The retirement program gets all the attention. This is the other door. It's got no income test, comes with full work rights, and starts a clock that runs toward a Belizean passport. What it asks for is the one thing money can't buy: a year of you being there.

The only real requirement is that you stay
Belize's Department of Immigration asks four things. You have lived in the country legally for at least a year. You didn't leave for more than 14 days in total that year. You can show you are financially stable. You have no conviction, anywhere, that carried a sentence of 12 months or more.
Now read that list for what is missing. No minimum age. No monthly income figure. No property purchase, no bank deposit, no investment fund. The retirement program wants to see $2,000 a month arriving from outside Belize. Permanent residency wants a bank statement and a straight answer.
Here's the catch, and it's a real one. Those 14 days cover the whole year at once, not each trip. One funeral back home, one surgery, one slow house sale, and you're at the limit. If you need to be in the U.S. three or four times a year, this isn't your route.

The mistake half the internet makes
You'll read everywhere that Belize allows absences of up to 14 consecutive days. It doesn't. The immigration department's own wording is that during your qualifying year, you haven't left the country for more than 14 days in total. One of those is a cap per trip. The other is a budget for the whole year, which is the real rule. Our own visa database carries the wrong version, so we left its requirement list off the card above rather than print it. It's flagged for our data team.
How people legally hold that year
You can't run this clock from Miami. The year happens in Belize, and you have to be legal for every single day of it.
The line at the immigration office
Americans, Canadians, Britons and EU citizens get 30 days on arrival. After that, you extend in person, 30 days at a time, at an immigration office. Each extension is BZ$200, about US$100. It's the same price for every nationality and person in the family. There's no cap on how many you can string together. The permit itself carries no work rights at all. Not a job, not volunteering, not without written consent from the Director of Immigration.
What the waiting costs
A couple renewing every month spends roughly US$2,400 across the qualifying year. That's more than the residency fee itself. The meter keeps running until your card gets approved.
The alternatives that also count
A temporary employment permit, student permit or dependent permit are all legal residence too. A work permit lets you earn while the clock runs. Annual work permit fees run from BZ$750 for general workers to BZ$3,000 for professionals and the self-employed.

What happens after you hand it in
Two interviews, one of them at your house
Immigration schedules your interview within two weeks of submission, which you and your spouse will both attend. Two Belizean referees are supposed to come with you. Some applicants report that the referees were phoned instead. After that, the Police Special Branch interviews you at home within three months of the immigration interview.
The requirement nobody warns you about
Approval comes with a security bond, and your sureties need to hold a Belize passport or a Belize voter's ID card. You need Belizeans willing to sign for you. Start those friendships in month one, not month eleven.
Then you wait
Belize publishes no processing time. One long-time resident who went through it writes that most applicants wait 12 to 24 months after filing for a final answer. For every one of those months, the extension fee is still due. Once approved you pay the fee, file the bond, and collect the card in Belmopan five weeks later.
The retirement program is not a head start
Plenty of people plan to take the Qualified Retired Persons program now and convert it later. You can't. Time held as a QRP doesn't count toward permanent residency or the five years to citizenship. Under the 2023 amendment, you stop being a QRP the moment permanent residency is granted. They're two separate statuses run by two separate agencies. Pick the one you actually want before you pay anybody.

How much does Belize permanent residency cost for an American?
The government fee is set in Belize dollars by nationality. Americans fall in the Other Countries band at BZ$4,000, which the two-to-one peg makes US$2,000, and minors pay half. Europeans pay BZ$6,000. Budget on top of that for the Belize medical exam and tests, a Belize police record, photos, and the extension fees you keep paying while you wait.
How long do you have to live in Belize before applying for permanent residency?
One full year. Your passport must show an arrival stamp dated at least twelve months before you submit, and during that year you cannot have been outside Belize for more than 14 days in total. Most people build the year on 30-day visitor extensions, renewed in person every month.
Is there an income requirement for Belize permanent residency?
No fixed figure. Immigration asks you to prove financial stability, which usually means bank statements from a Belizean bank, a foreign one, or both. Employment letters, business tax assessments and sponsorship letters work too. That's the big difference from the retirement program, which sets a hard floor of US$2,000 a month.
What happens if I have to leave Belize for more than 14 days?
Sources disagree, and it matters here. Expat Focus says the qualifying year restarts from scratch. The U.S. Embassy in Belize says the clock will not start over if you had to be away longer, and gives selling a property back home as the example. Officers use discretion. Ask the Department of Immigration about your own case, not a forum.
Does the Belize retirement program lead to permanent residency?
No. Qualified Retired Persons status is run by the Belize Tourism Board under separate legislation, and years spent on it are not credited against either the residency clock or the citizenship one. A narrow investor track is the exception. If a Belizean passport is the goal, take the residency route from the start.
Can I become a Belizean citizen after permanent residency?
After five years holding the card, yes. During those five years you cannot be outside Belize for more than 30 days at a stretch or three months total in any twelve-month period. Registration costs BZ$300, roughly US$150. Belize doesn't require you to renounce your American citizenship, and the U.S. doesn't either.
Can I work in Belize as a permanent resident?
Yes, with no separate employment permit. That is the clearest advantage over the retirement program, which bars local work entirely. During the qualifying year, though, a visitor permit gives you no work rights, and that covers unpaid work too. To work in that year you need a temporary employment permit from the Labour Department.
Do I still file U.S. taxes with Belize permanent residency?
Yes. Americans file with the IRS wherever they live, plus FBAR and FATCA reporting where thresholds apply. Belize taxes income with a Belize source only, so an American pension or Social Security check never enters its tax base. The two countries have no tax treaty and no totalization agreement, so use a preparer who handles both sides.
