An American passport buys you 365 days in Albania with nothing to file. The U.S. Embassy in Tirana is blunt about where that stops: work or study and you need a residence permit.
What this permit actually is
The self-employed permit is one setting on the Unique Permit, the card Albania introduced in 2021 to put the right to live somewhere and the right to work there on a single piece of plastic. Filing happens on the e-Albania portal once your Albanian business exists, and finishes with fingerprints at your regional migration police office.
Who it fits
Consultants, shop and cafe owners, tradespeople and agency owners who want Albanian clients, or who want their profit taxed under Albania's small-business rate. If all your clients sit outside Albania, the digital mobile worker category is lighter: it asks for foreign contracts instead of a local company.

The order matters, and it catches people out. Albania doesn't hand you a permit and let you start a business afterwards. You register the business first, get its tax number, and the permit follows.
Two structures, one big difference
A Person Fizik is the sole trader. It's cheap, it registers in about a day, and it makes you personally liable for everything. A foreigner can't register one without already holding an Albanian residence permit, and that's the loop that catches people. An Sh.p.k. is the limited company, and it has no residency test at all: one shareholder, one director, minimum share capital of about $1.26, which Albanian law sets at 100 lek.
What registration takes
The National Business Center issues your tax number, the NIPT, usually within one to three business days, signing you up for tax, social and health insurance in the same step. Operating for real, with a bank account and e-invoicing switched on, takes a week or two more, plus another week or two if your documents still need an apostille back home.
The money they want to see
Alongside the business plan, Albanian lawyers report that officials now want a company bank statement holding about $5,800, a figure the rules set at 5,000 euros. For a brand new company, a bank letter confirming the account is open has been accepted instead.

The money
What zero percent tax actually leaves you paying
Here's the catch. Albania's famous zero is real, and it's not the whole bill.
What the law actually says
Article 69 of the 2023 income tax law sets a 0% rate on business income for anyone whose annual gross turnover stays under about $176,000, a ceiling Albania sets at 14 million lek, and it runs to December 31, 2029. Sole traders and companies both qualify. Albania's Constitutional Court struck down an attempt to carve out lawyers, doctors, architects and accountants in June 2024, so the rate now reaches almost every trade.
It's a cliff, not a slope
Cross that turnover line by one lek and the whole year's profit is taxed, at 15% for a company. No taper, no partial rate. A second line sits lower: once rolling twelve-month turnover passes about $126,000, which Albania sets at 10 million lek, you register for VAT within 15 days.
What an American still owes
Two bills survive the zero. Albanian social and health contributions are fixed at about $188 a month, 14,900 lek, whether you bill a fortune or nothing. And because Washington and Tirana have no totalization agreement, a self-employed American owes U.S. self-employment tax of 15.3% on the same profit, which the foreign earned income exclusion doesn't touch. Price that with an accountant who works both sides before you register anything.

What keeps the permit alive

The first permit is good for a year. Renewals are where owners who treat compliance as optional lose their status.
Renewal is a tax exam
You file at least 60 days before the card expires, from inside Albania, and the pack includes a tax compliance certificate. The tax office and the migration police share data, so an unfiled declaration or a few missed contribution months shows up. Time away bites, too: more than six cumulative months outside Albania in a calendar year can get a renewal refused.
The paperwork that never stops
Zero tax doesn't mean zero filing. The annual income declaration is still due by March 31, contributions still get declared, and every invoice still goes through the government's real-time e-invoicing system. Foreign owners tend to hand that whole calendar to a local accountant on retainer.
Then it gets easier
Years one and two are annual cards. After that you can ask for one valid up to five years, and five continuous years on the books gets you to permanent residence, whether you settle in Tirana, Durres or somewhere quieter like Korca. Citizenship arrives at seven, and Albania lets you keep the U.S. passport.

People get stuck here for two reasons: they do the steps out of order, or they pick the sole trader structure without knowing it needs a permit they don't have yet.
A sequence that works: fly in on your visa-free year, sign a real lease and register the address, open a bank account, get your background check and birth certificate apostilled at home. Then, set up the company, fund it and file for the permit with months of the free year still in hand. A local lawyer and accountant who has done this for foreigners will save you more than they cost.

Can I register an Albanian company before I move there?
An Sh.p.k., the Albanian limited company, has no residency requirement for its owner or director, and it can be registered remotely through an apostilled power of attorney. A Person Fizik, the sole trader, is different: a foreigner needs an Albanian residence permit before registering one.
Do I need a residence permit to run a business in Albania?
Yes, if you plan to work. Americans can stay a year without a visa, but the US Embassy in Tirana is clear that working or studying requires a residence permit. The self-employed category of the Unique Permit is the one for people who register and run their own Albanian business.
Do I still pay US taxes if my Albanian business pays none?
Americans file a US return wherever they live. There's no income tax treaty and no totalization agreement between the United States and Albania, so a self-employed American generally owes US self-employment tax of 15.3% on net profit, and the foreign earned income exclusion doesn't reduce it.
What do Albania's mandatory contributions cost a self-employed person?
About $188 a month in 2026. Social insurance is 23% of the minimum contributory wage of 50,000 lek, or 11,500 lek, and health insurance is 3.4% of twice that base, or 3,400 lek. It's due in every month the business is active, whatever it earned.
Does this permit lead to permanent residency in Albania?
It can. Permits run one year, then one year, then up to five, and after five unbroken years of legal residence you can apply for permanent residence. Naturalization needs seven years, and Albania allows dual citizenship, so a US passport doesn't have to go.

Albanian income tax on business profit is 0% while annual gross turnover stays under about $176,000, a ceiling Albania sets at 14 million lek, under a transitional rate that runs to December 31, 2029.
