The "$35" cost line is really a range. The Ministry of Internal Affairs sets the fee by purpose: €50 (about $57) for work, €30 (about $34) for family reunification, and €10 (about $11) for study, as of September 2026.
Who this permit is for
Kosovo grants this permit for a reason, not for an income. You'll need a job or your own company, a family tie, a school place, or a research post. Money still matters, but only as proof you can support yourself.
The four ways in
Work or your own business
A Kosovo job, a posting from a foreign employer, or a company you own. Owners don't need an employment contract. Fee: €50.
Family reunification
For spouses, partners, and minor children. A foreign sponsor needs two years of temporary residence first. Fee: €30.
Study or research
Secondary school, university, or scientific research. Fee: €10.
Other purposes
The law allows other reasons too, but caps them at six months in any one year.
Retiring or working remotely?
Kosovo has no retiree or digital nomad permit, and law firm Kalo & Associates confirmed in July 2026 that there's no legal framework for nomads. Realistic options: 90 days in every 180, a family tie, enrolling in school, or a registered Kosovo company. Get local legal advice before you plan a move around one.

Your first year, in order
Americans skip the consulate. You enter visa-free and file with the Department of Citizenship, Asylum and Migration (DCAM) inside Kosovo.
- Before you fly: get a background check from the police department where you last lived, and have your state apostille it.
- Within 3 days of arriving: report your address at the nearest police station.
- Before day 90: book a DCAM appointment on eKosova and bring proof of purpose, funds, and local health insurance.
- Within 30 days: DCAM owes you a decision. Many police stations take fingerprints for free.
- After approval: open a bank account. You can't without the permit.
- Every year: file your renewal in the 30 days before the permit expires.

From yearly permits to permanent residence
Every renewal counts. After five straight years on temporary permits, you can apply for permanent residence, and citizenship comes five years after that. Kosovo allows dual citizenship, so you'd keep your U.S. passport.
- Time away: each trip out must be under six months, and absences can't total more than ten months over the five years.
- Family: a foreign resident can sponsor a spouse or kids after two years of temporary residence.
- Language: citizenship needs basic reading and writing in one of Kosovo's official languages.
- Taxes: spend 183 days in a tax year and Kosovo taxes your worldwide income at 0% to 10%. You'll still file U.S. returns.

Kosovo temporary residence: common questions
How long does a Kosovo temporary residence permit take?
The law gives the Department of Citizenship, Asylum and Migration 30 days from receiving your application to decide. The permit then lasts one year, and you file your renewal in the 30 days before it expires.
Can I get a Kosovo residence permit as a retiree or remote worker?
Not directly. Kosovo has no retirement or digital nomad permit; the grounds are work, family, study, research, and humanitarian reasons. Can I become a Kosovo citizen and keep my U.S. citizenship?
Yes. Kosovo's citizenship law lets its citizens hold other citizenships. Naturalization requires five years of uninterrupted residence after getting permanent residence, roughly ten years from a first permit, plus basic reading and writing in one of Kosovo's official languages.
Does a Kosovo temporary residence permit lead to permanent residence?
Yes. After five continuous years on temporary permits you can apply for permanent residence. Absences don't break the count if each one is shorter than six months and they total ten months or less.
