rwanda's dependant permits cost half the principal's fee. Ask the immigration department which class fits.
Renewal
Yearly, with a new school letter and sponsorship letter. A police clearance isn't on the renewal list.
Permanent residence
Class L-1 needs an aggregate of 10 years of legal residence.
Citizenship
The residence route takes at least 15 years. Rwanda allows dual nationality.

How much does Rwanda's student permit cost?
The U1 student permit costs 20,000 Rwandan francs, about $14 at September 2026 exchange rates, and it's charged each year you hold or renew it. You pay through Irembo, Rwanda's government portal, after you submit the application. Americans also pay for the visa on arrival when they land: $50 for a single 30-day entry or $70 for multiple entries.
Does time on a Rwanda student permit count toward residency or citizenship?
Rwanda's rules don't say whether student years count. Permanent residence (class L-1) needs an aggregate of 10 years of legal residence, and nationality by residence needs at least 15 years of living in Rwanda legally. Rwanda allows dual nationality, so Americans who naturalize don't have to give up U.S. citizenship.
How long does the U1 take, and how long is it valid?
Irembo gives a processing time of 7 days, and you collect the permit in person at the immigration office you chose when applying. The permit is valid for 1 year. You renew it each year you're enrolled, with a new school recommendation letter and sponsorship letter.
Can I use FAFSA or federal student loans to study in Rwanda?
Only at a school that takes part in U.S. federal aid, and only for loans. Can my spouse or children come with me on a student permit?
Rwanda issues dependant permits to family members of temporary residents, and a 2026 review of the rules puts their fee at half the principal applicant's fee. The immigration department's student permit page doesn't spell out the class for a student's family, so confirm it at permit@migration.gov.rw before you plan around it.
Can I work in Rwanda on a student permit?
Not on the U1 itself. Rwanda's immigration department issues a separate permit to students at recognized universities who want to work during their holidays, and to students who have just finished their studies. If you plan to work, ask your school or email permit@migration.gov.rw before you take a job.
Do I apply for the U1 before I travel to Rwanda?
