A degree, a six-month contract, and gross pay of at least 1,001,048 forint a month. That is about $3,170, and you can file from inside Hungary.
This is the Hungarian permit for people with a degree and a serious offer. Its core rules come from a European directive, not from Budapest. Here's the salary bar, the filing routes, and the part Hungary hasn't finished building.

Why this permit now
The permit Hungary didn't write
In 2024, Hungary replaced its residence rules with a list of named purposes and scrapped the catch-all permit that absorbed anyone who didn't fit one. A June 2026 amendment then closed the guest worker route to new applications. What's left is short. The EU Blue Card's core tests are written into EU law. That's why Budapest immigration lawyers expect the new government's overhaul to leave it largely intact.
Employers had already started moving. Hungary issued 2,942 Blue Cards in 2024, the third highest count in the EU behind Germany and Poland, after a year as one of the union's smallest issuers.
It isn't a soft landing. Hungarian HR guides call this the country's steepest salary threshold, and everything runs through one government portal, Enter Hungary.

The 2026 number
Gross pay has to clear 1,001,048 forint. At 316 forint to the dollar in mid-September 2026, that's about $3,170 a month. It's a formula: the average Hungarian gross wage from two years earlier, times one and a half. The same formula produced 883,671 forint for 2025, so the bar jumped 13 percent in one January.
Where that sits locally
Full-time employees here averaged 754,700 forint a month in June 2026, and the median was 615,600. Because the peg looks two years back while wages climb seven to twelve percent a year, the floor sits roughly a third above today's average pay and two thirds above the median. This is a senior offer, not a graduate one.
The nine jobs with a cheaper bar
Nine tertiary health occupations qualify at 800,838 forint instead: general practitioners, pharmacists, optometrists, dieticians, physiotherapists, district nurses, ambulance officers, nurses and midwives. Engineering and software work get no discount.
EU Blue Card

About that data card
We switched the requirement list off: every line is accurate and the decisive ones are missing. It says the job must pay "above a specified threshold" without naming it, and it skips both the six-month minimum contract and the experience route open to executives and IT specialists. Two more. The permanent-residence window printed above, 18 to 33 months, matches no Hungarian rule: a national residence card asks for three unbroken years here plus a pass in Hungary's cultural knowledge exam. And 60 days isn't the statutory clock. The directorate gives itself 70 days to decide on the merits.

A U.S. passport lets you file on Hungarian soil
Because Americans enter visa free, the directorate accepts a first residence-permit application lodged inside the country during a legal stay, as long as you don't already hold a Hungarian permit. File online through Enter Hungary, or in person at your regional directorate. Bulgaria and Finland send you back to a consulate for this. Hungary doesn't.
Or the employer does it for you
With your written consent, your employer can submit the application through Enter Hungary whether or not you've arrived. If they file, the finished card is posted to them, not you.
The consular route
Apply at a Hungarian mission and the residence-permit application contains the visa application, so there's no second form. Approval produces a single-entry D visa good for a 30-day stay, valid three months, and it lapses if you don't travel inside that window. A refusal leaves eight days to appeal.

Relatives can apply for family reunification on the strength of your card. Hungary's guest worker route offered none.
Not a dead-end permit
The ordinary employment permit and the White Card are both excluded from the national residence card. This one isn't.
A TAJ number through payroll
Your employer registers you in Hungary's public health system, and the TAJ number usually lands about eight days later.
Another country's card counts
Hold one from a member state where you lived 12 months and Hungary decides in 30 days, not 70.
A flat 15 percent income tax
Employee contributions add 18.5 percent, so a floor-level salary nets around 665,700 forint a month, roughly $2,105.
Schengen without a second sticker
Hungary is in Schengen, and the permit carries your short trips into the rest of the zone.

What the directive promises and Hungary hasn't built

Every job change is a fresh application
Under the directive, a year on the card should turn an employer move into a notification. Hungary hasn't built that. Its own factsheet says changing employer, changing your job description, losing your position or adding a part-time role all require a fresh extension application, no matter how many years you've worked here. Budapest practitioners call it an oversight.
Someone checks whether a Hungarian could do the job
The European Commission's own country page says Hungary applies a labor market test, and a 2026 Hungarian HR guide describes the government office confirming no suitable local or EU candidate was available first. Shortage roles can skip it. Assume yours won't.
January can reach into a card you already hold
When the floor rose for 2026, the directorate said every valid card holder's salary had to reach the new figure, including cases filed in 2025 but decided this year. Fall short and they invite you in to discuss changing your purpose of residence. That's a raise your employer has to approve.

If the salary bar is out of reach
Hungary has other employment routes, and they're not equivalent. The Hungarian Card, introduced alongside the 2024 rules, aims at high-skill IT, engineering and science roles, runs up to three years at a time, and accepts only degrees earned outside Hungary. The plain employment permit is narrower than its name suggests. Budapest firms report it now reaches only nationals of countries with the right bilateral agreement. It also sits on the exclusion list for the national residence card.
The White Card, the remote-work permit, stops at two years with no renewal and no switch to anything else.

Do I still file US taxes on a Hungarian salary?
Yes. Americans file every year wherever they live. Hungary taxes salary at a flat 15 percent, with 18.5 percent in employee contributions on top. The two countries no longer have an income tax treaty, so relief comes from US credits rather than treaty rates. Their social security agreement survives.
How long does a decision take?
Hungary's immigration directorate decides on the merits within 70 days of submission, or 30 days if you already hold another EU country's Blue Card, extendable once by 30. Waiting on missing documents doesn't count. The EU's immigration portal prints a 90-day national maximum for Hungary.
Can I switch employers once I'm there?
You can, but not with a phone call. Hungarian rules require a new extension application through Enter Hungary for a change of employer, a change of job description, a part-time role on the side, or the end of your employment, however long you've worked there.
Is a degree required?
Almost always. The rule asks for a tertiary qualification suited to the position, and the authority checks that the two line up. One exception is named: executives and information and communication technology specialists can offer three years of relevant experience from the seven years before they apply.
Can I apply while I'm in Hungary on my US passport?
Yes. Americans enter Hungary visa free, and the immigration directorate will take a first residence-permit application filed on Hungarian soil during that legal stay, on the Enter Hungary portal or at a regional office. Paid work has to wait for the card, and the route is closed to anyone who already holds a Hungarian permit.
