El Salvador's student residence, explained for Americans

You can land without a visa, but a semester or a degree means temporary residence for studies, renewed every year and tied to a new 90-day presence rule.

Who files, what goes in the file, what renewals cost, and how Americans pay tuition when no Salvadoran school takes U.S. federal loans.

Americans fly in without a visa, but study isn't something a visitor can do. The immigration agency, DGME, lists studying without the right permit as an infraction under Article 224 of the migration law.

The permit is temporary residence for studies, filed on DGME form F10. The likeliest use is an exchange at the Universidad Centroamericana José Simeón Cañas (UCA), which takes non-resident students for a semester or up to a year. For a full degree, UCA asks foreign applicants for proof of legal residence unless the program isn't in person.

It's the wrong route if the real plan is a job. Work needs its own authorized residence, and working without it is a serious infraction.

The 90-day rule that started in March 2026

Legislative Decree 531 requires temporary residents to spend at least 90 calendar days a year in El Salvador, and it applies from March 31, 2026. The days can be in one stretch or added up. Falling short can cost you the residence, with an exception only for force majeure. DGME's own FAQ still describes the older absence limits, so plan around the decree, especially if you expect long breaks at home.

What goes in the file

This checklist comes from a San Salvador law firm that files study residences. Check it against DGME's current form F10 before you apostille anything.

Every U.S. document needs an apostille and a Spanish translation. Order the background check last: the firm notes that one with no printed expiry date counts as valid for 3 months from issue.

Residence fees run from $70 to $260, depending on the type (as of November 2025). A lawyer is optional; one firm charges $450 plus the official fees.

  • Valid U.S. passport, the original
  • Birth certificate, apostilled
  • Criminal record check if you're 18 or older, apostilled
  • Current enrollment certificate from your school, notarized
  • Medical certificate from a doctor in El Salvador
  • Proof of who pays your living costs, such as salary letters or tax returns

Renewing, year after year

File in the 30-day window

Submit your extension in the 30 calendar days before your current residence expires. Each renewal runs up to one year.

Show you're still enrolled

Bring an original enrollment certificate that shows your start date, plus your passport. Interns and scholarship holders add a letter from the institution.

Fees don't come back

DGME doesn't refund fees, so make sure every document is apostilled and translated before you pay.

A five-year ceiling

No one can hold temporary residence for more than five years. After that, the options are permanent residence or leaving.

The money

Paying tuition when federal loans don't follow you

At UCA, each cycle for the 2027 intake costs $110 in enrollment plus five monthly payments. The minimum monthly fee is $133 to $139 in social sciences and humanities and $144 to $166 in engineering and architecture. The admission fee is $25.

The problem with U.S. aid

No school in El Salvador is on the Education Department's list of international schools in the federal loan programs (we checked in September 2026). Enroll directly and you're paying from savings, scholarships or private loans.

The route that keeps aid in play

Go through a study abroad program at your U.S. college. Federal aid for study abroad is processed by your home school, so ask its financial aid office which of your awards apply. For graduate students, Grad PLUS closed to new borrowers on July 1, 2026, and non-professional graduate programs now cap federal loans at $20,500 a year and $100,000 in total.

Student residence questions

Can I work in El Salvador on student residence?

Not without separate authorization. El Salvador has a distinct temporary residence that includes permission to work, and working without authorization is a serious infraction under Article 225 of the migration law.

How much does student residence in El Salvador cost?

Residence fees run from $70 to $260 depending on the type, as of November 2025. Each renewal after that costs $125 for up to a year for non-Central Americans, and fees aren't refundable. Budget separately for apostilles, translations and, if you want one, a lawyer.

Can my spouse or children come with me?

They need their own status. El Salvador has a separate temporary residence for people accompanying a family member, with its own file. Ask DGME or a Salvadoran immigration lawyer for the current requirements before you apply.

Can I use FAFSA or federal student loans at a university in El Salvador?

Not by enrolling directly. As of September 2026, no Salvadoran school appears on the U.S. Department of Education's list of international schools in the federal loan programs. If you go through a study abroad program at your U.S. college, your home school processes your federal aid.

Does student residence lead to permanent residence in El Salvador?

Not automatically. Temporary residence is renewable, but no one can hold it for more than five years. Permanent residence allows an indefinite stay and any lawful activity. Whether student years count toward it isn't spelled out, so confirm with DGME.

Do Americans need a student visa for El Salvador?

Not a visa, but you do need a permit. U.S. citizens enter with a $12 tourist card bought on arrival. To study, you need temporary residence for studies from El Salvador's immigration agency, DGME, and studying without it is listed as an infraction under Article 224 of the migration law.

How long can I spend outside El Salvador as a student resident?

Since March 31, 2026, temporary residents must be in El Salvador at least 90 calendar days a year, consecutive or added up. Falling short can lead to cancellation of the residence, with an exception for force majeure.

Is El Salvador safe for American students?

The U.S. State Department rates El Salvador Level 1, exercise normal precautions, as of June 2026. It also notes that a state of exception declared in March 2022 is still in place and that several U.S. citizens detained under it have yet to face trial. It advises against driving at night or on unpaved roads.
