Permanent residence (residencia definitiva) isn't where most people begin. You arrive on temporary residence tied to how you support yourself, then switch.

If you're of Spanish or Latin American origin, you can switch after one year instead. El Salvador granted 1,915 permanent residences in 2025.

Pension or investment income

Most retirees start as pensionados or rentistas. Rentistas swear before a Salvadoran notary to their income and that they won't do paid work in the country. Renewing as a rentista costs $125 for one year or $240 for two on DGME's current form (dated 2022). DGME also has a separate permanent-residence form for pensioners, so ask a lawyer whether yours can skip part of the wait.

Temporary residents from outside Central America need two approvals to work: one from DGME and a permit from the Ministry of Labor.

DGME has a dedicated permanent-residence form for spouses and live-in partners (convivientes) of Salvadorans.

Donating or investing

An April 2025 reform lets foreigners who donate to or invest in government-run programs apply for permanent residence, with their family. El Mundo reports it skips temporary residence. No minimum has been published. The Freedom Visa asks $1 million in bitcoin or USDT for residence and a path to citizenship, and IMI Daily reports a cap of 1,000 people a year.

What slows files down

Your U.S. criminal record needs an apostille, and you'll also need a clearance from El Salvador's National Civil Police. Applicants report the apostille is often the slowest step, and files come back for irregular income papers, uncertified translations or expired police clearances.

Permanent residence lets you stay indefinitely. To renew, email form F37 and your documents to DGME in the 30 days before the card expires, pay through the link they send, then go to your appointment. Kids who turn 18 must register on their own within six months.

Time away

You can be outside El Salvador up to two years without losing status. During the temporary years, a March 2026 reform requires at least 90 days a year in the country.

Taxes

PwC says El Salvador taxes income earned in the country and other Salvadoran-source income. You're tax resident after more than 200 consecutive days in a year, and taxes paid abroad don't earn a credit there.

Citizenship

After five years of residence you can apply to naturalize. Here's the catch: the Constitution guarantees dual nationality only to Salvadorans by birth, and a naturalized citizen loses it after more than two years back in their country of origin or more than five years abroad without authorization. Get legal advice before you count on keeping both passports.
