Who it fits
Built for people with a boss outside the UAE
The federal rules describe it as residence for people employed by a company outside the UAE who want to live inside it. You can't take work from a UAE employer or UAE clients on it.
Freelancers and business owners should check before filing. Dubai accepted owners with a year of company ownership in 2023, but a UAE law firm reading the 2026 rules calls it an employee-only route.

From visa on arrival to Emirates ID
Get in the door
Americans get a free visa on arrival for up to 90 days in any 180. Many people land that way and apply from inside. Dubai's GDRFA also issues an entry permit from abroad for AED 200 plus 5% VAT.
Build the file
You'll need a passport valid at least six months, a photo, a letter or contract from your employer, a salary certificate, bank statements, and health insurance that covers treatment in the UAE. Travel insurance doesn't count. Dubai residents file with the GDRFA online or at an AMER center; Abu Dhabi and the other emirates go through ICP.
Pay and finish inside the country
Dubai charges AED 200 for the permit, AED 20 in small levies and AED 500 for applying in-country, plus AED 20 delivery. Then comes a medical test in the UAE (one provider starts at AED 325, about $88) and your Emirates ID at AED 100 per year of validity plus an application fee.
Budget for the whole first year
Insurance typically runs AED 1,500 to 5,000 (about $410 to $1,360). One Dubai provider puts the realistic first-year total at AED 4,000 to 7,000, or about $1,090 to $1,910.
Check the travel advisory before you commit
In August 2026, the State Department rated the UAE Level 3, Reconsider Travel, citing terrorism threats and armed conflict involving Iran. Read the current advisory and the U.S. Embassy's alerts before you sign a lease.

Deposits that don't match
If your contract says one salary and your statements show another, the file can get flagged. Applicants report one month under $3,500 is enough for a refusal.
The 180-day rule
A UAE residence visa is canceled automatically after more than 180 days outside the country. This visa isn't on the list of exceptions.
The wrong insurance
The policy has to cover treatment inside the UAE for your whole stay. A travel policy won't pass.
Your prescriptions
Many U.S. medications are controlled in the UAE, and anything with CBD is banned. Get approval before you pack them.
Your passport itself
The UAE turns away U.S. passports with an X sex marker. The medical test also screens for HIV and tuberculosis.
Letting it lapse
Overstays cost AED 50 a day, and unpaid fines have to be cleared at the airport before you can leave.

The UAE has no personal income tax, but you still file a U.S. return on your worldwide income. The 2026 foreign earned income exclusion is $132,900, so a salary at the $3,500 floor (about $42,000 a year) fits under it if you pass the physical presence or bona fide residence test. The U.S. and the UAE have no income tax treaty and no Social Security agreement. If you're self-employed, you still owe 15.3% self-employment tax. File an FBAR once your foreign accounts pass $10,000.
Spouse and kids
Dubai lists family sponsorship for virtual work holders. Their visas can't run longer than yours, and they need to be in the UAE while you apply for them.
Your budget
