Rwanda's H1 and H2 work permits: getting hired in Kigali as an American

You don't apply from home. You land on a visa, then file one combined work and residence permit online within 15 days, with your Rwandan employer backing the application.

Which class you get depends on one government list, and an H2 hire now comes with a Rwandan colleague you'll train. Here's what each asks for, what it costs, and how the filing goes once you land.

Both classes are the same thing: a residence permit that lets you work for one employer in one job. Which one you hold depends on your occupation.

H1: your job is on the list

Rwanda keeps an Occupations in Demand List covering fields like engineering, health, teaching, IT, trades and cooks. If your role is on it, you'll usually get H1, and your employer skips any labor market check. Law firms CDH and Fragomen describe H1 as a three-year permit, renewable.

H2: an employer sponsors you

Other skilled hires go through H2, usually for two years. Since October 2022 there's no labor market test. Instead, your employer names a Rwandan understudy who'll learn the role from you, and files that person's ID card and a training plan with your application. Expect skills transfer to be part of the job.

One wrinkle: the immigration directorate's own permit page lists two years for both classes, so check the expiry printed on yours.

Skilled Worker Permit (H2 Employer-Sponsored / H1 Occupation in Demand)

For foreigners with a job offer from a Rwandan employer. Rwanda issues a single combined residence and work permit. Jobs on the Occupations in Demand List (H1) get up to three years; other sponsored roles (H2) get up to two.

Step by step

From landing in Kigali to holding the permit

Americans file from inside Rwanda. You fly in, buy a visa on arrival ($50 for a single entry, good for 30 days), and apply once you're on the ground. The immigration directorate gives you a 15-day grace period from arrival; penalties start after that.

  1. Before you fly. Order an FBI background check: the police clearance has to be an original covering where you lived for the previous six months. Get your degree certificates certified, and bring your signed contract and a recommendation letter from your employer.
  2. File on Irembo. Applications go through irembo.gov.rw, the government portal. Every upload must be under 500KB (photo as JPG, documents as PDF), so shrink your scans before you start.
  3. Pay 150,000 francs. The fee isn't refunded if you're refused or withdraw.
  4. Collect in person. Irembo quotes 7 days, and you pick the permit up at the immigration office you chose. Employer-of-record firms put the whole process at 2 to 6 weeks, so watch the end date on your 30-day visa.
  5. Renew before it expires. Renewal takes a copy of your contract and a fresh employer letter. There's a 5-day grace period after expiry, and that's all.

Before you sign the contract

Your permit belongs to one employer. If you switch jobs, you have to tell the immigration directorate in writing and show resignation or termination papers from the old job when you renew. Overstaying a visa costs 50,000 francs (about $34) for 6 to 15 days, rising to 100,000 francs (about $68) from 31 days to three months. And read the travel advisory: in June 2026 the State Department rated Rwanda Level 3, Reconsider Travel, citing crime, unrest nearby and the Ebola outbreak in the neighboring Democratic Republic of the Congo.

Family, taxes and the long run

What the permit means for your spouse, your taxes and staying on

Bringing a spouse or kids

Each family member gets an M2 dependent permit at half your fee, 75,000 francs (about $51), valid as long as yours. Anyone over 18 needs their own police clearance. The directorate doesn't say whether an M2 spouse can work, so plan as if a job means a permit of their own.

Taxes in two countries

Spend more than 183 days in Rwanda in any 12 months and you're a tax resident, taxed on worldwide income. Pay-as-you-earn tax tops out at 30% on monthly pay above 200,000 francs (about $136). The U.S. still taxes you too. To use the foreign earned income exclusion under the physical presence test, you need 330 full days abroad in 12 months.

Staying for good

Permanent residence takes an aggregate of 10 years of legal residence, and citizenship takes 15 consecutive years. Rwanda allows dual nationality, so you'd keep your U.S. passport.

Not hired by a Rwandan employer?

Then H1 and H2 aren't your route. Retirees and people living on outside income look at the K permit for assured income. The $160 long-term visitor visa for Americans doesn't let you work, and a job lasting 90 days or less can use the class R special pass for 50,000 francs.
