Belize's retirement program opens at 40
The Qualified Retired Persons program wants $2,000 a month from outside Belize and 30 consecutive days a year in the country. The whole thing runs in English, and it never turns into a Belizean passport.
The Belize Tourism Board runs this one, not the immigration department, and that's a big part of why it's easy. Show income from outside the country, pass a background check, and you get a resident card you renew each year. Two questions decide whether it fits: how much of the year you want to be here, and whether you ever want to be Belizean.

The test
Forty, and income from somewhere else
You must be 40 or older and hold a passport from a qualifying country. The United States is on that list, along with EU member states, every South American country, the Commonwealth and a named group of Asia-Pacific countries.
Then the money. You need at least $2,000 landing every month from outside the country, which the board also writes as $24,000 across the year. It has to arrive in one of four currencies: U.S. dollars, pounds sterling, euros or Canadian dollars. What it isn't fussy about is the source. The Act names pensions, annuities, Social Security, home equity, an inheritance, a reverse mortgage, personal savings and retirement plans. You don't have to be retired to use the retirement program. You just have to be 40 years or older.
The file itself is short
A police record no older than six months, a medical certificate with an HIV test no older than three months, notarized copies of every passport page including the blank ones, two passport photos, proof of the income, and a signed undertaking about a Belize bank account. The Ministry of National Security runs a security clearance on you. That's the whole file.

About that data card
That requirement list is accurate, though one line on it gets read wrong constantly. Depositing your annual income into a Belizean financial institution is not a bond you park before you apply. It's a written undertaking, on a template the board gives you, to run that income through a Belize bank, credit union or licensed financial institution once you're in. Renewal is where it gets checked. The other thing the card can't tell you is timing. The board publishes no decision target. The firms that file these put a complete application at roughly two to four months. Fees also arrive in stages, which is why any single program-fee figure lands under the real total.

Read what it asks and what it forbids together: one unbroken month in Belize, no local job, income arriving from somewhere else. This is a program for people who want to keep a foot in two places. If you want Belize to be the only address on your paperwork, the immigration department's permanent residency is the track that gets you there.
The limits
What the QRP doesn't buy
No Belizean job, and one narrow exception
The Act is blunt about it. A qualified retired person can't hold employment in Belize or carry on a business, trade or profession there, and dependents are under the same bar. The carve-out is a business run from Belize whose work happens mainly outside Belize, dealing only with people who don't live there. Anything else needs board approval under the investor rules, which want a business plan, BZ$1 million in capital, 90 non-consecutive days in the country and five Belizean employees.
It isn't a step toward a passport
The QRP and permanent residency are separate tracks at separate agencies. Under the 2023 amendment, a QRP who obtains permanent residence or citizenship stops being a QRP, and program materials warn that the duty you saved coming in gets billed when you go. Permanent residency means a year in Belize with no more than 14 days spent outside it. Citizenship is five years past that.
Medicine is the line people underestimate
Read the State Department's Belize page before you read another brochure. Emergency medical services, it says, are "usually unavailable or significantly delayed", and a serious injury or illness normally means a flight to another country. Medicare doesn't travel. Air ambulance quotes start around $15,000. Buy an international policy with real evacuation coverage first, then pick the town.
The upside, itemized
A tax exemption in writing
No Belize tax or duty on receipts from outside Belize, and none on capital gains or inheritance.
A house you live in
The Act lets a QRP buy land to build a home, or buy an existing one, for residential use only.
Multiple entries, no visa
The card works alongside your passport at the border. No visitor stamp, no monthly queue at immigration.
Dependents ride along
The board counts a spouse and children under 18 as dependents, each with their own card.
Filing it
The papers expire, so pull them in order
The package goes to the Belize Tourism Board in Belize City. Applicants either courier it or hand it in; everything has to be an original or a properly certified copy. Sequence matters more than speed. The police record expires at six months and the medical at three, so pull those last, after the birth and marriage certificates are notarized.
Approval comes from the board, with the Ministry of National Security doing the background check. Then you pay the final fees and collect a machine-readable QRP card. Immigration scans it once to tie the card to your record, and after that it travels with your passport rather than instead of it.
Renewal is a smaller version of the same thing every year: a form, current passport pages, two photos, and proof from your local financial institution that the income keeps arriving.

Do I have to be retired to get the Belize QRP?
No. The Act sets an age floor of 40 and an income floor, and no retirement test. Pensions, annuities, Social Security, investment accounts, personal savings, home equity, an inheritance and a reverse mortgage all count, as long as the money reaches you from outside Belize in an approved currency.
How much does the Belize QRP cost?
About $1,350 to the board for one applicant: $150 with the application, $1,000 on approval and $200 for the card. Each dependent adds $750 plus their own card. Renewal is $25 a card a year. Legal help, the medical and couriers sit on top.
Can I live in Belize on $2,000 a month?
In a mainland town, yes. Our own estimate is about $1,300 a month for one person with rent, and $2,300 for a couple. On Ambergris Caye the rent alone eats the difference. Where you land changes the answer more than what you qualified with.
Does the QRP lead to permanent residency or citizenship?
No. They're separate statuses at separate agencies, and taking one ends the other: since 2023, getting permanent residence or citizenship cancels your QRP designation. Retirees who want a Belizean passport should look at the immigration department's residency track instead, which is slower and much stricter about travel.
How many days a year do I have to spend in Belize?
Thirty, and the Belize Tourism Board's own page says consecutive. That's one unbroken month in the country each year, not thirty days collected on weekend trips. The rest of the program is flexible. This is the condition people get wrong.
Can I work or run a business in Belize on a QRP?
Not a local job, no. The one thing you can do freely is serve clients who are all outside Belize, from a desk inside it. Trading with Belizeans is a different matter and needs the board's sign-off under the investor rules, which start at BZ$1 million.
Will Belize tax my pension or Social Security?
No. A qualified retired person is exempt from Belize tax and duty on income from outside Belize, plus capital gains and inheritance tax. Your American filing carries on unchanged. A zero local bill also means zero to credit against it, so plan on the same US bill you pay now.
Belize is one answer. There are others.
