Norway's self-employed permit: work for yourself in Norway, legally

If you have trade training or a degree and a business plan Norway's immigration office believes in, this is the route to running your own business there. Here's what it takes and costs in 2026.

It's paperwork-heavy, renews often, and expects the business, not your savings, to pay your way. In return, your time counts toward permanent residence and later a Norwegian passport you can hold alongside your U.S. one.

What UDI checks before it says yes

UDI doesn't require a particular company type. It wants a real business meant to run long term, with you in charge of it.

  • Vocational education equal to three years of upper secondary school, or long, documented experience at that level
  • A business plan with your own assessment of the market and sales potential
  • A budget and financing plan, or accounts if the business already exists
  • A central, independent, leading role in the business
  • Housing already arranged in Norway
  • Any license your line of work needs under Norwegian law
  • Age 18 or older

How much the business has to earn

The business must be likely to support you, and its income has to be the main part of that support. Norway's Justice Ministry said in 2021 that grants from public schemes such as Innovation Norway can count, but can't carry it. UDI's English guideline gives no single figure; one Norwegian immigration law firm puts it at 2.5 times the basic amount (G), about NOK 341,000 (roughly $35,600) a year in 2026. If you won't turn a profit at first, you'll need to document other secure support.

The process

From the U.S. to a Norwegian ID number

  1. Apply online in Application Portal Norway and pay the fee by Visa or Mastercard. It's refunded only if you haven't handed in your documents yet.

  2. Book a VFS Global appointment; the embassy says slots usually open within three working days. VFS sends your passport and file to the Consulate General in New York.

  3. Once approved, you're registered as a resident automatically and get a national ID number.

  4. Because you're staying at least 12 months, you join Norway's National Insurance Scheme from the day you arrive.

Taxes on both sides of the Atlantic

Norwegian income tax

22% on net business income (2025 rate), plus bracket tax on higher personal income. Individuals normally file by April 30.

National insurance

10.8% on business income in 2026, and nothing on personal income under NOK 99,650.

U.S. Social Security

Under the U.S.-Norway agreement, self-employed residents of Norway pay into Norway's system. Attach the certificate of coverage to your U.S. return every year.

Your IRS return

You still file in the U.S. With Norwegian tax rates this high, the Foreign Tax Credit usually saves more than the foreign earned income exclusion.

Fit check

Who this suits, and who should look elsewhere

It suits someone with a trade or profession who can show Norwegian customers will pay for it. It's a poor fit if you plan to live on savings or a pension, since the business itself has to support you.

If you'd rather work for a Norwegian employer, a skilled worker with a degree normally gets a permit for up to three years at a time instead of one. Contractors who keep a company abroad use a separate permit that caps at six years, followed by two years living outside Norway.

Can my spouse and children move with me?

Yes, the self-employed permit can be the basis for family immigration. The person in Norway must meet an income requirement of NOK 436,957 a year before tax (about $45,600), which is 3.2 times Norway's basic amount (G) as of 2026.

Do I need a degree for Norway's self-employed permit?

No. UDI asks for vocational education equal to at least three years of upper secondary school, or detailed documentation of long work experience that got you to the same level of expertise.

Do Americans need a permit to run a business in Norway?

Yes. To live in Norway and work for yourself as an American, you need UDI's residence permit for self-employed persons. It's granted for one year at a time and renewed if you still meet the requirements.

Does the self-employed permit lead to permanent residence in Norway?

Yes. After three years of continuous residence you can apply, as long as you haven't spent more than seven months outside Norway in total. You'll also need oral Norwegian at A2, a passed social studies test, and income of NOK 341,373 before tax (about $35,650, September 2026).

Can I keep my U.S. citizenship if I become Norwegian?

Yes. Norway has allowed dual citizenship since January 1, 2020. Norwegian citizenship generally takes at least eight years of residence and oral Norwegian at B1 level.
