About healthcare in Estonia

Estonia’s healthcare system is a standout in Eastern Europe, blending efficiency with innovation through a network of modern hospitals and clinics. Overseen by the Ministry of Social Affairs and funded via general taxation through the Estonian Health Insurance Fund (EHIF), it covers ~95% of the population. Built on solidarity (employed residents fund care for all) and equal treatment, it ensures comprehensive care while minimizing poverty risks.

A global pioneer, Estonia launched its electronic health record (EHR) system in 2008, digitizing nearly all patient records. Accessible via a national ID card, this system lets patients and doctors share data and prescriptions seamlessly nationwide. It drives impressive outcomes—like lower maternal mortality rates than the U.S. in 2020—and supports a healthcare model that’s both accessible and technologically advanced.

Eligibility & enrollment

Public System (EHIF):

  • Who’s Eligible: Permanent residents, those with temporary residence permits, or right of permanent residence paying social tax (13% of income). Covers employed, unemployed, and dependents under solidarity.
  • Enrollment: Register with a GP after securing residency and an address; EHIF coverage begins once social tax is paid (immediate for employees). No annual fees beyond tax contributions.
  • Health Card: Digital ID card doubles as your healthcare access key.

Private System:

  • Expats not yet insured via EHIF (e.g., freelancers, non-employed) often choose international plans (e.g., ExpatInsure) for flexibility and faster care.
