A Finnish master's now skips the wait for permanent residence
One permit covers your whole degree, work included. Since January, finishing that degree is its own route to staying for good.
Migri grants this permit for the whole length of your degree, not a year at a time. It costs 600 euros online, asks for 9,600 euros in your own bank account, and lets you work 30 hours a week while you study.

Two students, two permits, two very different endings
Finland has one application form and two kinds of permit. Which one you get depends on what you enrolled in.
The degree student gets an A permit
Enroll in a degree at a Finnish university or university of applied sciences and your permit is continuous, marked A. Finland moved degree students off temporary permits in April 2022. Continuous time is the kind that counts toward staying.
The exchange student gets a B permit
A semester abroad is temporary residence, marked B. Same form, same fee. But Migri says time held under a B permit isn't counted in your period of residence. A semester stays a semester.
The shorter the stay, the bigger the policy
Insurance runs backwards from what you'd guess. Under two years of study, your policy must cover 120,000 euros of medical costs. Two years or more and it only has to cover 40,000 euros of pharmaceutical costs. In Migri's words, an exchange student needs more comprehensive cover than a degree student.

The money
Migri wants the money in your name, not your parents'
9,600 euros, and tuition sits on top
The bar is 800 euros a month. Studies of a year or more mean 9,600 euros in the account the day you file. Tuition is separate, and Migri says living money can't pay it. If the fee is still outstanding, both amounts have to be there at once.
A sponsor letter won't do it
Migri wants six months of statements from an account in your own name. A written promise from a parent, friend or employer doesn't count. Family can give you the money, but Migri may ask where it came from. There's also no blocked account here and nothing released to you monthly, which is where Finland parts company with Germany.
What brings the number down
A grant or scholarship comes off euro for euro. If your school houses you the bar drops to 400 euros a month, and to 270 if meals come with the room. From Migri's FAQ: you need the exact sum, not nearly it.

About that data card
Two corrections, and one thing it gets right. The fee is off: Migri charges 600 euros online in 2026 and 750 on paper, roughly $690, not $360. The requirements list is wrong in both directions, which is why we've hidden it. Migri asks a student for no police certificate, and the two items it does insist on, the 9,600 euros and the insurance cover, aren't there. The 60 days is fair, though. Migri decides 82 percent of positive first applications inside 30 days and quotes 90 days for the rest. Conversions here put the euro at about $1.15, its level in September 2026.

Why this one is different
January rewrote what a Finnish degree is worth
Finland tightened permanent residence in January 2026. The main route got slower. One got faster, and a student lands on it.
The path with no years attached
Migri's wording is flat: the period of residence requirement doesn't apply if you apply on the basis of a higher education degree completed in Finland. Finish a master's at a university or a UAS, a licentiate or doctorate, or a bachelor's at a university, and there's no waiting period to serve. The ordinary route now wants six years in Finland, two years of work history and Finnish at B1.
Fifteen credits of Finnish is the whole language test
The degree path asks for Finnish or Swedish at what Migri calls developing, which is CEFR A2. Fifteen credits of Finnish at a Finnish higher education institution proves it. That's a class you can slot into the degree you're already paying for. The general conditions still apply, including a passport and enough money to live on, and you file from inside Finland.
A computer may be the one who approves you
Migri has issued automated decisions on first student permits since October 2023. File in Enter Finland, pay, prove your identity in person and leave nothing out, and the system can grant the permit without an official touching it. Refusals and anything needing judgement go to a human. Migri also treats every student file as urgent without being asked.

One permit for the whole degree sounds generous, and it is. It also removed the checkpoint. Migri used to re-test the rules when you applied to extend. Now it runs automated post-decision monitoring instead, reading Kela, the population system, the incomes register and Koski, the national record of study progress. It asks whether you moved, how you support yourself, and whether you're passing. Fall behind and Migri can take the permit back.
Two Finnish names, and neither one can lend
Washington publishes the roster of foreign universities allowed near federal student loans, and exactly two Finnish names appear on it: the University of Turku and the Sibelius Academy. Both carry deferment-only status. No school in Finland can lend you a cent. At those two, debt you already carry can be paused while you study. Everywhere else in the country it keeps its schedule. The copy we read dates to January 2024, so ask your school to give the latest regulations in writing.

Questions before you say yes
Is tuition in Finland free for Americans?
Two doors are free, and neither is the obvious one. Doctoral study costs nothing whatever your passport, and so does any degree taught in Finnish or Swedish. English-taught bachelor's and master's programs are where non-EU students pay, between 8,000 and 20,000 euros a year, less whatever waiver the university grants.
What does Finland want to see in my bank account?
Migri wants 800 euros a month at your disposal. Twelve months of study makes that 9,600 euros, roughly $11,040, held in a bank account you hold yourself. Tuition is counted on its own. A scholarship cuts the figure by its own value, and university housing cuts it to 400 euros a month, or 270 with meals.
What can get a Finland student permit taken away?
Not studying. Migri runs automated register checks for the life of the permit, Koski among them, because one permit now covers the whole degree and there is no renewal to catch problems. It also verifies that you moved and can still support yourself. A withdrawn permit is where that ends.
Do US student loans work at Finnish universities?
Not to borrow. Two Finnish institutions sit on the federal participating-schools list, the University of Turku and Helsinki's Sibelius Academy, both at deferment-only status. That pauses payments on debt you already carry while you're enrolled there. No new federal money is disbursed anywhere in the country. Aid for a study-abroad term runs through your American campus instead.
How long does Finland take to decide a student permit?
Migri quotes two clocks. Four in five positive first decisions landed inside a month during 2026, and 90 days is the estimate if yours slips past that. Every student file is flagged urgent without being asked. The 20 August 2026 bulletin put 1,313 in the queue, with applications running roughly a third below 2025.
Does studying in Finland lead to permanent residence?
It can. Since 8 January 2026 a degree finished in Finland carries no years-in-country requirement of its own, so what is left is language: Finnish or Swedish at A2, which 15 credits of study will satisfy. It covers a master's, a doctorate or a university bachelor's. You have to be in Finland to file.
Can I work while studying in Finland?
Yes, up to an average of 30 hours a week in any field. Migri counts annually, so about 1,560 hours, and you can work full time over the holidays if the average holds. Study in Finland warns part-time pay won't cover tuition and living costs, so don't plan the budget around it.
