Peru lets you switch from tourist to student without leaving
The in-country change costs S/ 161.40, about $47, and Migraciones promises an answer within 30 business days. Federal student loans are the part that won't come with you.
Two filings lead to the same student residence: one made from outside Peru, one made after you land. Both need an apostilled FBI record and a school the Peruvian state recognizes.

Where you're standing decides which form you file
Peru calls student status Formación. It covers university (undergraduate and graduate), technical institutes, basic education and professional internships at state-recognized schools.
Filing from home
Migraciones requires you to be outside Peru for this one. The fee is S/ 58.80, about $17, and the result arrives by email within 30 business days.
Filing after you land
This is the change of status, and you can only request it from inside Peru. It costs S/ 161.40, about $47. You file it yourself; an agent with a power of attorney can't do it for you.
The tourist window you're working in
PUCP, Lima's Catholic university, confirms you can start classes after a tourist entry, as long as you then change to Formación. Border officers set your days on arrival, and the U.S. Embassy says tourist extensions aren't available. Overstays cost 0.1% of Peru's tax unit per day: S/ 5.50, about $1.60, in 2026.

Start the FBI check before you pick classes
Dollar figures use S/ 3.42 per dollar, the central bank rate in September 2026.
Your record, twice
Migraciones wants proof of no criminal record in every country you lived in during the last five years. For Americans, that's an FBI Identity History Summary: $18, and about 48 hours if you give fingerprints at a participating post office. The FBI won't send it on for an apostille, so arrange that yourself. Filing inside Peru also needs a Ficha de Canje Internacional from Interpol Lima, no more than six months old.
Spanish, certified
Every U.S. document needs an apostille, and anything in English needs a Spanish translation by a certified or sworn translator.
The school's letter
For resident status, your enrollment certificate has to show studies of one year or more. For the in-country change it can't be more than 30 days old, so request it last.
Money
There's no fixed bank balance. You sign a sworn statement that you can support yourself for the length of the status.

About that data card
Our card says processing takes 15 days. Migraciones gives itself up to 30 business days, and applicants report two to three months in practice. Our requirements list also stops at "Proof of financial means" and an application form. The real file adds the five-year criminal record check, apostilles, Spanish translations and, for in-country changes, the Interpol Lima record. We've asked for the card to be fixed.
Paying for it
No Peruvian school is on the federal loan list
The Education Department's list of foreign schools in the federal loan programs has no entry for Peru, so enrolling directly means no federal loans. Pell Grants never work at foreign schools, and Grad PLUS closed to new borrowers on July 1, 2026.
The route that keeps your aid
A study abroad term run through your U.S. college. Federal aid for it is processed by your home school, which decides what it will certify.
What a term costs at PUCP
PUCP quotes visiting students about US$285 per semester credit plus a US$110 enrollment fee, and offers no financial aid to international students. Semesters run 17 weeks. Its own budget puts a room in Lima at US$250 to US$450 a month.
Work is limited to internships and school breaks
Formación doesn't come with open work rights. A separate permiso de trabajo extraordinario lets students do professional internships or vacation-period jobs for up to 60 days. It costs S/ 19.10, about $6, needs a certified copy of the work contract, and Migraciones decides within 5 business days.
After approval
One year at a time, with a card and a clock
Each grant runs up to 365 days and can be extended for the same period, so a four-year degree means renewing. Once approved, you pay for the carné de extranjería and book an appointment through the Agencia Digital to pick it up. Banks and landlords will ask for it.
Trips home
Migraciones has a separate authorization for residents who need to stay outside Peru more than 183 consecutive days because of an emergency. Plan summers well under that.
Who should skip this route
A single semester or a Spanish course won't meet the one-year enrollment rule for resident status. Whether you get temporary or resident classification is also up to the immigration officer, so a short program may get a shorter grant.
How long it really takes
The official window is 30 business days. One applicant who switched from tourist status reports waiting about six months, and LimaEasy puts the usual wait at two to three months.
