How the route runs

Five years, one permit at a time

Five years, one permit at a time

Dominica's famous route is the $200,000 passport. This is the other one, and it runs on time served rather than money wired.

Year one

You arrive as a visitor. Americans get up to six months on arrival, so there's room to try the island before you commit to it. When you decide to stay, you file with the Labour Division at the Ministry of National Security, Labour and Immigration, second floor of Government Headquarters on Kennedy Avenue in Roseau. The permit runs one year.

Four more renewals

Then, you renew every year. Each renewal wants a fresh police record, fresh statement from your banker and fresh letter from your sponsor. Let the paperwork lapse and you're back to being a visitor.

Then you apply

After five years, you can apply. The government's wording is that you "should have been resident or have been employed on island for five (5) years." Employment counts toward it, not only a residence permit. The decision then sits with the minister. This is a permission, not an entitlement, and the official page says so.

Who vouches for you

You need two testimonials from people who have known you for the whole time you have been in Dominica. Not references from home. People on the island.

A sponsor, if you don't work

If you aren't employed, and a retiree usually isn't, the list asks for a letter from a friend or family member accepting responsibility for you while you're in Dominica.

Everything else in the folder

A medical certificate saying you're in good health and have had no communicable disease in the past three years. A recent police record. A statement of your financial position from a banker. Copies of every work or residence permit issued since you arrived. A marriage certificate, if you have one. A cover letter asking for permanent residence. So the folder a retiree builds in Dominica is a character file, not a bank file. Showing up is the qualification.

Why retirees get a different answer on tax

The Invest Dominica Authority states it plainly: people who retire in Dominica are exempt from tax on income earned from a source outside Dominica, provided they weren't resident in Dominica before they retired. That last condition does a lot of work, and it's easy to read straight past. It rewards someone who retires to the island. It does nothing for someone who worked there for years and then retired in place.

Money

Tax, and the rule that changes in 2027

Dominica isn't a zero-tax island, which surprises people who lump it in with its neighbors. Today, a tax resident is taxed on worldwide income: nothing on the first EC$30,000, then 15, 25 and 35 percent. You become a tax resident at 183 days, or with a permanent home plus 30 days on the island.

What the 2026 budget announced

On August 4 2026, Finance Minister Irving McIntyre put two changes to the House of Assembly. From January 1 2027, personal income tax becomes a flat 10 percent, with the first EC$30,000 still free. From the same date, Dominica stops taxing worldwide income. The Office of the Prime Minister said residents and non-residents "will pay income tax only on income earned in Dominica."

Read this part twice

Neither change is law yet. Both arrived in a budget address, and the amendment that would give them effect has not been gazetted. Plan around today's rules and treat 2027 as likely rather than done.

Washington doesn't care either way

What the five years won't cover

Three things catch people out. Time on the Work in Nature visa doesn't count toward the five years, because the government's own pages give it no renewal or route into residency. Permanent residence doesn't release you from the alien landholding license, which runs 10 percent of a property's value for non-citizens; only citizenship does that. The free two-year "Live in Dominica" visa for retirees, announced in the same August 2026 budget, has no published application channel yet.

Can permanent residents buy property without the 10 percent license?

No. The alien landholding license costs 10 percent of the assessed value and applies to non-citizens. Permanent residence does not exempt you from it. Only Dominican citizenship does, which is one of the few things the citizenship by investment route buys that residence cannot.

How much does Dominica permanent residence cost in government fees?

Americans pay EC$800 each time they file, about US$296 at the fixed rate of EC$2.70 to the dollar. You pay it for the first residence permit, for each annual renewal and again for the permanent residence application. Six filings across five years comes to roughly EC$4,800, or about US$1,780, before any legal help.

Does Dominica have a minimum income for permanent residence?

No. Nowhere on the published list is there an income figure, an investment or an age bar. A banker vouches that you are solvent, but no number is set for you to clear. Compare that with Panama, which wants a pension, or the Dominican Republic, whose pensionado route sets US$1,500 a month.

Does time on the Work in Nature visa count toward the five years?

No, and it is the assumption that costs people a year and a half. That visa is an extended stay of up to 18 months for remote workers, and the pages describing it offer no renewal and no crossover into residency or citizenship. You would finish it standing at year zero.

How long does the permanent residence decision take?

The ministry does not publish a service standard. We show about 60 days for the decision once the file is in, and that figure covers the decision only. The five years of residence in front of it are the real timeline, and the minister can take longer.

Can I become a citizen after permanent residence?

Yes, after seven years of legal residence for an American, or five for a Commonwealth citizen. You also need to have lived there in the twelve months right before applying, show good character, satisfy the minister on your English and your knowledge of Dominican civics, and take an oath of allegiance.

Will Dominica tax my Social Security and pension?

If you retire to Dominica without having been resident there beforehand, the Invest Dominica Authority says income from outside Dominica is exempt. From 1 January 2027 the budget would remove worldwide taxation for everyone, though that is announced and not yet law. Your US filing obligations continue in every version of this.
