Norway's skilled worker permit: what the job has to pay, and how it turns permanent
You need a Norwegian employer, a degree or trade qualification, and an offer that meets Norway's 2026 pay rules. Here's how Americans apply, what it costs, and what the permit won't let you do.

Who counts as a skilled worker
Norway doesn't use a points test or a quota. UDI, the immigration directorate, asks two things: are you qualified, and is this a real skilled job at Norwegian pay?
Your qualifications
A university degree works. So does trade training of at least three years at upper secondary level, if Norway has a matching program. A third route, special skills from long experience (typically six years or more), exists on paper, but UDI says many of those applications are refused.
The job
You need a concrete offer from one Norwegian employer, on UDI's offer form, for work that uses your training. It should be full time, though UDI accepts an 80% position. Where a collective agreement covers the job, you must get the agreed wage. Where none does, the floors above apply, and UDI takes less only if you document that it's normal for that job in that place.
Your paycheck is the financial test
UDI's requirements for this permit don't include a savings test; the salary does that job. The floors sit below the national average: Statistics Norway puts 2025 average monthly earnings at NOK 62,070, about $6,500, or roughly NOK 745,000 a year. An offer at the floor is legal, not generous, so negotiate the way you would at home.
How to apply
Applying from the U.S., step by step
- Your employer makes the offer. They fill in UDI's employment offer form, and with your written authorization they can file the application for you.
- Register online and pay NOK 6,300. That's about $660. You can only get it refunded before you hand in the application.
- Hand in at VFS. You book the appointment yourself (the consulate can't), and slots usually open within three working days. VFS sends your file and your passport to the Norwegian Consulate General in New York, and nothing moves until the passport arrives. Budget for a second courier fee to get it back.
- Wait for UDI. In February 2024 UDI said it had cut work cases to about a month. A 2026 applicant guide says it can take up to six weeks just to open a complete file, and trade-level cases take longer while UDI checks education documents.
Or hand it in inside Norway
Americans don't need a visa to visit. If you've spent fewer than 90 days in the Schengen area, you can hand in to the police in Norway and stay until the decision, even past the visa-free limit. The perk: your employer can ask the police for an early-start confirmation, so you begin work before UDI decides. That isn't possible through an embassy or at the service centers for foreign workers in Oslo, Bergen, Stavanger and Trondheim. Waiting in Norway also uses up your Schengen days for trips elsewhere.
Living on the permit: the rules that trip people up
Switching employers
Same type of job at a new company: no new permit. A different type of job needs a new permit, even with the same employer.
No side business
You can't freelance, run a business, or take on client assignments with this permit.
If you lose the job
Tell the police within seven days. You can then stay up to six months to find new work.
Time away
Live outside Norway for more than six months in total in a year and you risk losing the permit.
Renewals
Hand in at least one month before expiry to keep your current rights while you wait. UDI suggests starting two to three months ahead.
National insurance
Working in Norway brings compulsory membership in the National Insurance Scheme, the basis for public benefits.

Family
Bringing a spouse and kids
Your spouse or partner and children under 18 can normally apply for family immigration at the same time you do. A spouse over 18 can work in Norway without a separate work permit, which helps when one salary has to cover Norwegian prices.
Family cases have their own income test for the person in Norway. It's set below the skilled-worker pay floors, so a qualifying offer generally clears it. Check UDI's current figure and exemptions before you file.
Who this permit won't work for
If your income comes from a U.S. employer, a pension or your own clients, this isn't your permit. It's tied to a Norwegian job, and freelancing on the side isn't allowed. A job seeker permit won't bridge the gap either: it lasts up to six months, you can't work on it, you need NOK 155,034 (about $16,300), and the time doesn't count toward permanent residence.
The long game
From three-year permit to Norwegian passport
Permanent residence after three years
After three years on the permit you can apply to stay for good. You'll need an oral Norwegian test at A2 or higher, a social studies test, and NOK 325,400 in income over the last 12 months (about $34,200). Watch your travel: no more than seven months outside Norway across those three years, or 15 if at least eight were work trips for your employer.
Citizenship without giving up your U.S. one
Norway has allowed dual citizenship since January 2020. Citizenship takes eight of the last eleven years in Norway, or six of the last ten with enough income.
Taxes on both sides
Newcomers earning under NOK 725,050 in 2026 (about $76,300) may qualify for PAYE: a flat 25% on salary, with no Norwegian tax return to file. You'll still file a U.S. return, since the U.S. taxes citizens on worldwide income; the foreign earned income exclusion is $132,900 for 2026. On Social Security, the U.S.-Norway agreement can count Norwegian work toward a partial U.S. benefit if you have at least six U.S. credits.

How long does UDI take to decide a skilled worker application?

What is the minimum salary for a skilled worker permit in Norway?
Since May 1, 2026, jobs without a collective agreement must pay at least NOK 545,400 a year before tax if the position needs a bachelor's degree (about $57,400) and NOK 624,700 if it needs a master's (about $65,700). Where a collective agreement covers the job, the agreed wage applies.
Can I freelance on the side with a Norwegian skilled worker permit?
No. UDI says skilled workers employed by a Norwegian company can't run a business, work as freelancers, or carry out assignments for clients. You can change employers without a new permit if the new job is the same type of position.
Can I start working in Norway before my permit is approved?
Usually not. The exception is early employment start: if you hand in your application to the police in Norway, your employer can ask the police to confirm an early start, and you can work for that employer until UDI decides. It isn't available when you apply through an embassy.
Can I get a Norwegian work permit without a job offer?

Do I have to give up U.S. citizenship to become Norwegian?
No. Since January 1, 2020, Norway hasn't required new citizens to give up their original citizenship. Citizenship normally takes eight of the past eleven years living in Norway, or six of the past ten if you have sufficient income.
Can my spouse work in Norway if I have a skilled worker permit?
Yes. A spouse or partner over 18 who gets a family immigration permit can work without applying for a separate work permit. Family members can normally apply at the same time as the worker.
