Somebody in Albania has to hire you first
The Employee Permit costs $50 and usually lands in 30 to 60 days. The average Albanian job pays about $1,160 a month before tax, and that number, not the paperwork, is what decides whether this move works.
The U.S. Embassy in Tirana says it in one line: if you're offered a job in Albania, you need a residence permit. The passport that lets you spend a year here doesn't come with the right to work. This is the permit that does, and an Albanian employer has to start it for you.
The short version
The offer comes before the move
This runs the opposite way from how most people plan a move. You don't land in Albania then look for work. You find the employer first, and the contract is what gets you the card.
What you actually get
One biometric card, the Unique Permit, or Leje Unike in Albanian. It carries your right to live in Albania and to work for the company named on it; there's no separate work permit to chase any more. The contract behind it has to satisfy the Albanian Labor Code on pay, hours and termination, so the contract itself is part of what gets approved.
Who it fits
People who already have the offer: teachers at Tirana's international schools, hotel and restaurant staff, manufacturing and IT roles, and Americans moved over by a company with an Albanian entity. If you work remotely for a company back home, this is the wrong door.

Who files what
Your employer does most of the paperwork
Most of this gets filed by your employer, and the slowest part happens before your name is on anything.
The four-week job ad
Albania normally asks the employer to advertise the vacancy through the national employment agency, AKPA, for four weeks before it can name a foreign candidate. That condition sits in Article 74 of the 2021 law on foreigners, though transfers inside one company are carved out of it.
The American file skips a step
A joint instruction from the Ministry of Economy and Innovation and the Ministry of the Interior, published in the Official Journal in August 2026, says that for U.S. citizens and their family members the request is handled only by the local border and migration office, with AKPA feeding in data rather than screening the hire. The rule is new, so have your employer's lawyer confirm what it leaves in place for your role.
Then it is filing and fingerprints
The application goes in on e-Albania, and a temporary electronic permit usually arrives within about five days so you're not stuck waiting. Then you turn up in person for biometrics. Most files are decided inside two months, and twelve weeks is the legal ceiling.

The pay problem
Where an Albanian salary actually lands
Albania's statistics agency put the average gross wage at about $1,160 a month (ALL 92,150) in the second quarter of 2026. That's a real wage in a country where a one-bedroom apartment downtown runs about $650, though it's still less than one person needs to live comfortably here.
What the average leaves you
Subtract 13% income tax and 11.2% in social and health contributions; that wage takes home roughly $929 a month, against living costs closer to $1,400. The average isn't the floor either: about 27% of Albanian employees are paid at or below the minimum wage of $630 a month (ALL 50,000).
What you would need to ask for
Clearing $1,400 a month after tax takes gross pay of roughly $1,780, about one and a half times the national average. Managers here average $1,536 a month and degreed professionals like engineers and doctors $1,327. An offer that beats the local market is the whole game.

Wage figures come from Albania's statistics agency for the second quarter of 2026, converted at 79.4 lek to the dollar on September 15, 2026. The lek has run strong for two years, so older guides quoting euro salaries read low. Check the rate before you negotiate.
The job market
Who Albania actually hires from abroad
Albania is short of workers and it is filling the gap from abroad. More than 22,000 foreigners held unique permits by June 2026, up from about 18,000 a year earlier, and 20,332 of those were employees. Foreigners took 28.3% of the 43,647 vacancies posted in the first half of the year.
The pipeline is not American
The largest groups come from the Philippines, India and Egypt, hired into manufacturing, tourism and construction, with Italians, Turks and Kosovars close behind. Americans aren't among them.
Where your passport does help
English, and credentials. Tirana's international schools recruit licensed teachers every summer and some postings ask outright for a U.S. or E.U. citizen. The recruiter TeachAway puts language-school pay at $500 to $1,000 a month and licensed international-school pay above $2,000.
The shortcut that backfires
Working during your visa-free year without declaring it. Labor inspectors checked 2,177 foreign employees in the first half of 2026 and found 62 without a permit. The standard response is to suspend the work.
Your U.S. return
What the IRS takes, and what it credits
The good news is that this route is cleaner than freelancing. U.S. Social Security tax follows American employers abroad, not American workers, so a wage from an ordinary Albanian company isn't hit by it. No self-employment tax, no FICA.
The catch is on the other end
Albania is not one of the 31 countries with a U.S. totalization agreement. The 9.5% coming out of your pay for the Albanian pension fund earns no U.S. quarters of coverage, and the two records can't be combined later. Social Security's own line on countries without an agreement is that those contributions are, for practical purposes, lost.
You still file at home
The foreign earned income exclusion is $132,900 for 2026, several times an Albanian salary, so most people owe the IRS nothing on the wage. You still file, plus an FBAR if your Albanian accounts cross $10,000. With no tax treaty here to fall back on, have year one done by someone who handles cross-border returns.

Questions about working in Albania
Does an Albanian employer have to advertise the job first?

Budget two months. The legal maximum is twelve weeks, and a temporary electronic permit normally arrives within about five days of a complete filing so work can start. The government fee is small, roughly $50 to $115, and translation, apostilles and legal help cost far more than the fee.
Does the Employee Permit lead to permanent residency?
Yes, over time. One year, then a one-year renewal, then a permit that can run up to five years. At five unbroken years you can apply for permanent residence, and at seven for citizenship. Two things to put on the calendar: renewals go in 60 days ahead, and spending more than six months of a calendar year outside the country can cost you the renewal.
Can Americans work in Albania without a work permit?
No. Americans can stay in Albania for up to a year without a residence permit, but the U.S. Embassy in Tirana is explicit that being offered a job means applying for one. Working without the permit risks fines, removal and a five-year entry ban.
Do I still owe U.S. taxes on an Albanian salary?
You still file. The foreign earned income exclusion is $132,900 for 2026, far more than an Albanian salary, so most people owe no U.S. income tax on the wage. U.S. Social Security tax doesn't reach wages from an ordinary foreign employer either. There's no U.S. tax treaty and no totalization agreement with Albania, so Albanian contributions build no U.S. benefit.
Is it realistic for an American to find a job in Albania?
It's possible but narrow. Albania had issued more than 22,000 work-and-residence permits to foreigners by mid-2026, and the biggest groups came from the Philippines, India and Egypt for manufacturing, tourism and construction. Americans who do land jobs there tend to be in international schools, companies serving English-speaking clients, or internal transfers.
