Brazil's VITEM IV student visa: an $85 visa with a paperwork problem

For Americans heading to Brazil for a degree, a language school or a year-long exchange. The fee is small. The FBI check, apostilles and notarized letters are where the time goes.

VITEM IV is Brazil's temporary visa for study stays longer than 90 days: university degrees, study or research exchanges, and technical or language courses. You apply at the Brazilian consulate that covers your state, and once you land you have 90 days to register with the Federal Police.

The Chicago consulate lists what counts: school through doctoral degrees, technical and language courses, and study or research exchanges, including a "year abroad" or part of your thesis research. The school needs a CNPJ tax ID and a listing in e-MEC, Brazil's education registry.

The visa ties you to that one school. Want to switch? You go through the Federal Police.

When you don't need it

A program of 90 days or less goes on the visitor eVisa, which the Chicago consulate lists at $80.90 for Americans. Postdocs count as researchers, so they apply for VITEM I instead. Already in Brazil on another status? You can ask the Federal Police for a study residence permit without leaving.

About that data card

Our record lists "Health insurance" as a requirement. Neither the Chicago nor the New York consulate asks for it on their VITEM IV lists. What they do require: an FBI background check, proof you can pay your way, and a detailed enrollment letter. The fee for U.S. passports is also $85 now, not $100 (the $100 rate applies to most other nationalities).

You start on the e-Consular portal, upload everything, and mail originals once they're approved. Consulates don't publish a processing time. One 2026 applicant guide reports two to six weeks at the consulate and suggests giving yourself at least two to three months to prepare.

FBI check

Issued within 90 days, as the original watermarked copy (Chicago won't take the FBI's PDF), and apostilled before you register in Brazil. Fulbright students get a waiver at the New York consulate.

Money

There's no fixed dollar floor. You show that housing, food, transport, daily costs and tuition are covered, usually with pay stubs plus two months of bank statements. A parent's support letter needs a notarized, apostilled signature.

Enrollment letter

It has to be notarized and list the course, length, class times, weekly hours and tuition. Chicago says it refuses incomplete letters.

Pay the fee with a USPS money order only. It isn't refunded if you're turned down.

Your first weeks in Brazil

Register within 90 days

Book a Federal Police appointment in the district where you live. The card fee is R$ 204.77, paid by bank slip. Miss the deadline and you can be fined.

Bring your birth certificate

It needs an apostille from the U.S. state that issued it, then a sworn translation into Portuguese done in Brazil.

Work, within limits

Paid work is allowed if the hours fit your class schedule. There's no fixed weekly cap in the decree; the Federal Police answer case questions.

Paying for it

Free public universities, but no federal loans

Brazil's constitution makes public education at official institutions free, and the Supreme Court has ruled that public universities can't even charge an enrollment fee. Getting in means passing an entrance exam or open selection, which the consulate checks.

Here's the catch for Americans: no Brazilian school appeared on the Department of Education's list of foreign schools in the federal loan program when we checked in September 2026. Pell Grants never apply at foreign schools, and Grad PLUS closed to new borrowers on July 1, 2026. A semester abroad is different: your U.S. school's aid office may be able to apply your aid to its Brazil program.
