Investor temporary residence

You put money into a Salvadoran business, register it with the Oficina Nacional de Inversiones (ONI), and show it's operating. It renews, and the years count toward citizenship.

The Freedom Visa

A $1 million contribution in bitcoin or USDT, capped at 1,000 people a year. It comes with residence and eligibility for citizenship.

Government program residence

An April 2025 reform lets people who invest in or donate to government-run programs go straight to permanent residence, at $690 for up to a year. Each program sets its own amounts.

Investment Visa

DGME's investor paperwork asks for something more concrete: a notarized copy of your foreign-capital registration from the ONI, plus records showing the business is actually running. For timing, DGME quotes about 45 business days for an investor extension, so don't count on a faster first approval.

What goes in an investor file

Register the investment with the ONI first, then build your personal file for the immigration agency, the Dirección General de Migración y Extranjería (DGME). One San Salvador firm charges $800 to handle the filing, plus government fees.

  • Valid U.S. passport
  • Birth certificate, apostilled
  • U.S. criminal record check, apostilled (good for three months if it shows no expiry date)
  • Salvadoran tax IDs (NIT) for you and for the company
  • Notarized copy of the ONI foreign-capital registration
  • Deed of incorporation, if you invest through a company
  • Proof the business operates: leases, ISSS payroll, or the last three months of income tax and VAT returns

Keeping residence once you have it

Renew in the 30-day window

File your renewal with DGME in the 30 calendar days before your card expires. Each extension needs a current ONI registration and last year's company income tax proof.

Spend 90 days a year

In one stretch or several. Fall short without documented force majeure and DGME approval, and your temporary status is canceled.

Watch the 200-day line

More than 200 consecutive days in a year makes you a Salvadoran tax resident. Profits from your Salvadoran business are taxed there, up to 30% on income above $22,857.14.

Keep filing with the IRS

The foreign earned income exclusion doesn't cover dividends or capital gains. If your foreign accounts, business ones included, top $10,000 at any point in the year, you owe an FBAR.

The long game

From investor to Salvadoran passport

Five years of residence, temporary and permanent combined, makes an American eligible to naturalize. Spaniards and Latin Americans by origin need one year; spouses of Salvadorans, two.

Here's the catch: a naturalized Salvadoran loses that nationality after more than two consecutive years back in their country of origin, or more than five straight years abroad without permission. If you'll spend most of the year in the U.S., plan on keeping residence rather than counting on a passport.

On the upside, since March 2024 El Salvador doesn't tax foreign dividends, interest or capital gains, so your U.S. portfolio isn't taxed twice.

What is the minimum investment for investor residence in El Salvador?

The immigration agency's published forms don't state a minimum. They require the investment to be registered as foreign capital with the Oficina Nacional de Inversiones (ONI) and the business to be operating, shown with leases, payroll or recent tax returns. Guides quote very different figures, so confirm the current threshold with a Salvadoran immigration lawyer before you commit money. The separate Freedom Visa requires $1 million in bitcoin or USDT.

Will El Salvador tax my U.S. investment income?

No. Since March 2024, El Salvador exempts foreign-source income, including dividends, interest and capital gains from securities abroad. Income from a Salvadoran business is taxed on a progressive scale up to 30%, with the first $6,600 exempt. You still file with the IRS, and the foreign earned income exclusion only covers earned income, not investment returns.

Does El Salvador's Freedom Visa lead to citizenship?

Yes. The Freedom Visa, launched in December 2023, asks for a $1 million contribution in bitcoin or USDT and a $999 nonrefundable deposit that's credited toward it. It's capped at 1,000 people a year, applicants must pass know-your-customer checks, and families can apply together. It grants residence and eligibility for Salvadoran citizenship. The government hasn't published how many it has approved.

Can I get permanent residence in El Salvador without temporary residence first?

Yes, if you join a government-promoted program. An April 2025 reform (Article 152, numeral 13, of the migration law) grants permanent residence to foreigners who invest in or donate to programs run by the central government, with no temporary residence first. The fee is $690 for up to a year, and each program sets its own terms. Standard business investors start with temporary residence.

How much time do I have to spend in El Salvador to keep investor residence?

At least 90 calendar days a year, in one stretch or several. That rule came in with Legislative Decree 531, in effect since March 31, 2026. Before it, being away more than three consecutive months or four total months in a year cost temporary residents their status. Exceptions now need documented force majeure and approval from the immigration agency (DGME).

Do Americans need a visa to visit El Salvador while setting up a business?

No. U.S. citizens can visit without a visa for up to 90 days. That 90 days is shared across El Salvador, Guatemala, Honduras and Nicaragua under the CA-4 agreement. You can carry at most $10,000 in cash in or out, so move investment capital by bank transfer.
