Budget about $1,700 a month for one person in Roseau, with $1,400 to $2,000 the realistic spread depending on how you live. Couples should plan around $2,400, and a family of four around $3,500. A one-bedroom in or near downtown runs about $650 a month, closer to $500 farther out. These are 2026 estimates in U.S. dollars with medium confidence, so use them to plan a scouting trip, not to sign a lease.

Roseau is Dominica's capital, on the island's southwest coast. It's where the government offices, banks, the main hospital and the Saturday market are, with steep green mountains climbing right behind the rooftops.

It's a good fit if you want nature close by and can live without nightlife, big-box stores or polished infrastructure. It's a harder sell if you want a beach town, a large American community or specialist care on hand. Hurricane season and steep, wet roads come with the address.

Getting around

Transport in Roseau

Downtown Roseau is compact enough to do errands on foot, though sidewalks are uneven or missing in places and the hills start right behind the waterfront. For anything farther, most people ride the minibuses: 8 to 14-seat vans with the route number painted on the side, leaving from set stops around town. A ride within Roseau costs about $0.75 (EC$2) as of April 2026, paid in cash to the driver. There's no timetable. Buses go when they fill up, service thins out after dark, and Sundays and holidays are quiet.

Taxis wait at hotels, the cruise port and the airport. They don't run meters, so settle the price before you get in. Douglas-Charles Airport, where most flights land, is about an hour away on the cross-island road, and a taxi for that run costs about $50 to $80.

If you'll live in the hills above town or want weekends in the interior, plan on a car. Dominica drives on the left, and the State Department rates major roads average to poor. Rental agencies issue the temporary driver's permit you'll need, about $12 for one month as of April 2026, so bring your passport to pickup.

Community and practical notes

Who you'll meet, and where you'll get care

Community

We couldn't find an organized expat group in Roseau. Day to day you'll be among Dominicans, plus people on the island for government, aid or business work. Your social life will grow out of the market, church, hiking groups and the neighbors on your street.

Healthcare

The island's main hospital, the Dominica China Friendship Hospital (formerly Princess Margaret Hospital), is in Roseau's Goodwill area. It handles emergency care, surgery, maternity, dialysis and specialist clinics, though it refers patients abroad for the most complex treatments. Living in town keeps it within easy reach.

The State Department notes that hospitals often expect payment up front and that the U.S. government won't cover your bills, and it recommends medical evacuation coverage. Hunter Schultz, a healthcare coach, and ExpatInsure, which brokers global health insurance, can help you set that up before you go.

Internet and remote work

Home internet runs about $55 a month. We couldn't confirm a coworking space in Roseau, so if your job depends on video calls, test the connection at the specific apartment before you sign.

Hurricanes

Hurricane season runs June 1 to November 30, peaking August to October, and those are also Roseau's wettest months in our climate data. Ask landlords how the building has held up in past storms, and read your policy's storm terms before the season starts.

Retiring in Roseau

Roseau suits retirees who want the hospital, pharmacies and banks nearby and don't mind hills. See Dominica's residence routes in Moving to Dominica, and compare countries in our retirement visas guide.

LGBTQ expats

In April 2024, Dominica's High Court struck down the sections of the Sexual Offences Act that criminalized consensual same-sex relations. Reporting at the time noted that public attitudes lag well behind the law, and the State Department says no laws protect gay or lesbian people from discrimination. Put wills, powers of attorney and medical directives in writing before you move.

Black Americans

Most Dominicans are of African descent. We couldn't find firsthand accounts from Black Americans who've settled in Roseau, so a stay of several weeks is the best way to judge everyday life for yourself.

Limited mobility

Roseau is tough going with a wheelchair or limited mobility. The State Department describes access to buildings, sidewalks and transport across Dominica as very difficult: sidewalks are uneven, crossings are rare and poorly marked, and buses and taxis have no accommodations.
