For Americans who'll earn their living from a business they own in Rwanda. No investment certificate and no published minimum capital, but you do need a real company and somewhere to run it.

Rwanda folds work and residence into one permit, sorted by sector. Pick the class that matches what your company does:

  • W2: information technology
  • O2: hospitality
  • G2: trade in goods or services (G1 is only for regional nationals, so Americans use G2)
  • Z2: any sector not listed elsewhere
  • C1: self-employed in a licensed profession, with proof you belong to a registered professional body

The investor permits (Z1 and the other "1" classes) are different: they need a Rwanda Development Board investment certificate. Living on a pension? Look at the K permit. Hired by a Rwandan employer? That's the H permits.

Step by step

From U.S. police check to resident ID

Before you fly

Order your police clearance. Rwanda wants an original from the country where you lived for the previous six months, which for most readers means the U.S. Check that your passport has six months left beyond your arrival date.

Land, then register

Americans get a 30-day visa on arrival for $50 ($70 for multiple entries). If you're still scouting, the V6 business survey visa covers 90 days for prospective entrepreneurs. Register your company with the Rwanda Development Board online: it's free, takes about six working hours, and 100% foreign ownership is allowed.

Get a workspace

The European Business Chamber in Kigali says you need a physical office, proven with a rental contract. One W2 applicant budgeted $120 to $150 a month for the cheapest plan at a Kigali coworking space in 2024.

File on Irembo

You apply once you're in Rwanda, through the Irembo portal: CV, full business registration certificate, police clearance and an application letter, plus 150,000 francs. Fees aren't refunded if you're turned down. Irembo quotes 7 days, and you collect the permit in person at an immigration office. Then get a resident ID card for 5,000 francs (about $3), which takes 5 days.

Renewing

Each renewal swaps the police clearance for a copy of your trading license (patente). Once you've held the permit twice, you apply as a recurring applicant: five years for 250,000 francs, with a tax clearance from the Rwanda Revenue Authority. If a permit lapses, you have 5 days to renew or leave before penalties start.

Rwandan taxes

Companies pay 28% corporate income tax from 2024. Under 12 million francs (about $8,150) in turnover, you pay a flat amount instead; between 12 and 20 million (about $13,600), it's 3% of turnover. Small businesses skip the trading license tax for their first two years. After that, turnover of 2 to 7 million francs pays 100,000 francs (about $68) a year, due January 31.

The U.S. side

As an officer, director or shareholder of a foreign company, you may owe the IRS a Form 5471, and the penalty for missing it is $10,000 per company per year. Earned income can qualify for the foreign earned income exclusion ($132,900 for 2026) if you pass the 330-day physical presence test or the bona fide residence test. Foreign accounts over $10,000 combined trigger an FBAR.

Before you book a flight

Here's the catch: this permit is for a business you actually run in Rwanda, with a registered company and a workspace. If your income is a U.S. salary, it's the wrong tool. Also check the State Department's advisory first: it rates Rwanda Level 3, Reconsider travel (issued June 2026), and warns against going within 10 kilometers (about 6 miles) of the border with the Democratic Republic of the Congo.

Family and the long run

Bringing a spouse, and how long you can stay

A spouse or child gets an M2 dependant permit for half your fee. Anyone over 18 needs their own police clearance. The immigration department doesn't say whether dependants can work, so ask before you count on a second income.

Permanent residence (class L-1) opens after an aggregate of 10 years of legal residence. A permit can be canceled if you spend more than three consecutive years outside Rwanda. Citizenship by residence takes at least 15 years, and Rwanda allows dual nationality, so you'd keep your U.S. passport.

Don't let a permit lapse. Overstay fines start at 50,000 francs (about $34) for 6 to 15 days and reach 1,000,000 francs (about $680) past nine months.

No. Irembo says you apply for a visa first and then file for the permit once you're in Rwanda. Americans can get a 30-day visa on arrival for $50, and there's a 15-day grace period after arrival before penalties apply.
