It's the route Americans use to settle here without buying property or taking a local job. Three hundred sunny days a year, English almost everywhere, and a renewal every twelve months that keeps you honest about actually living here.
What it is
A visitor's permit you renew every year
Cyprus has no retirement visa. It has a visitor's permit, and Americans use it like one.
The paperwork calls it a temporary residence permit. Everyone on the island calls it the pink slip, after the color of paper it used to be printed on. It's a plastic card now. The rule behind it is Regulation 14 of the Aliens and Immigration Regulations, which lets a visitor live here on money from somewhere else and bars them from economic activity in the Republic.
You apply after you land, not before. Americans get 90 days visa-free, and the file goes in during that window. The first card runs a year from the day it's approved, then you renew annually. Nobody caps the renewals; people ride them for years while a permanent permit crawls through the queue.
So it's not permanent residency, nor is it a work permit. It's permission to live on a Mediterranean island on your own money, reviewed once a year.

The process
The order things happen in
None of this happens at a U.S. consulate. You show up first, then file.
Fly in on your 90 days. Sign a lease of at least a year, or buy, and have the agreement certified by the local mukhtar. Open a Cyprus bank account, which for a non-EU citizen means a branch appointment rather than an app. Wire in the money you plan to show, because it must arrive from abroad. Buy the insurance policy. Then book a slot at the immigration unit for your district, hand over form MVIS8, pay 70 euros to file and another 70 for the aliens' register, and give your fingerprints.
Then you wait. The stamped receipt from that appointment keeps you legal past day 90, so the calendar stops being the thing you worry about.

About that data card
The processing figure up there is the hopeful one. The Migration Department's own target is four months for a complete file. Immigration lawyers on the island say six is closer to what they see, so budget around half a year. The requirement list is true but thin: it skips the income floor, the 10,000 euro deposit, and the rule that your health policy must come from an insurer licensed in Cyprus. Those three are what files get refused over.
Here's the catch
Qualifying isn't the same as affording it
Cyprus sets its bar below what a couple spends here, and that catches people out.
At mid-September 2026's rate of $1.15 to the euro, the floor for one person lands near $2,300 a month, and our own estimate for a single person's budget here is roughly $2,050. Close enough. For a couple the floor is about $2,760, while we put a comfortable couple's budget nearer $3,300 and a one-bedroom in central Limassol at about $1,000. So the test can say yes while your bank balance says wait. Run your own numbers, not the minimum.
The card stops at the water
Cyprus is in the EU but not in Schengen, so the permit is good here and nowhere else. Athens and Rome still run on your U.S. passport's 90 days in any 180. The upside almost nobody mentions: months spent in Cyprus burn none of those days. Accession is in motion; the European Commission signed off in August 2026 and the Council has the file, but no date is set.
No local job, and a grey area
A Cypriot employer or clients are out. Remote work for a U.S. employer is where advisors split: some call it fine because the money is foreign, others read Regulation 14 strictly. If your income is a paycheck rather than a pension, look at the digital nomad permit instead.
Money and medicine
The 5 percent pension rate, and the doctor you pay for
Pass day 183 on the island in any calendar year, and Cyprus treats you as a tax resident. Once it does, a foreign pension can be taxed at a flat 5 percent on everything above 5,000 euros a year. Alternatively, it's taxed under the normal bands, whichever comes out lower, and you choose again every year. The 2026 reform raised that exempt slice and pushed the tax-free band to 22,000 euros. Non-dom status, which almost every new arrival qualifies for, zeroes Cyprus tax on foreign dividends and interest for seventeen years.
Here's the part Americans skip. None of it stops the IRS. You keep filing a U.S. return, and the US-Cyprus tax treaty and foreign tax credits decide what you hand over. Model that before you move.
Your coverage is the policy you bought
The pink slip doesn't get you into GESY, the national health system. Eligibility there follows contributions, not your permit, so the private policy from your application is your coverage for as long as you hold the card. Premiums climb with age, which is the line item retirees underestimate. Private clinics are easy to find in Limassol, Nicosia and Paphos, and English is widely spoken in them.

How long does a Cyprus pink slip take?
The Migration Department aims to examine a complete file within four months, and lawyers who file these report three to six months. Your stamped submission receipt lets you stay in Cyprus legally while it's examined, even after the 90 visa-free days run out, so the wait is annoying rather than disqualifying.
Does a Cyprus residence permit let me travel around Europe?
No. Cyprus is an EU member but not a Schengen member, so the card is good in Cyprus only. Trips to Greece or Italy still run on your US passport's 90 days in any 180. The flip side is genuinely useful: time in Cyprus doesn't count against that allowance, so you keep the full 90 for the mainland.
Can pink slip years turn into permanent residency or a passport?
They can count. Five years of lawful continuous residence opens EU long-term resident status under Article 18H of Cap. 105, and visitor-permit years count toward it. The conditions are the hard part: Greek at A2 level, a certificate on the political and social reality of Cyprus, tax returns and proof of steady income. Naturalization sits near the eight-year mark.
Is the pink slip the same thing as the Cyprus golden visa?
No. The golden visa is permanent residency bought with a 300,000 euro investment in property or a business, plus 30,000 euros a year of income. The pink slip asks for no investment and renews yearly instead of lasting forever. It's the route that fits if you want to rent and live off a pension.
How much income do I need for a Cyprus pink slip?
Plan on 2,000 euros a month, or 24,000 a year, for one person, plus 20 percent for a spouse and 15 percent per child. It has to come from outside Cyprus and land as transfers into a Cyprus bank account. A pension, Social Security, dividends and foreign rent all count. A first application also wants about 10,000 euros in that account.
What happens if I spend a few months back in the States?
Stay out of Cyprus more than three months in a row and the permit can lapse, which means starting over rather than renewing. Shorter trips are fine, and you need no re-entry visa while the card is valid. Renewals look at whether you're genuinely living there, so keep the bank statements that show it.
Can I work remotely for a US company while I hold one?
Careful here. Regulation 14 bars a visitor from economic activity in Cyprus, and advisors split on whether a laptop job for a foreign employer crosses that line. If your money is a salary rather than a pension, Cyprus runs a separate digital nomad permit for remote workers, at 3,500 euros a month net.
Do I get Cypriot public healthcare on a pink slip?
Not through the permit. Eligibility for GESY, the national health system, follows contributions rather than a residence card, and visitor-permit holders normally sit outside it. The private policy you buy from a Cyprus-licensed insurer to apply stays your coverage for as long as you hold the card. Prices start near 120 euros a year and climb with age.
