Albania's Retirement Permit, explained
Show a pension of about $1,260 a month, get a one-year residence card, and start the five-year clock to permanent residency.
Here's the part nobody leads with: Americans can already live in Albania for a full year with no visa, no permit and no income test. The Retirement Permit is what you file when one year isn't enough.
01 · Where this permit fits
Year one is free. This permit buys year two.
The U.S. Embassy in Tirana is blunt about it: Americans need no visa and can stay up to one year without residence permit or registration. The only way to reset that clock is to leave Albania for 90 straight days. Short trips out don't count.
So the Retirement Permit isn't your entry ticket. It's what you file when the year is running out and you want to stay put. It also starts the clock that matters later: five continuous years of legal residence makes you eligible for permanent residency, and seven opens the door to an Albanian passport.
The good news is you can do all of it from inside Albania during that free year.

What Albania actually asks a retiree for
A pension of 1.2 million lek a year
The floor is written in lek, and that matters more than you'd think. Albania asks for at least 1,200,000 lek a year in pension income, which is roughly $15,100, or about $1,260 a month, at September 2026 rates. You'll see it quoted as 11,600 euros on one site and 13,000 on the next. Same lek figure, different exchange rates, so price it the week you apply.
It has to be a pension, and it has to land here
This is the requirement that catches people. A U.S. bank statement isn't enough. Albania wants proof that your pension is being transferred into an account at an Albanian bank, which is why Raiffeisen, BKT and Credins are usually a new arrival's first errand. Investment income on its own doesn't fit this category.
A real lease, not a booking
Your housing proof has to be a notarized lease or a deed, with at least 20 square meters per person. A hotel reservation or Airbnb confirmation won't clear it.

03 · Before you count the savings
The pension tax story, told straight
The headline everyone repeats
Search for retiring in Albania and every result says foreign pensions are taxed at zero. The exemption is real, and it came in as a 2020 amendment that carried into Law 29/2023.
Here's the catch
The published eligibility is narrower than the headline. Tirana tax practices describe two qualifying groups: EU and EEA citizens holding an Albanian residence permit, and foreign citizens of Albanian descent. One states plainly that a U.S. citizen who isn't of Albanian origin doesn't qualify. PwC's Albania summary doesn't list foreign pensions among exempt income at all.
And there's no treaty underneath it
The U.S. and Albania have no income tax treaty or totalization agreement, so there's no article to fall back on if the two disagree. Past 183 days a year you're an Albanian tax resident on paper, and you're filing a U.S. return either way. The Foreign Earned Income Exclusion doesn't cover pensions. Get an opinion in writing before you budget on zero.

04 · The life the pension buys
Where the money goes once you're in
The budget
A single person's all-in monthly cost runs about $1,400, a couple about $2,350. A one-bedroom in central Tirana is around $650, less on the coast outside summer. That's the quiet reason this permit works: the income Albania makes you prove is close to what the country costs.
Healthcare is the line item to take seriously
Medicare stops at the US border, and Albania isn't in the EU, so there's no European card either. Private cover is required for the permit, and retiree premiums run roughly 80 to 250 euros a month, depending on age. Care is cheap once you're insured: 20 to 40 euros for a GP, 40 to 80 for a specialist. The hospitals that expats actually use (American Hospital, Hygeia, Salus) are all in Tirana. This is worth knowing before you fall for a village.

05 · Filing it
How to get this done without losing a year
You apply online through e-Albania, then show up in person at the regional border and migration police for biometrics. Decisions usually come back in 30 to 60 days, and 12 weeks is the legal ceiling. Two to four months start to finish is realistic if your apostilles are in hand.
Two renewal rules are worth taping to the fridge. File at least 60 days before your card expires, and keep your time abroad under six cumulative months in any calendar year. And don't let the free year quietly run out: staying past it with nothing filed can mean fines, removal and a five-year ban on coming back.

Can Americans retire in Albania?
Yes, and the first year is unusually easy. US citizens can live in Albania for 365 days with no visa and no income test. To stay past that you file for a residence permit, and retirees living on a pension use the retiree category. It runs a year at a time, renewable.
Does this lead to permanent residency or a passport?
Both, eventually. Permits run a year, then another, and from the third renewal you can ask for up to five years. Five continuous years of legal residence makes you eligible for permanent residency, and seven opens naturalization. Albania allows dual citizenship, so you wouldn't give up your US passport.
Can my spouse come on my permit?
Not automatically. Every adult over 18 files a separate application, and minor children ride on a parent's. A spouse without their own pension usually goes the family route rather than the retiree one, and requirements vary by regional office. Worth an hour with an Albanian immigration lawyer before you file.
What does the Retirement Permit cost?
The government fee is small: published schedules run about 60 to 100 euros for the first application and around 50 for a renewal. The real spend is everything around it, meaning apostilles at home, certified Albanian translations at 15 to 25 euros a page, notary fees, and the $50 affidavit at the US Embassy. Budget a few hundred dollars all in.
Do I need a visa before I fly to Albania?
No. Americans don't need a visa to enter, and there's no Type D step for a US passport. You arrive, sort out a lease and a bank account, then file from inside the country. Your passport needs three months of validity, and six is the safer habit.
How long does it take?
Most decisions land 30 to 60 days after filing, and Albanian law caps it at 12 weeks. Two to four months from arrival to card in hand is fair, and almost all the delay comes from home country paperwork. Apostilles ordered before you fly are the biggest time saver.
