The Investment Visa gets a business owner in the door, but each stay tops out at 90 days, many small-business sectors are closed to foreigners, and residence is a separate step.

Built for owners, not for living on savings
This visa fits an American who's putting real money into an Ethiopian company and will run or oversee it. The capital has to go into a licensed project, so a bank balance or a pension doesn't qualify you. If your plan is to live on savings or a remote salary, this isn't the route.

Reserved for Ethiopian investors, apart from star-designated national cuisine restaurants.
Travel agencies
Travel agencies and ticket sales are reserved for Ethiopians.
Guesthouses and small hotels
Reserved too, unless the property is star-designated.

Open to foreigners since 2025, but only with $2.5 million in paid-up capital.

Visa fees are mid-change
In March 2026, Ethiopia approved a new immigration fee schedule that takes effect once it's published in the official gazette. Press reports put the five-year investor visa at $4,000 under it. As of September 2026, the official eVisa site still lists investment visas from $62 for 30 days to $502 for 12 months. Check evisa.gov.et the week you apply.
From Investment Commission permit to residence card, in order
Two agencies run this. The Ethiopian Investment Commission (EIC) licenses your business, and the Immigration and Citizenship Service (ICS) handles your visa and residence. Every U.S. document needs a notary, an Ethiopian embassy stamp, then Ethiopia's Ministry of Foreign Affairs.
- Get a support letter from the nearest Ethiopian embassy and apply online for the Investment Visa. Investment trips can't use visa on arrival.
- Apply to the EIC with a business plan, company profile, memorandum and articles, your passport and your visa.
- Open a foreign currency account with the EIC's permission letter, wire the capital, and register it within one year.
- Get the investment permit before you operate, then a work permit if you'll manage the company.
- Line up a residence permit early. Temporary permits last up to a year and are replaced as needed.
Family, work and the long game
Spouse and children
Dependent residence is $500 each under the 2026 fees. It doesn't allow work; an adult needs their own work permit.
Running your company
Managing roles need a work permit, and the 2026 rules allow one foreigner per designated management position.
Permanent residence
Investors can get it without the usual three years of living in Ethiopia first.
Owning a home
Licensed investors skip the $150,000 floor on a first home. You own the building; the land stays leasehold.
Citizenship
Possible after four years of residence, but Ethiopia requires you to renounce other nationality.
The 10-year golden visa
$10 million invested, or $5 million with substantial local hiring, plus a $10,000 fee. Due to launch in the fiscal year that began July 2026.
Money, taxes and the risks to price in
Here's the catch: moving money in and out takes care. Register your capital with the EIC within a year of bringing it in, or you put your right to send profits home at risk. Since July 2024, banks trade dollars at freely negotiated rates, so the birr can move fast.
- Corporate income tax is 30%, and foreign investors' branches pay the same rate.
- Owning or running a foreign company can mean filing IRS Form 5471 with your U.S. return.
- Overstays and lapsed residence permits are fined $30 a day under the 2024 penalty rules.
- The State Department rates Ethiopia Level 3, Reconsider Travel, citing unrest, kidnapping, terrorism and exit bans.

Does investing in Ethiopia lead to permanent residence or citizenship?
Permanent residence is possible. Ethiopia's immigration rules let a foreigner engaged in investment get a permanent residence permit without first living there for three years, and the five-year permanent residence ID costs $3,000 under the 2026 fees. Citizenship takes four years of residence and requires renouncing other nationality, so an American would have to give up U.S. citizenship.
Which businesses can't foreigners invest in in Ethiopia?
Several small-business categories are reserved for Ethiopian investors, including restaurants, cafes and bars (except star-designated national cuisine restaurants), travel agencies, and hotels, lodges and guesthouses that aren't star-designated. Retail opened to foreigners in 2025, but only with $2.5 million in paid-up capital.
Can my spouse work in Ethiopia if I have an investor visa?
Not on a dependent permit. Family members can get dependent residence, $500 each under the 2026 fees, but it doesn't authorize employment. An adult who wants to work needs an independent work permit.
