Ghana's student residence permit is cheap and so is the degree. What doesn't travel is your American financial aid.
Ghana's student residence permit costs about $23 and takes roughly a month. A humanities year at the University of Ghana runs $4,657. The expensive part isn't Ghana at all but what happens to your American financial aid when you get there.

A year at Ghana's flagship costs less than one US semester
The University of Ghana publishes its international rates in dollars, so there's no guessing. A year of humanities is $4,657. Business or law is $5,276, science and agriculture the same, applied sciences $8,143. The health tracks are the outlier: nursing $9,216 and medical school $13,886.
Two things make this unusually easy for Americans. English is Ghana's official language and language of instruction, so there's no language test standing between you and a seat. The degree is recognizable, too: Legon has been granting degrees since 1948. Private options exist: Ashesi University outside Accra is a well-known private option at roughly twice Legon's price.
The good news is that the visa side is just as cheap. The bad news is on the American end and sits further down.

A semester abroad and a Ghanaian degree are different animals
Almost every American in a Ghanaian classroom got there one of two ways; the choice decides both your paperwork and funding.
You go through your US campus
NYU runs its own academic center in Accra and lets students take courses at the University of Ghana at Legon. CIEE has run a study center at Legon for decades. You stay enrolled at home, your credits transfer, and your home financial aid office handles the money. Short programs usually run on a visitor visa, not this permit.
You enroll in Ghana yourself
You apply to a Ghanaian university directly, pay the international rate, and become that school's student. This is the permit you need, and it's the route where the American funding rules bite hardest.
If you're weighing a full degree, work out the aid question before accepting an offer. It's the thing that changes the math, not the tuition.

About that data card
A few corrections. The $150 doesn't match any line in Ghana's 2026 schedule: the Immigration Service prices a student residence permit at GHS 259 for a U.S. passport, about $23, in force since March 2, 2026. The requirements list is also off. Immigration's own page asks for a letter from your school to the Comptroller-General, your fee receipts and copy of your Non-Citizen Ghana Card, and it doesn't ask for police clearance or a health certificate, though a medical exam is a separate prerequisite. Dollar conversions here run at roughly 11.5 cedis to the dollar, where it sat in mid-September 2026.
The process
Your school files this, not you
This part surprises people. The application is addressed to the Comptroller-General of Immigration, and it goes in as a letter from your institution. At the University of Ghana, you walk it through the International Programmes Office; other schools run it through their international affairs desk. So your first stop in Accra is an office on campus, not an immigration counter.
The order of operations matters. Get the Non-Citizen Ghana Card first because immigration won't take a permit application without it. Sit the immigration medical before you file. Expect to hand over your passport while the file is being worked. Then the permit runs for the length of your program and gets renewed each year.
Arrive early enough to do all of this inside the days the officer stamped you in for. Overstaying is billed by the month, and it's an avoidable way to start.

Kumasi and Cape Coast are the cheap seats
Our data puts a single person in Accra at about $1,800 a month, which is not the bargain people expect from West Africa. Move to the university towns and it changes: Kumasi runs about $1,000 and Cape Coast about $900. Those happen to be home to KNUST and the University of Cape Coast. A cheap meal is $3 in both, against $7 in Accra. Home internet is $40 to $45 either way.
Here's the catch that blindsides newcomers. Ghanaian landlords routinely want one to two years of rent paid upfront. The law caps it at six months; the market ignores that. It's why a university hostel room is worth taking in your first year, even if it's smaller than what you'd rent.

Why this permit doesn't come with a job
Canada gives students 24 hours a week, Australia 48 per fortnight, France 964 hours a year. Ghana gives you none. A student residence permit covers study; paid work or a paid internship needs separate authorization. Some guides claim a 20-hour rule; no Immigration Service source supports it. Plan your money as though you cannot earn a cedi, because you can't on this permit.
Paying for it
Not one Ghanaian school takes U.S. federal loans
The Department of Education publishes the list of foreign schools in the federal loan programs. It runs to 747 institutions across 48 countries. Ghana is not one of them, and only two African countries are on it at all, Egypt and South Africa.
That means no Direct Loans at a Ghanaian university. It also means something quieter that catches people out: an in-school deferment needs a school the Department recognizes, so loans you already owe keep their payment schedule while you sit in a lecture hall in Accra. Pell has never worked at any foreign school, and taking even one online course ends your loan eligibility for that term anyway.
The flip side is real. A semester through your U.S. campus is a different case entirely because your home school certifies that aid. And $4,657 is a small hole to fill by American standards. Just fill it knowingly. The published list is a dated snapshot, so ask your school in writing before you accept a place.

What is the Non-Citizen Ghana Card and do I really need one?
It is the national ID card for foreigners, issued by the National Identification Authority, and it costs $120 with renewals at $60. You need it before immigration will process your residence permit, and it gates ordinary life too: registering a SIM card, opening a bank account and getting a driver's license all ask for it. Get it in your first weeks.
Can I work while I'm studying in Ghana?
Not on this permit. A student residence permit authorizes study, not employment, and paid work or a paid internship requires separate authorization from the Immigration Service. This is a real difference from Canada, Australia and France, which all build a weekly work allowance into the student visa. Plan a budget that assumes no local income.
Can I use FAFSA or federal student loans at a Ghanaian university?
No. No Ghanaian institution appears on the Department of Education's list of foreign schools in the federal loan programs, so there are no Direct Loans and no in-school deferment on loans you already carry. Pell grants never work abroad. If you attend through a US home campus on a study abroad program, that school handles your aid normally.

You also need a yellow fever certificate, which the visa application itself asks for.
