Ethiopia's Student Visa: a 30-day entry that leads to a residence ID

The visa gets you in the door for $62. Staying for a full degree takes a second step in Addis Ababa, and planning how you'll pay for it from the U.S.

Written for U.S. students in September 2026. Ethiopian universities teach in English, and some programs price tuition for foreigners in dollars. The paperwork is short, but the rules on overstays are strict and the security picture outside Addis Ababa matters.

How it works

Two documents, not one

The Student Visa (SV) is a single-entry eVisa good for 30 days, counted from the entry date you put on the application. It can't be extended. What keeps you legal for a semester or a degree is a temporary residence ID from the Immigration and Citizenship Service (ICS), which students can get with a letter from Ethiopia's Ministry of Education.

Before you fly

Apply at evisa.gov.et with an acceptance letter for a full-time course at a recognized school, a passport valid six months past your entry date, and a recent photo. ICS also asks for proof of tuition payment or a scholarship, proof you can support yourself (no minimum is published), a completed form and two passport photos.

After you land

Start the residence ID right away so it's issued well inside your 30 days. ICS quotes 5 to 10 business days. It doesn't publish the student fee or how long the ID lasts, so ask your school's international office, or ICS at info@ics.gov.et or 8133.

Don't come in on a tourist visa and enroll later. Ethiopia's eVisa rules say tourist visa holders shouldn't be found at any organization in the country.

Fines that can keep you from flying home

Under Regulation 559/2024, an overstay costs $30 a day, and an initial fine of $3,000 may be added. A residence ID left to expire costs $150 for every month it's lapsed. Fines are paid in cash, in U.S. dollars, and you can't leave Ethiopia until they're paid in full. Put your residence ID's expiry date in your calendar the day you get it.

Where the money comes from when your school is in Addis

Ethiopian sources won't tell you how an American pays, so here's that side.

Tuition

Prices vary by school and program. At one Addis Ababa University center (ACEWM), master's students from outside East Africa pay $80 per ECTS credit, while Ethiopian students pay 300 to 400 birr. Ask your program for its foreign-student rate in writing before you accept.

Federal aid

Federal loans work abroad only at foreign schools that take part in U.S. aid programs, and we couldn't find an Ethiopian university that does. Check the FAFSA school search, filtered by country, for the school you're considering. Pell Grants never apply abroad. As of July 1, 2026, Grad PLUS is closed to new borrowers, and graduate Direct Unsubsidized loans stay capped at $20,500 a year.

The workaround

If you enroll at a U.S. college and study in Ethiopia through its program, your home school processes your federal aid. Scholarships help too (see below).

Taxes

The IRS still taxes U.S. citizens on worldwide income, and if you live abroad you get an automatic two-month extension to file.

Studying through a U.S. college keeps your federal aid running through that school. In 2019-2020, 62 U.S. students studied in Ethiopia.

Is it safe for Americans to study in Ethiopia?

As of August 2026, the State Department rates Ethiopia Level 3, Reconsider Travel. It calls Addis Ababa stable but lists several regions, including Amhara, Tigray and Gambella, as Do Not Travel, and warns that internet and phone service are often cut during unrest.

How long does the Ethiopian Student Visa take to process?

ICS says most student visa applications take about 5 to 10 business days. Apply well before your term starts, because the 30-day visa clock begins on the entry date you choose.

Are classes at Ethiopian universities taught in English?
