Finland's self-employment permit is not for freelancers
Migri calls it the entrepreneur permit. You need a Finnish company, a Business ID, and a state agency's verdict that the business will pay you.
Here's the catch, up front. Finland runs no digital nomad visa or permit for freelancers. What it has is a permit for people who register a company here and can show it will pay them.

The permit is for a company, not a person with clients
Migri puts it in one sentence: you can apply only if you have your own Business ID, and if you're a freelancer or billing through an invoicing service company, the permit is closed to you. The employed-person permit shuts the same door, and Finland's official business portal states flatly that no residence permit for freelancers exists.
What counts as self-employed here
A private trader with a toiminimi. A partner in a general partnership. A general partner, not a silent one, in a limited partnership. A cooperative member liable for its debts. Or a shareholder running a limited company who personally holds 30 percent of the shares or votes. Migri renamed the whole thing the entrepreneur permit in 2018.
Owning a company isn't enough
"You cannot get a residence permit only because you own a company. You must also work in the company in Finland." That's Migri, word for word. Your living has to come mainly out of the business.

Two agencies decide, and Migri goes second
Your file reaches an Economic Development Centre before it reaches Migri. That agency issues a partial decision on one question: is the business profitable, and will your living really come out of it? No partial decision, no permit.
The agency changed its name in January
These were the ELY Centres. All 15 closed in December 2025 while 10 Economic Development Centres, elinvoimakeskukset, opened in January 2026. Plenty of guides online still say ELY, and so does one page on Migri's own site.
What goes in the file
A business plan, a two-year financial forecast, three months of personal bank statements, proof of your qualifications, any signed customer contracts, and a lease if you have premises. Sector rules get oddly specific. A food courier business attaches a driver's license and a vehicle registration certificate. A tourism business attaches its licenses and travel-guarantee registration.
You can't file this one from inside Finland
The first application goes in from abroad. Only the renewal is filed in Finland, and a renewal can run up to four years.

About that data card
The description above is the line to argue with. It offers this permit to freelancers and independent contractors, the two groups Migri names as ineligible. The price is off, too: 750 euros online, roughly $865, and 900 on paper. Ninety days isn't the wait, since Migri publishes four to six months for a first entrepreneur permit. We've switched the requirement list off. Nothing on it is wrong, but it never mentions the Business ID, Trade Register entry or the profitability test, which are the three that decide a case. All of this is filed as a fix. Dollar figures here use a euro worth about 1.15 dollars in September 2026.
The bill nobody quotes
YEL is what catches people out
Finland makes the self-employed fund their own pension, and it isn't cheap. YEL costs 24.4 percent of your confirmed YEL income in 2026, the same rate at every age for the first time ever. It turns compulsory once that income reaches about $10,840 a year (9,423 euros) and the business has run four months unbroken. New entrepreneurs get a statutory 22 percent discount for 48 months, landing it near 19 percent.
YEL income is not your profit
In law, it's the wage you'd pay an equally skilled person to do your job, so it can sit well above what the business actually paid you. Set it below 15,481 euros and you can't join an unemployment fund.
The good news is the treaty
A social security agreement has run between the two countries since November 1992, assigning Finnish coverage to anyone self-employed and living here. YEL replaces the 15.3 percent US self-employment tax instead of piling on top. Ask the Finnish Centre for Pensions for a certificate of coverage.

The Trade Register comes first
A toiminimi start-up notification costs 75 euros at PRH. Live outside the EEA and PRH also has to clear you to operate.
VAT begins at 20,000 euros
Cross that in turnover in one calendar year and you register. The old small-business relief ended in 2025.
Family applies alongside you
A spouse and children apply on family ties, and that permit lets a spouse take any job.
Health care waits on DVV
The permit alone doesn't open public care. A municipality of residence, registered at DVV, does.
There's a two-week version of this
If what you're building is a growth startup, the route changes. Business Finland issues an Eligibility Statement, you attach it to a start-up entrepreneur application, and that one sits on Migri's two-week list. A D visa rides along, putting you on a plane as soon as the decision is made. Its money test is published: 1,210, 1,090 or 1,030 euros net per month by municipality group, plus funds for a year. No statement, no fast track.
Fit check
Who the route actually fits
A photographer with Finnish clients. A consultant who opens a toiminimi and invoices from Helsinki. A couple buying a Lapland guesthouse that already trades. What it doesn't fit is the reader this page probably pulled in: an American with U.S. clients and a laptop, hoping to bill from a cabin by a lake. No Finnish permit has ever covered that.
The way in for a remote worker
Qualify on some other basis first. Migri is explicit that anyone holding a valid Finnish residence permit may freelance or work as a light entrepreneur, provided the grounds it was granted on still hold. A job offer, a Finnish degree, a Business Finland statement or family ties all do it. Business activity is a right that rides on a permit here, not a permit of its own.
Budget for the dark
The shortest day in Helsinki runs about five hours and 49 minutes. A company whose first quarter starts in January starts it in the dark, and that belongs in the forecast.

Can this permit lead to permanent residence in Finland?
It can. Rules changed on 8 January 2026, and the paths now include six years of residence with satisfactory Finnish or Swedish plus a work-history test, or four years with income above 40,000 euros and no language test. For business owners, Migri weighs how profitable and credible the company looks.
How much money do I need for the entrepreneur permit?
Finland publishes no figure for this one, which is unusual. Other routes have hard numbers: 1,600 euros a month for an employed person, 3,937 for a specialist. Here an Economic Development Centre rules on whether the business is profitable and supports you.
How long does a Finnish entrepreneur permit take?
Migri publishes an estimate of four to six months, down from the eleven to twelve it used to quote. Two agencies review the file in sequence, which is the main reason it runs long. Renewals carry the same estimate, and you may keep trading while one is pending if you filed on time.
Can I move to Finland as a digital nomad?
Not on a nomad visa, because Finland has never created one, and there is no retirement or passive-income permit either. Every Finnish residence permit runs through work, study, business or family. Qualify on one of those and you are then free to take freelance work alongside it.
Do I still pay US self-employment tax if my business is in Finland?
Generally no. A social security agreement has been in force since November 1992, and it puts self-employed Americans who make Finland their home under Finnish coverage. You pay YEL contributions instead. Request a certificate of coverage from the Finnish Centre for Pensions and keep it with your return.

No. The Finnish Immigration Service says the permit needs your own Business ID and is not granted to freelancers or to light entrepreneurs who bill through an invoicing service company. It wants a registered Finnish business that you personally work in, not a client list.
