Dominica will hand you a student visa at the airport. It won't hand you a loan.
Basic sciences run $5,750 a semester at All Saints in Roseau, a U.S. passport needs no entry visa for six months, and not one school on the island can touch federal student aid.
Here's the catch, which arrives long before you pack. The visa side of studying in Dominica is about as light as it gets in the Caribbean. The money side is entirely on you. Dominica sits off the list the U.S. Department of Education keeps of countries whose medical accreditation matches its own, so federal student loans don't reach a single school here.
The school list is short, and one name left the island
Dominica has about 70,000 people, so the campus map fits on a postcard.
All Saints University
The medical school sits on Hillsborough Street in Roseau. It runs a four-year MD for graduates, a five-year version that opens with premed, plus nursing, medical imaging and a public health master's. Tuition is billed by semester and published openly, and a clinical semester costs close to double a basic-science one. Intakes are January, May and September. No MCAT is asked for.
Everyone else
The UWI Global Campus on Elmshall Road handles regional and continuing education. Dominica State College covers associate degrees. Neither is built for an American paying international fees.
The school that left
Ross University trained doctors in Portsmouth from 1978. After Hurricane Maria, it moved to Barbados, and classes opened there in January 2019. Around 1,500 students and staff went with it. Plenty of guides still call Portsmouth a university town.

Two visas, and the first one is handed to you
An American doesn't need a visa to land here. Six months is the ordinary stamp. So the student route is about staying legal past that stamp, not about getting through the door.
At the airport
You arrive with your passport, acceptance letter, proof that somebody can pay for the year, and a return ticket or itinerary. Immigration issues a temporary student visa on the spot, and it covers you while you register.
In Roseau
Then you file the real one, on Form L. & I. 11. It asks which schools you plan to attend, where you'll live, a police record issued inside the last six months, and a bill of health from the last three. Schools add tuberculosis and HIV results to that. Photos too, and a processing fee the form itself never names.
The step people skip
Every extension of stay has to be recorded in your passport. Without that stamp you're on the island illegally, whatever your registrar believes.
Nobody publishes a figure for the money test
Student visas elsewhere open with a number. Portugal points at its minimum wage, Germany at a blocked account, Australia at a bar in dollars. Dominica's student form has no bank line, no income line or tuition line anywhere on it. The form is a 1991 government print run and it shows. What you satisfy instead is an officer at a desk, on the day, so carry statements or a sponsor letter and carry them printed.

Why the loan money stops at the water
This is the fact that decides whether Dominica works for you, and it isn't an immigration rule at all.
Before a foreign medical school can lend American students federal money, the U.S. Department of Education has to find that the country accrediting it applies standards comparable to American ones. The committee that makes that call publishes its list. Sixteen countries are on it. Antigua and Barbuda, Barbados, Grenada, St Kitts and Nevis, St Maarten, the Cayman Islands and the Dominican Republic all made it. Dominica didn't, though it held that status in 1997 and again in 2001.
Open the Department's file of foreign schools inside the federal loan programs and Dominica has no line in it. Ross University does at its Barbados address. The school that left the island can lend you federal money. The schools that stayed cannot.
There's a second bite. A school outside those programs can't grant an in-school deferment either. Any undergraduate debt you carry stays on its normal payment schedule for the whole degree, while you have no income. Get your servicer to spell that out before you accept a seat.
What the diploma is worth when you come home
The accreditation stack
All Saints has been accredited by the Accreditation Commission on Colleges of Medicine since 2019, and by IAAR, an agency the World Federation for Medical Education recognizes, from December 2024 to December 2029. It's listed in the World Directory of Medical Schools with an ECFMG sponsor note running from 2006, so students can sit the USMLE and apply for certification. CAAM-HP, the Caribbean regional authority, lists the school as not accredited.
What that does and doesn't mean
You'll read that a recognized accreditation is now required for ECFMG certification. It isn't, yet. Intealth started reporting accreditation status in November 2024 and says plainly that the policy has no effect on eligibility. What it does is put a line in the World Directory and on the status report residency programs read. Treat it as a signal to program directors rather than a gate.
Rotations, and which states
Clinical years happen in U.S. hospitals. The school lists Illinois, Georgia, Oklahoma, Florida, Maryland, Texas and Indiana. New York and California, which run their own approvals of foreign medical schools, aren't on that list.
Island life, while the degree happens

Local one-bedrooms start near $300 a month. Furnished places in Roseau run $800 to $1,200.

Studying carries no work right. Paid work needs its own permit, applied for by the employer.

What happened to Ross University in Dominica?
It left. Ross taught medicine in Portsmouth for four decades, then relocated to Barbados after Hurricane Maria and opened there at the start of 2019. Its students and faculty went too. College lists and travel guides that still place the school in Dominica are years out of date.
Is a medical degree from Dominica recognized in the United States?
Graduates go through ECFMG certification like any other international medical graduate, and All Saints students are eligible for it. Licensing is then a state decision, one board at a time. New York and California keep their own approval lists for foreign medical schools, so check the state you want to practice in early.
Can I work in Dominica on a student visa?
Studying carries no work right. Anyone employed on the island needs a permit from the Labour Division, the employer applies for it, and it costs EC$800 a year for non-CARICOM nationals. Budget the year with no local paycheck in it.
Can I use federal student loans to study in Dominica?
No. The US Department of Education's list of countries whose medical accreditation standards it considers comparable does not include Dominica, so no school there can join the federal loan programs. Barbados, Grenada, Antigua and Barbuda and St Kitts and Nevis are all on that list.

Plan on roughly three weeks for a decision once the file is in, although the Immigration Division publishes no service standard. The temporary visa issued on arrival keeps you legal while the full one is processed, so you can register and sit in class while it's pending.
Do Americans need a visa to study in Dominica?
