On Panama's other investor route, the Friendly Nations Visa, you sit on a provisional card for two years before you can even apply for the permanent one. Here you write a bigger check and start at the finish line instead.

That speed is the product. The cheaper routes ask for less money and more patience. This one asks for more money and almost none, which is why it suits people buying options for later rather than hunting the cheapest residency on the shelf.

Here's the catch. This isn't the right door for everyone who can afford it. If you have a pension that pays $1,000 a month for life, Panama's Pensionado route buys the same permanent card for a few thousand dollars. Pay for speed only when speed is worth something to you.

The property has to be titled, recorded in Panama's Public Registry, and free of liens. Rights-of-possession land, the kind that shows up suspiciously cheap on beach listings, does not count no matter how the seller frames it.

You can borrow, but only above the line. Buy a $420,000 apartment with $300,000 of your own money wired in from abroad and finance the rest, and the equity is what qualifies. A $300,000 purchase with a mortgage on it generally won't.

Pre-construction counts too. A purchase contract on a project that's still going up can qualify you, which is how plenty of Panama City buyers hit the number.

One ordering detail trips people up: the Ministry of Commerce and Industries certifies that your investment qualifies before immigration ever opens the file. Money first, then the certificate, then the application.

Where that money goes is up to you. At this number, buyers cluster in Panama City towers, the beach corridor around Coronado, the Boquete highlands and the quieter Azuero coast. The five-year hold is a good argument for buying something you'd want to own anyway.

About that data card

Two lines up there need context. The 90 days is the outside edge of the legal window rather than the norm: the decree gives the one-stop desk about 30 business days to decide a complete file, and practitioners report real files landing in between once documents and biometrics are counted. And "real estate or business" is loose. This visa runs on property, securities or a bank deposit. Buying into a Panamanian company is a different permit with its own rules and a lower $160,000 floor.

The investment is locked for five years. Sell the apartment, break the deposit, or pledge it as collateral before then, and Panama can pull the residency along with it.

Your naturalization clock is also five years; it starts at the same moment, so the two run together. After five years of permanent residence, you can apply for Panamanian citizenship, which means Spanish, a civics exam and a process that takes as long as it takes. Being allowed to apply is not the same as being handed a passport.

Holding the residency in the meantime is the easy part. Set foot in Panama once every two years, for any length of stay, and you're current. No minimum-stay rule, no renewal treadmill, no annual filings to forget.

Residency is not a tax plan

Panama taxes what Panama earns. Foreign pensions, foreign dividends and money you make working outside the country generally aren't taxed here, and that is a genuine advantage. The residency card just doesn't hand it to you.

You become a Panamanian tax resident by spending more than 183 days a year in the country, or by moving your home and your life here. Owning an apartment and flying in every other year does neither.

If you're American, none of it gets you out of a U.S. return. Citizenship-based taxation follows you around the planet. What changes is the second layer: no Panamanian tax on your foreign income, no wealth tax, no inheritance tax on assets held abroad. Income you earn inside Panama is taxed on a normal scale that starts at 15 percent above $11,000.

Friendly Nations asks for $200,000 instead of $300,000, but only citizens of about 50 listed countries can use it, and it starts with two years of provisional residency before you apply for the permanent card. The investor route is open to any nationality and is permanent from approval. You're buying speed and certainty.

Panamanian law does force a review of these amounts every two years, and the program has changed on short notice before. Price the deal, not the countdown clock.

Does the investor visa lead to a Panamanian passport?

Not by itself. After five years of permanent residence you become eligible to apply for citizenship, and that's a separate process with a Spanish requirement and a civics exam. Panama has also authorized a special travel document for qualified investors, which proves your status but is not a passport and is not citizenship.

Do you have to live in Panama to keep the residency?

No. One visit every two years, of any length, keeps permanent residency alive. There's no minimum-stay requirement and no renewal to file. Spending real time in the country only matters if you want to become a Panamanian tax resident or eventually apply for citizenship.
