Rwanda's K Permit: Residence for Retirees and People on Outside Income
About $101 for up to two years, no job allowed, and an income bar the immigration department doesn't publish. Here's how it works for Americans.

K Permit (Person with Assured Income / Retired Person)
A temporary residence permit for retirees and others with assured income who will not work in Rwanda. Applicants must be at least 55 and show income of at least USD 5,000 a month. It is granted for up to two years and renewable.

Where the 55 and $5,000 come from
Rwanda's immigration department lists no minimum age or income on its K permit page. The age 55 and $5,000-a-month figures come from the Rwanda Development Board's procedures portal, which cites rules from 2009 and 2011 and still shows an older fee. Plan as if both apply, and confirm with the immigration office before you file.

The process
Fifteen days from landing to filing
Irembo, the government portal, takes permit applications from people already in Rwanda, and you have 15 days after arrival before penalties start. So do the U.S. side first.
Here's the catch: the permit wants a Rwandan bank statement, and banks usually ask for a residence permit. Rules vary by branch, so ask a bank how it handles a pending K application before you fly.
- Before you fly: order your FBI check and gather your retirement paperwork. Police clearances must be originals.
- Land on a 30-day visa on arrival.
- Open a bank account and buy Rwandan health insurance.
- Apply on Irembo and pay the 150,000-franc fee.
- Collect the permit in person at the immigration office you chose.
Life on a K permit
No job in Rwanda
The permit is for people who don't intend to be employed in Rwanda.
Spouse and children
They get the M2 dependant permit at half your fee, valid as long as yours. If yours is canceled, theirs is too.
Renew every two years
Renewal asks for six months of Rwandan bank statements and local insurance. An expired permit gets a 5-day grace period.
Permanent residence at 10 years
Class L-1 needs an aggregate of 10 years of legal residence. More than three straight years away can cost you PR.
Citizenship at 15 years
Nationality by residence takes 15 years. Rwanda allows dual nationality, so your U.S. passport stays.
Taxes on worldwide income
Stay more than 183 days in a 12-month period and Rwanda can tax your worldwide income. There's no U.S. tax treaty.

Health and safety
Two kinds of coverage, and one warning to read
The permit asks for Rwandan medical insurance. Newcomers use local insurers like Prime and Radiant, and Kigali's main hospitals include King Faisal, La Croix du Sud and CHUK. Check waiting periods on pre-existing conditions, and add evacuation coverage, which the State Department highly recommends.
Since June 2026, the State Department has rated Rwanda Level 3, Reconsider Travel, citing Ebola in the neighboring DRC, crime and unrest. It says its emergency help there is limited.

How long until permanent residence or citizenship in Rwanda?
Permanent residence (class L-1) needs an aggregate of 10 years of legal residence in Rwanda. Citizenship by residence takes at least 15 years, and Rwanda allows dual nationality, so Americans can keep their U.S. passport.
