Lebanon's work visa: your employer applies first, and the Labor Ministry decides
The work visa itself costs about $22 (LBP 2,000,000). The annual residence permit that comes after it runs about $201 to $1,207 depending on your job category. You can't start the process yourself.
This route is for Americans who already have a job offer from a Lebanese company or organization. The employer files with the Ministry of Labor; only after that approval do you get a visa, a work permit and a residence card. If you want to move first and job-hunt later, or keep working for a U.S. employer, this isn't the visa that gets you there.

The State Department's advisory for Lebanon, updated August 21, 2026, sits at its highest level, citing crime, terrorism, unrest, kidnapping, landmines and armed conflict. How it works
Four offices in a fixed order
Lebanon splits the paperwork between the Ministry of Labor (your right to work) and General Security (your right to be there). Miss a step and the next office won't take your file.
- Your employer gets prior approval from the Ministry of Labor and has to justify hiring a foreigner.
- With that approval, you get a work visa from General Security or a Lebanese consulate: LBP 2,000,000, about $22.
- Within 10 days of landing, you apply for the work permit itself at the Ministry of Labor.
- Then General Security issues your annual residence. Bring a notarized work attestation, three ID photos and proof of health insurance.

Before you say yes
The jobs Lebanon keeps for Lebanese workers
The Labor Ministry reserves whole fields for nationals, including banking, insurance, education and the liberal professions. It grants exceptions only for what it calls serious and convincing reasons, so a teaching or finance offer needs an employer ready to make that case.
Here's the catch
If your permit or residence lapses, you can't simply fly home. Since November 1, 2024, anyone who entered on a work visa and broke residence rules needs a Ministry of Labor clearance certificate before General Security lets them leave. File renewals at least one month before your permit expires.
Your money, in practice
The official rate has been LBP 89,500 to the dollar since December 2023, and daily life runs largely on cash dollars. Lebanon taxes salaries at 2% to 25%. The U.S. still taxes you on worldwide income, and there's no U.S.-Lebanon tax treaty. The foreign earned income exclusion can help if you pass the 330-day or bona fide residence test.
Bringing your family, and staying longer
Your wife or husband and children can get residence based on your annual work residence, and minors don't pay the fee. Holders of category 1 or 2 permits with a three-year work permit can apply for three-year residence at three times the annual fee. We didn't find any route from work residence to Lebanese citizenship for people without Lebanese family ties.

File the renewal at least one month before the permit expires, or you face sanctions under Lebanese labor rules. Since November 1, 2024, foreigners who entered on a work visa and broke residence rules must get a Ministry of Labor clearance certificate before they can leave Lebanon, and General Security collects overstay penalties at the rates in force when they fall due.

Do I need health insurance to live in Lebanon?
Yes. Since February 2017, General Security has required health insurance from foreigners applying for an annual residence permit. Medical care isn't free, and the State Department notes most hospitals and doctors expect cash.
How long does it take to get a work permit in Lebanon?
Official sources don't publish a processing time. A payroll provider that handles Lebanese hires puts it at 1 to 3 months for the employer's side. Once you land on your work visa, you have 10 days to apply for the work permit at the Ministry of Labor.
Can my spouse and children come with me to Lebanon?
Yes. General Security grants residence to the wife and children of a foreigner who holds annual work residence, and minors are exempt from the residence fee. For category 1 and 2 permit holders, the listed annual fee covers family members.
Can Americans work in Lebanon on a tourist visa?
No. Any foreigner needs a work permit from Lebanon's Ministry of Labor before starting a job, and the process starts with the employer getting the Ministry's prior approval. General Security then issues a work visa and, after the work permit, an annual residence permit.

Yes. U.S. citizens are taxed on worldwide income wherever they live, and Lebanon isn't on the IRS list of U.S. income tax treaty countries. Lebanon taxes salaries at progressive rates from 2% to 25%. The foreign earned income exclusion can shelter wages if you have a foreign tax home and spend 330 full days abroad in 12 months or qualify as a bona fide resident.
