Croatia's digital nomad permit: 18 months, no Croatian income tax
You need 3,622.50 euros a month in foreign income to qualify in 2026. The honest part: the permit tops out at 18 months and leads nowhere permanent.
Croatia wrote remote workers into its immigration law back in January 2021. Croatian income tax doesn't touch your foreign work income, and that's statute, not favor. The fees are tiny, and you can hand the file to a police station in Split. What you can't do is settle.

The offer
Croatia calls it a permit, not a visa
Everyone says Croatia digital nomad visa. Croatia doesn't. In Croatian law, a visa is an entry sticker, and what you apply for is temporary stay as a digital nomad: a residence permit from the Interior Ministry. The difference decides where you file.
The deal is clean. Work through a computer for a company that isn't registered in Croatia, clear the income test, and you can live anywhere in the country for up to 18 months. Croatia won't tax that income. You get a biometric residence card, an OIB tax number, and Schengen movement like any other resident.
Here's the catch
The 18 months are a ceiling, not an opening bid. There's no second term to roll into. When the permit ends you leave, sit out six months, and only then may you file again. None of it counts toward anything permanent.

Croatia doesn't pick this number by hand. A regulation pins it to 2.5 times the previous year's average monthly net salary, published by the statistics office. Croatians averaged 1,449 euros a month in 2025. Multiply, and you land on 3,622.50. That's what the Interior Ministry has asked for since the regulation was updated in March 2026.
Proving it's the harder half. The 2025 rules doubled the evidence window to six months, and every one of those months has to sit above the line. A lumpy freelance year is where applications die quietly. If your income swings, the savings route is the safer file.
Bringing someone? Add 10 percent of the average net salary per person, roughly 145 euros a month. That's a slice of the salary figure, not of your threshold. Plenty of guides get that backwards.
Run the savings math before you choose
The savings figures aren't a friendlier second test. 43,470 euros is exactly twelve months at the monthly rate, and 65,205 is exactly eighteen. There's no discount for showing the whole sum up front. What you get instead is certainty, because a bank balance can't have a bad month and an invoice can. One warning before you plan around today's figure: it jumped from 3,295 euros in one step this March.
Filing it from a police station in Croatia
Americans don't need a visa to enter Croatia, and that reshapes the process. File online at digitalnomadscroatia.mup.hr, at a Croatian consulate, or in person at the foreigners' department of your local police administration. Only the in-country route lets you sit tight while a caseworker reads it, and the Interior Ministry says you may stay until the decision takes effect.
Here's where people get hurt. No law sets a deadline on that decision. Four to eight weeks is common at a quiet office. Zagreb and Split in summer run two to three months. You hold no permit while you wait, so your 90 visa-free days keep draining. File in week two, not week ten.
Two clocks start on approval. Register your address with the police within three days of arriving, and finish registration within 30 days of the permit starting or lose it.

No Croatian tax, and a full US return
The exemption is written into the law, not granted case by case. Article 9 of the Income Tax Act, added in 2020, puts income earned on digital nomad status from a foreign-registered employer outside Croatian income tax. It holds past 183 days, and it holds even if you tip into Croatian tax residency on paper.
Read the edges. It reaches earned income from foreign remote work. Dividends, rent, capital gains and a pension sit outside it, under ordinary Croatian rules once residency bites.
Now here's the part Americans misread. A zero Croatian bill sounds like pure profit. But no foreign tax paid means no foreign tax credit against your U.S.return. The Foreign Earned Income Exclusion can still help on earned income. It won't touch self-employment tax, and there's no US-Croatia social security agreement to fall back on.
One thing moved this month. The 2022 treaty and its April 2026 protocol reached the Senate on 14 September as Treaty Document 119-2. Transmitted isn't ratified, so you still file as though Croatia has no treaty.
What 18 months can't turn into
Decide your long game before you file, because this permit has no upgrade path. Croatia's long-term residence track wants five continuous years, and the compulsory gap after a nomad permit interrupts that count on purpose. The same gap blocks a family permit tied to you. Do I need to speak Croatian to live there as a digital nomad?
Not for this permit. There's no language test, and Croatia came second of 123 countries on the 2025 EF English Proficiency Index, one place behind the Netherlands. English is excellent in Zagreb, Split, Zadar and Rijeka. Paperwork still arrives in Croatian.

No, and that is the route's real limit. Long-term residence needs five continuous years, and the mandatory break after a nomad permit interrupts the count deliberately.
