Employment Visa (WV) and Work Permit

For foreigners hired by an Ethiopian company or foreign-invested enterprise. The employer sponsors the work visa, then obtains a work permit and the employee gets a residence ID. Employers must submit a plan to train Ethiopians to replace the foreign worker over time.

How it works

Permit approval, then the visa, then your residence permit

Your employer applies for the work permit with the Ministry of Labour and Skills, or through the Ethiopian Investment Commission if it's a foreign-invested company. The visa application then needs the ministry's letter saying the permit was granted.

The fine print

A permit designed to hand your job to someone else

Under the investment commission's 2021 directive, renewals stop at three years total unless the company invests $40 million or more or employs 1,500 people. Your employer must also train an Ethiopian to take over your role, with the first training plan due within a week of your start date.

  • CEOs, general managers and deputies skip the knowledge-transfer rule
  • The permit covers one employer and one job; a new job or promotion needs new approval
  • Teachers and health workers also need a government certificate of competence
  • If your job ends, your employer must tell immigration within three business days

Let a date lapse and you may not be able to leave

The State Department rates Ethiopia Level 3, Reconsider Travel (updated August 2026), with large regions at Level 4. It reports Americans assessed more than $100,000 in immigration fines and kept from leaving until they paid. Put every permit and visa expiry in your calendar.

Four things to settle before you sign

Your spouse can't work on your status

Spouses and children apply for their own visas and dependent residence. Dependent residence carries no work rights, so a working spouse needs a separate permit.

Two tax systems, no treaty

Ethiopia taxes monthly pay above 14,000 birr at 35%, wherever the salary is paid. The U.S. has no income tax treaty with Ethiopia, so the foreign earned income exclusion ($132,900 for 2026) carries the load.

Ethiopian-born? You may skip all of this

Holders of the Ethiopian Origin ID, the Yellow Card, can live and work in Ethiopia without a visa, residence permit or work permit.

Nonprofit staff use a different office

NGO employees get their work permits from the Immigration and Citizenship Service, not through this company route. A business visa never covers work.

Ethiopia work permit questions

Can I apply for an Ethiopian work permit myself?

No. The employer applies, either with the Ministry of Labour and Skills or, for foreign-invested companies, through the Ethiopian Investment Commission. It has to show no qualified Ethiopian is available, submit your employment contract and authenticated credentials, and file a plan to train a local replacement.

Can I work in Ethiopia on a business or tourist visa?

No. Any work in Ethiopia, including supervisory or managerial roles, requires a work permit. One Addis law firm puts the fine for unauthorized work at USD 2,000 plus USD 50 a day, and the State Department reports Americans kept from leaving the country until they paid immigration fines.

Do Ethiopian-Americans need a work permit to work in Ethiopia?

Not if they hold the Ethiopian Origin ID, often called the Yellow Card. Under Proclamation 270/2002, cardholders can live in Ethiopia without an entry visa or residence permit and can work without a work permit.

Can my spouse work in Ethiopia if I have a work permit?

Not on your status. Spouses and children need their own entry visas and dependent residence, and dependent residence doesn't include the right to work. A spouse who wants a job needs an employer to sponsor a separate work permit.

Can an Ethiopian work permit lead to permanent residence or citizenship?

Ethiopia's Immigration and Citizenship Service issues a permanent residence ID valid for five years and renewable, and the application includes a letter from an employer with a valid trade certificate. Citizenship is a harder sell: Ethiopia doesn't allow dual nationality, so naturalizing after four years of continuous residence means giving up your U.S. citizenship.

Do I owe U.S. taxes on an Ethiopian salary?

You still file a U.S. return, since the U.S. taxes citizens on worldwide income. The foreign earned income exclusion shelters up to $132,900 for 2026 if you spend at least 330 full days abroad in 12 months or qualify as a bona fide resident. Ethiopia taxes the same salary too, and there's no U.S.-Ethiopia tax treaty.

How much does an Ethiopian work permit cost?

As of September 2026, a new work permit through the Ethiopian Investment Commission costs USD 100 and a renewal USD 80 (USD 500 and USD 300 in a Free Trade Zone). On top of that come the employment visa, $402 for a 30-day single entry, and the USD 1,500 temporary residence permit for foreign employees set in July 2024.
